Call to Order
Truit called the meeting to order at 3:31 p.m.

Consider minutes of the August 1, 2024 PAAC meeting.
Johnson moved and Endsley seconded that the minutes from the August 1, 2024,
meeting be approved. Motion passed (5-0).
Southeast Middle School Longfellow Tunnel Painting Project
Southeast Middle School Art Teacher, Rachael Arnone introduced the project. Arnone
stated this year, two groups of students would be painting four murals, which will enable
more students to participate in the painting day, scheduled for Thursday, September 12,
2024. Each of the four students whose designs were selected for the mural were in
attendance and Truitt asked each to share more about their design. Each student
described their design and inspiration behind the design. Committee members thanked
Arnone and the students for their work on the project. Jung joined the meeting.
Arts Stakeholder Meeting Recap
The Arts Stakeholder Meeting was held on August 1, 2024. Endsley, Miller, Jung, and
Kilburg Varley attended on behalf of the Committee. Kilburg Varley shared a recap of
the meeting and feedback solicited:
• Guest speaker Vivian Cook, with the Ames Focal Theatre Lab, presented on
asset-based public art approaches. Participants shared positive feedback on her
presentation.
• Need for exhibit space and promotion of existing, underutilized exhibit space.

• More places for temporary public art and pop-up public art.
• Need for more studio space, classroom space, gallery space (range of needs)
• Need to support artists.
Endsley encouraged staff to find ways to invest in temporary and pop-up exhibit space.
Kilburg Varley shared that she viewed this input as being part of a broader set of input
received through a community survey and future work session by the Committee, which
will inform an updated strategic plan. Kilburg Varley suggested the updated strategic
plan take the form of a shorter, more focused document in order to maximize limited
staff and budget capacities.
Staff Updates
Kilburg Varley shared that there is no update on the Lucas Farms neighborhood project
and waiting to hear back from the Meskwaki Settlement School.
On the South District Bus Stop Bench Project, she shared that the artists will begin to
paint and finish the sculpture, the City is working on site preparation, and the project is
still slated for installation this Fall.
Old or New Business
Johnson shared that in a recent community meeting, there was positive public feedback
about the new Sculptor’s Showcase installations and scavenger hunt.

PURPOSE
Community-driven public art strengthens social cohesion, beautifies our city, and enriches the
lives of our residents! The Community Initiated Public Art program provides a pathway for
community members to secure needed approvals for completing a public art project.
WHO CAN APPLY?
Private property owners, artists, organizations or residents based in Iowa City.
FUNDING
Generally, Community Initiated Art Projects are supported largely or entirely by an alternative
funding source. If you are in need of funding support, please review your eligibility for the Iowa
City Public Art Matching Grant Program.
WHAT TO CONSIDER
The Public Art Advisory Committee (PAAC) values…
• Supporting the livelihood of artists: it is encouraged that artists are compensated for their
time, expertise, and materials.
• Equity in public art: attention to diversity, equity, and inclusion is encouraged. This
includes the artist completing the work or other individuals participating.
• Participation and access to the arts: Projects are encouraged to consider adding a
participatory element (design process, installation process, interactive viewing, etc.).
APPROVAL PROCESS
1. Obtain Location Permission(s): Before applying, applicants should seek preliminary
permissions from the property owner of where the project is desired to be located:
• Public property (i.e. park, sidewalk, etc.): must be approved by the City. Please
contact the Public Art Coordinator for assistance coordinating appropriate
departmental approvals.
• Private property: must be authorized by the property owner. Please note that
some “private property” elements, such as retaining walls, may actually be
located within the public right-of-way, and would also require City approval.
2. Submit Application: Submit the Community Initiated Public Art Program Application.

3. Staff Review: The Public Art Coordinator will review the application and coordinate
other departmental reviews or Public Art Advisory Committee review (if necessary):
• If a project is located on public property, within public right-of-way, or receiving
any Public Art funds, the project design must be approved by the Public Art
Advisory Committee.
• Project materials must be quality, appropriate, and safe to the public. Artist(s)
should have sufficient experience to demonstrate proficiency in executing the
project well.
4. Public Art Agreement: The Public Art Coordinator will work with the applicant to
execute a grant agreement which will include details such as maintenance obligations,
authorized location, and more.

