6. Consent Calendar- Resolutions and Motions
6.a August 2024 Disbursements
Motion to approve disbursements in the amount of$17,166,082.54 for the period
of August 1 through August 31, 2024, as recommended by the Finance Director
subject to audit. Disbursements are published and permanently retained in the City
Clerk's office in accordance with State Code.
6.b Annual TIF Certification Filing - 2024
Resolution directing the filing of Tax Increment Financing (TIF) certification under
Sr Iowa Code Section 403.19 for the 2024 end of year certification of urban renewal
projects.
Comment: The City is required to file an annual TIF debt certification with
the County Auditor by December 1st of each year.
6.c 2024 Annual Urban Renewal Report (AURR)
Resolution approving the Fiscal Year Ending 2024 Annual Urban Renewal
D,A-/ - 53 Report (AURR).
Comment: Per state law, the City must obtain approval by a majority of the City
Council to file an AURR for each urban renewal areas in effect prior to the
publication and adoption of the city budget. As of the end of FY2024, Iowa City
had 14 urban renewal areas, 11 of which were active. As such, only those 11
active urban renewal areas need be included in the report. Filing this report is
required before the Department of Management will certify the City's taxes back to
the County Auditor.

6.d Board of Adjustment bylaws amendment
Resolution adopting the procedural rules of the Board of Adjustment
(q - 5 and rescinding Resolution No. 24-38.
Comment: The Board of Adjustment approved amending its procedural rules (i.e.,
bylaws) to set forth the nomination and election process of a member who is not
present at the meeting. Amendments to the procedural rules are not effective until
approved by the City Council. The Council Rules Committee has reviewed and
approved the amendment.
6.e Dubuque St. Celebration-alcohol agreement
Resolution approving an agreement with the Downtown District to allow the
- D 53 sale and possession of beer and wine during the Dubuque Street Celebration.
Comment: The City Code allows non-profit entities by written agreement to sell and
their customers to consume and possess alcohol on public right-of- way under
limited circumstances. The Downtown District would like to be able to sell beer and
wine on Dubuque Street between Washington St. and Iowa Ave. on Oct. 24 from 4
pm to 8 pm as part of the celebration of the reopening of and the improvements to
Dubuque St. Similar to the Block Party, persons may purchase beer and wine from
adjacent establishments and enter the sidewalk and Dubuque St. with an open
container of alcohol.
6.f Acceptance of Outlot E Monument Hills
Resolution accepting the dedication of Outlot E, Monument Hills
L" _D 5_Co Subdivision, Johnson County, Iowa.
Comment: Pursuant to the Monument Hills Subdivider's Agreement, the developer
is required to dedicate Outlot E to satisfy its neighborhood open space
requirement. This resolution accepts the dedication of the outlot. All conditions
precedent to acceptance of the outlot have been satisfied, and staff recommends
acceptance.
6.g Amend budgeted positions - Neighborhood Services
Resolution amending the budgeted positions in the Neighborhood Services
�q _9,`j 7 Division of the Neighborhood and Development Services Department and the
AFSCME pay plan by adding one full-time Housing Program Assistant II position
to grade 11.
Comment: Neighborhood Services is requesting the addition of a newly created
position for one full-time Housing Program Assistant II to focus on the regulatory
compliance of the Housing Choice Voucher Program, Public Housing Program,
and other affordable housing initiatives. This position would be funded through
the Housing Authority enterprise fund and special revenue funds.

6.h Iowa River Trail Bridge Replacement Project
_ Resolution authorizing the acquisition of property interests necessary
'-} - 5 '' for construction of the Iowa River Trail Bridge Replacement Project.
Comment: The Iowa River Trail Bridge Replacement Project includes the removal
of the existing Iowa River Trail bridge and replacement with retaining wall,
grading, and other associated work, repairs to the existing pedestrian bridge under
the Iowa Interstate Railroad, and additional trail replacement located on the east
side of 526 S Riverside Drive and 510 S Riverside Drive. The project's design has
been completed and it has been determined that temporary construction
easements and permanent trail easements are needed at both locations.
6.i Procurement of Submersible Propeller Mixers
Resolution authorizing Procurement of Submersible Propeller Mixers.

