1. Clarification of Agenda Items

2. Information Packet Discussion [September 19, September 261

1. (IP2 — City Hall Space Needs Study) Councilor Harmsen asked for an update on
what the process is at for the study . City Manager Fruin provided information.
Individual Council members expressed their views.
➢ September 26
1. (IP5 — FY23 — FY28 Iowa City Strategic Plan Progress Report) Councilor Harmsen
thanked staff for putting the information together and noted the upcoming Strategic
Plan work session on October 22nd.
3. University of Iowa Student Government (USG) Updates.
Matthew Monsivais, USG Liaison and Ava Martinez, USG Alternate Liaison presented
updates.
4. Opportunities to expand bow hunting opportunities in or around Manville Heights
Assistant City Manager Lehmann presented a PowerPoint of the bow hunting opportunities
in and around the Manville Heights area. Lehmann also summarized the information
provided in the memorandum (IP3) to City Council included in the September 2611
Information Packet, which included a discussion of proposed solutions. Individual Council
members asked questions and expressed their views. City Manager Fruin and City Attorney
Goers provided additional information.
Action: Staff will follow-up with Council at the next work session to discuss recommended
deer hunt rule amendments to expand the ability of property owners to work together to
meet separation requirements (waiver limitations). Further, staff will outline what deer hunt
parameters may look like should Council wish to allow hunting in either City Park or at the
Ashton House and surrounding property.

5. CIP Project Update
Parks & Recreation Director Seydell Johnson presented a PowerPoint on City Park Pool
and Terrell Mill Roller Park. Individual Council members asked questions and expressed
their views.
City Engineer Havel presented a PowerPoint on the following projects: Dubuque Street
Reconstruction, Rochester Avenue Reconstruction, Gilbert Street Bridge, Park Road
Rehabilitation, North Gilbert Street Reconstruction, and Court Street Reconstruction.
Individual Council members asked questions and expressed their views.
6. Council updates on assigned boards, commissions, and committees
