Programmatic and Administrative Observations • The Citg allows ang eligible activitg under CDBG or HOME. • Small entitlement communities lack staff capacitg to administer all tgpes of activities. • Federal regulations increases project costs. • HUD continues to add complex regulatorg requirements. • The current staff levels for the Citg are too thin to administer everg tgpe of eligible activitg, given the increasing federal regulations and complexitg. • Iowa Citg has dedicated local resources towards affordable housing and public services.