COMMUNITY-INITIATED ART PROPOSAL REVIEW CRITERIA
1. Public Art Management Plan Criteria:
• 5.1 – 5.2 Selection & Placement Guidelines
• 6.3 Siting Procedures
2. Project Feasibility:
• Verification that the artwork will be located on public property or within
public right-of-way and be publicly accessible
• Ability of the artist/applicant to complete the project within the proposed
timeframe and budget
• Commitment of proposed partners involved in the project
• Ability/willingness of the artist/applicant to work with the PAAC / City staff.
• Long-term ownership and maintenance obligations for City vs. artist/owner.
• If seeking City funding, availability and priority of Public Art funding
PURPOSE
Neighborhood-based public art projects strengthen neighborhood identity by connecting residents and
enhancing the sense of place. The Neighborhood Public Art Program provides a funding pathway for
Neighborhood Associations to organize a significant public art project in their neighborhood, with the
input of those who live there. The Neighborhood Art Program is offered by the Public Art Advisory
Committee (PAAC).
WHO CAN APPLY?
Iowa City Neighborhood Associations, or neighborhood groups actively working with the City towards
formation of a Neighborhood Association.

OVERVIEW
• Funding: Funding availability for the Neighborhood Art Program varies each year. Please visit
the Iowa City Public Art webpage to learn when the program is accepting applications. If
possible, non-City financial contributions toward the project budget may improve or expedite
project viability.
• Public Art Priorities: Projects are encouraged to align with the Public Art Strategic Plan.
• Neighborhood Engagement: Neighborhood Art Projects must offer the opportunity for all
residents of the neighborhood to participate in the process. Typically, this includes one or more
of the following: design input, site/location input, and possibly participation in production or
installation of the artwork.
APPROVAL PROCESS
The following outlines the typical process for a Neighborhood Art Project, however neighborhood or
project circumstances may vary and require flexibility of this process:
1. Applicants should review the following steps to ensure all aspects have been considered before
applying. Some level of engagement with the neighborhood regarding the project idea must
have occurred before submitting an application form.
2. Submit Application Form: Visit www.icgov.org/publicart.

3. Staff Review: The application will initially be reviewed by the Public Art Coordinator and
Neighborhood Outreach & Engagement Specialist. City staff may contact the applicant(s) to
seek clarification, flesh out project details, or begin coordinating other preliminary departmental
reviews/approvals as necessary.
4. Public Art Advisory Commission Review and Approval: Staff will coordinate with the
applicant to present the project to the PAAC . The PAAC meets the first Thursday of every month.
The PAAC will use the Neighborhood Art Proposal Review Criteria to guide decision-making.
5. Public Art Agreement: If the project is approved by the PAAC, the Public Art Coordinator will
work with the applicant to execute a Public Art Agreement which will include details such as the
project description, location, timeline, budget, funding, neighborhood obligations, and more.
The PAAC must vote to approve the Public Art Agreement.
6. Neighborhood Engagement: Neighborhood engagement requirements will be detailed in the
Public Art Agreement. Typically, at a minimum, the Neighborhood Association will be required
to solicit public input on the project design and/or location. The Neighborhood Outreach &
Engagement Specialist can assist with coordinating neighborhood engagement efforts.
7. Artist and/or Design Selection & Approval: There are several ways to work through the artist
selection and design process:
• The neighborhood can select a "concept" artist through a Request for Qualifications
(RFQ). This artist would guide the neighborhood through the mechanics of concept,
design and artist selection. Any fee for the "concept" artist would be part of the budget
for the neighborhood art project.
• The neighborhood can select an Artist to work with them to design, create and install the
artwork through a RFQ process.
• The neighborhood can directly select an artist (one that lives in their neighborhood or
has a proven history of successfully creating projects similar to what they wish to see).
If needed, City staff will help coordinate a call for artists or call for proposals. The PAAC must
approve of the final design, artist, and project site before the project can begin.
8. Project Completion: Specific project completion details will be included in the Public Art
Agreement. Coordination of project completion will be a collaboration between City staff, the
artist, and the Neighborhood Association. The artist and/or Neighborhood Association may be
asked to provide regular progress updates to the PAAC.

The current Public Art Strategic Plan covers Fiscal Years 2021 – 2025. As such, we are in the final
year of the current plan and should continue to work towards setting priorities, drafting, and
adopting an updated Strategic Plan to be effective FY 2026 (July 1, 2025):
