PROCLAMATION Whereas, change is constant and affects all cities, towns, suburbs, counties, boroughs, townships, rural areas, and other places; and Whereas, community planning and plans can help manage this change in a way that provides better choices for how people work and live; and Whereas, community planning provides an opportunity for all residents to be meaningfully involved in making choices that determine the future of their community; and Whereas, the full benefits of planning requires public officials and residents who understand, support, and demand excellence in planning and plan implementation; and Whereas, the month of October is designated as National Community Planning Month throughout the United States of America and its territories, and Whereas, the American Planning Association endorses National Community Planning Month as an opportunity to highlight how planning is essential to addressing ongoing community needs and how planners can lead communities to equitable and sustainable futures; and Whereas, the celebration of National Community Planning Month gives us the opportunity to publicly recognize the participation and dedication of the members of planning commissions and other planners who have contributed their time and expertise to the improvement of the City of Iowa City, Iowa; and Whereas, we recognize the many valuable contributions made by professional urban planners of the City of Iowa City, Iowa, and extend our heartfelt thanks for the continued commitment to public service by these professionals; and Whereas, this commitment is exemplified by the City's recent $3.75 million PRO Housing award through the U.S. Department of Housing and Urban Development, which will be used to reduce regulatory barriers to housing construction, provide housing counseling services, and to develop new affordable housing for low and moderate-income households. CITY OF IOWA CITY COUNCIL ACTION REPORT October 1, 2024 Domestic Violence Awareness Month Attachments: Domestic Violence Awareness Month proclamation City of Iowa City PROCLAMATIONS I vI Whereas, domestic abuse, dating abuse, and stalking affects women, children, and men of all racial, cultural, and economic backgrounds, causing long-term physical, psychological, and emotional harm; and Whereas, one in three Americans have witnessed an incident of domestic violence; and Whereas, children who experience domestic abuse are at a higher risk for failure in school, mental illness, substance abuse, suicide, and may choose violence as a way to solve problems later in life; and Whereas, domestic abuse in rural communities exists as a hidden, silent, and often unrecognized crime that is often underreported; and Whereas, through the inspiration, courage, and persistence of victims of domestic abuse, their children, and advocates, our communities are learning to recognize the impact of violence in the home and within intimate relationships; and Whereas, DVIP/RVAP has worked to end violence and abuse in intimate relationships for more than 45 years through the collaborative partnerships of advocates, volunteers, local municipalities, criminal justice, health and human services, faith communities, business leaders, and private citizens; and Whereas, our community's achievements should be commended and we must continue our commitment to respect and support victims of domestic abuse and to prevent future violence in our community. CITY OF IOWA CITY COUNCIL ACTION REPORT October 1, 2024 Indigenous People's Day Attachments: Indigenous People's Day proclamation City of Iowa City PROCLAMATION Whereas, the City of Iowa City recognizes that the Indigenous Peoples of the lands that would later become known as the Americas have occupied these lands since time immemorial; and Whereas, the City recognizes the fact that Iowa City is built upon the homelands and villages of the Indigenous Peoples of this region; and Whereas, the City is dedicated to opposing systemic racism towards Indigenous people, which perpetuates high rates of poverty and income inequality, exacerbating disproportionate health, education, and social crises; and Whereas, Indigenous Peoples' Day was first proposed in 1977 by a delegation of Native Nations to the United Nations sponsored International Conference on Discrimination against Indigenous Populations in the Americas; and Whereas, the City strongly supports the preposition that Indigenous Peoples' Day shall be an opportunity to celebrate the thriving cultures and values of the Indigenous Peoples of the region; and Whereas, the City strongly encourages schools to include the teaching of Indigenous Peoples' history in its curriculum and encourages other businesses, organizations, and institutions to recognize Indigenous Peoples' Day.
