NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing will be held by the City Council of Iowa City, Iowa, at which time the Council will consider: An ordinance amending Title 14, Zoning Code,to allow redemption centers in commercial and industrial zones. (REZ24-0007) Said public hearing will be held at 6:00 p.m. on the 15th of October 2024, in Emma J. Harvat Hall at City Hall, 410 E. Washington St., in said city, or if said meeting is cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk. A copy of the proposed ordinance is on file for public examination in the office of the City Clerk, City Hall, Iowa City, Iowa. Persons wishing to make their views known for Council consideration are encouraged to appear at the above-mentioned time and place. (First Consideration) Background Iowa Bottle Bill June 2022 amendment: Significantly increases the handling fee for redemption centers and allows stores to opt out of redeeming containers if a redemption center is nearby or if other criteria are met Redemption centers _ Facilities where consumers may return empty beverage containers and receive payment for the refund value of the containers o Affiliated with some grocery stores (Ex. North Dodge Hy-Vee) The Can Shed o Existing stand alone redemption center located at 611 Hollywood Blvd #3 in a General Industrial (1-1) zone; however, they would like to operate within a commercial zone o Aim to expand their services, improve their collection process, and provide easier access to the community Current No specific language in zoning code that assists with defining, classifying, or regulating redemption centers Redemption centers located in grocery stores have been allowed in commercial zones Stand-alone redemption center related uses has been classified as a waste related use Allowed provisionally in the General Industrial (1-1) and Heavy Industrial (1-2) zones Ex.
