1. Clarification of Agenda Items
City Manager Fruin noted staff was requesting items 7.a and 7.c be pulled from the consent
calendar for separate consideration as the plans and specifications were not ready and
Public Works Director Knoche would be asking the Council to vote no on the items. When
ready, staff will add the items to the next Council meeting to set the public hearing. City
Attorney Goers answered Council questions and provided additional information.
2. Information Packet Discussion [October 3, October 101

1. (IP5 — Memo from City Clerk: Joint Entities Meeting Agenda items for October 21)
Mayor Teague requested items for the joint entities meeting agenda from Council
members. Individual Council members expressed their views. City Manager Fruin
provided information and answered Council questions.
Action: Staff will request the following items for the Monday, October 21 Joint Entities
meeting: Food insecurity presentation and Childcare solutions coalition update.
3. University of Iowa Student Government (USG) Updates.
Ava Martinez, USG Alternate Liaison presented updates.
4. Opportunities to expand bow hunting opportunities in or around Manville Heights
Assistant City Manager Lehmann noted the item was a follow up discussion from the
October 1 Work Session on expanding bow hunting opportunities in or around Manville
Heights. Lehmann stated the bow hunting season is part of the Deer Management Plan
which includes five years of bow hunting with a potential sharpshoot after 2026 with the
approval by the state, including non-lethal strategies as well. Lehmann indicated the 2024-
25 bow hunt season had started and would run through January 10, 2025, which has bow
hunt rules that guide it. Lehmann pointed out that there is not a lot of private property in the

Manville Heights area that is available for the hunt as the hunt rules currently stand.
Lehmann summarized the memo (IP3) in the 10/10 Information Packet which discussed the
proposals for expanding bow hunting opportunities near Manville Heights. Individual
Council members asked questions and expressed their views.
Action: Staff will prepare a resolution to amend our urban bow hunt rules and place the item
for consideration on the Monday, November 41"meeting agenda. Staff will also proceed with
Manville Heights neighborhood outreach and coordinate hunting opportunities utilizing City
Park and the Ashton House.
5. Discussion on Affordable Housing Finance
Neighborhood & Development Director Hightshoe presented a PowerPoint on the available
resources for housing and the current efforts to address affordable housing in Iowa City. The
following items were covered in the presentation:

Individual Council members asked questions and expressed their views. City Manager
Fruin and Neighborhood & Development Director Hightshoe answered Council questions
and provided additional information.
Action: Staff will submit an affordable housing update each Thursday immediately prior to a
formal City Council meeting to include in the Information Packet.

Council members reported on various assigned boards, commissions, and committees.

and expressed their views.

9.b Ordinance amending Title 14, entitled "Zoning Code", to address
tobacco sales oriented retail uses. (REZ24-0006) (First Consideration)

questions and expressed their views.

FY23-28 City of Iowa City Strategic Plan Refresh with facilitation services provided by the
East Central Iowa Council of Governments (ECICOG)
Executive Director, Karen Kurt and Senior Planner/Economic Development Specialist, Adam
Bentley from the East Central Iowa Council of Governments (ECICOG) presented a power point
and facilitated the strategic plan refresh work session by starting Councilors off an introduction
exercise to learn more about one another. Facilitators presented a PowerPoint of the following:
• Tentative Agenda for the Review
• Performance Management
• What to Expect
• 3x3Introductions
• Setting the Stage: Facilitation Team Observations
• The Road Map
• City Manager Introduction to Action Step Process
• Wrap-Up
City Council members spent time reviewing and ranking the action steps based on the Impact
Area and Strategies identified in the Strategic Plan Review memo included in the October 17
Information Packet (I P4).
1. Neighborhoods and Housing
➢ Update City Comprehensive Plan and Zoning Code to encourage compact
neighborhoods with diverse housing types and land uses.
➢ Partner in projects that serve as models for desired future development.
➢ Create inviting and active outdoor spaces with unique and engaging recreation
offerings.
➢ Address the unique needs of vulnerable populations and low-to-moderate income
neighborhoods.

2. Mobility
➢ Expand the access and convenience of environmentally friendly and regionally
connected public transit.
➢ Design and maintain complete streets that are comfortable and safe for all users.
➢ Grow and prioritize bike and pedestrian accommodations.

➢ Reinforce Iowa City as a premier community to locate and grow a business.
➢ Ensure appropriate infrastructure is in place for future business growth and
development.
➢ Cultivate a strong entrepreneurial and small businesses ecosystem with a focus on
creating new pathways to success for systemically marginalized populations.
➢ Build Iowa City's image as the Greatest Small City for the Arts.
➢ Strengthen the Iowa River's role as a signature community amenity and tourism
generator.
4. Safety and Well-Being
➢ Implement and expand innovative public safety models and facilities to improve
outcomes and relationships within the community.
➢ Partner with non-profits to address the most emergent and foundational community
safety and well-being needs.
➢ Build community by fostering social connections and developing safe, accessible
public spaces for gathering.