Comment: This Resolution will approve the procurement of Submersible
Propeller Mixers for the Wastewater Treatment Facility. Request for Proposal
#25-101 was released and after careful consideration the evaluation committee
recommended Electric Pump Inc receive the award. This purchase will exceed
the $200,000 spending authority of the City Manager, thereby requiring Council
approval. Over the course of this contract the City expects to expend
approximately $284,380.60.
6.j Procurement of Body Worn Cameras
Resolution Authorizing the Procurement of Body Worn Cameras and
D1-1 _moo Evidentiary Storage.
Comment: This Resolution will approve the procurement of Body Worn Cameras,
Evidentiary Storage, and Software. The City will spend approximately
$894,220.36 over a 5 -year period and utilize a National Association of State
Procurement Officers (NASPO) Value Point Cooperative Agreement for Public
Safety Video Equipment. $242,600.36 for the first year and $162,905 a year for
the following 4 years.
6.k Dodge Street Reconstruction Project
Resolution approving, authorizing and directing the Mayor to execute and the

Strand Associates, Inc., of Madison, Wisconsin to provide consultant services for
the Dodge Street Reconstruction Project.
Comment: This agreement authorizes Strand Associates, Inc. to provide consultant
services including design development, preparation of construction documents, bid
phase services, and limited construction administration services for the Dodge
Street Reconstruction Project. The Project generally includes the reconstruction of
Dodge Street from Burlington Street to Governor Street. The total cost of the
services is $1,598,900 and will be funded by General Obligation Bonds.

Wayne Avenue from Wade Street to Arthur Street. The estimated construction
cost is $900,000 available in the Bradford Drive Water Main Replacement Project
Account #W3300.
7.b Fire Station 1 and City Hall 3rd Floor Renovation Project

and estimate of cost for the construction of the Fire Station 1 and City Hall 3rd
Floor Renovation Project, directing City Clerk to publish notice of said hearing,

Comment: This project generally includes the reconstruction of bedrooms,
bathrooms and a wellness room within Fire Station 1 and the addition of offices,
painting, carpeting and lighting on the 3rd Floor of City Hall. The estimated cost
for this project is $900,000 and will be funded by the Rehab of Sleeping Areas and
Alerting System Station 1 account # Z4413 and the City Hall - Other Projects
account #R4129.
7.c High-Service Pump VFD Replacement Project
Resolution setting a public hearing on November 4, 2024 on project manual and

Because Community Comment is for items not properly noticed on the agenda,
Council cannot engage in discussion or debate due to open meetings laws.
Only in-person comments will be allowed for Community Comment. Public comment
for specific agenda items, which must be directly related to that agenda item, may be
made in-person or remotely.
Individuals will be provided 3 minutes to speak. The Community Comment period
will end at 7:00 p.m. unless an extension is needed to meet a minimum 30 minutes
of total time allocated for the Community Comment period.
The Mayor reserves the right to reduce the 3 minute period based on the
number of individuals desiring to speak. Additional comments can be sent to

Ordinance amending Title 14, Zoning Code, to allow redemption centers
in commercial and industrial zones. (REZ24-0007)
Comment: On September 18, 2024, the Planning and Zoning Commission
recommended approval of REZ24-0007 by a vote of 7-0. Approval will amend
-C Title 14, Zoning Code, to allow redemption centers in commercial and industrial
zones.

9.b Zoning Code Amendment - Tobacco Sales Oriented Retail Uses
Ordinance amending Title 14, entitled "Zoning Code", to address tobacco
sales oriented retail uses. (REZ24-0006) (First Consideration)
Comment: At its meeting on September 4, 2024, the Planning and Zoning
�i�`" Commission recommended approval of REZ24-0006 by a vote of 5-1 (Wade in the
negative, Hensch absent). Following the Planning and Zoning Commission
meeting, paragraph 8 of the ordinance has been added as a technical fix to
account for the addition of 14-4E-5H in paragraph 7. At the October 1st Council
meeting Council amended section 7 to change the period of time after which
grandfather rights would be lost from 90 days of ceased sales to one year of
ceased sales. After further consideration, the City Attorney has concluded this was
a substantive change, so the October 15th meeting will be treated as the first
