Summary of Minutes
November 19, 2024
Iowa City City Council special formal meeting, 4:00 p.m. held at City Hall — Emma J.
Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Dunn, Harmsen, Moe, Taylor, Teague. Staff members present:
Fruin, Goers, Grace. Unless otherwise noted, all actions were affirmative and
unanimous.
Moved by Harmsen, seconded by Alter, to adjourn to executive session to discuss as
a public employer, strategy regarding collective bargaining with city employee
organizations, as such discussion is exempt from the provisions of Iowa Code Chapter 21.
The Mayor declared the motion carried and adjourned into executive session 4:01 p.m.
Council returned to open session 4:56 p.m.

1. Clarification of Agenda Items
Councilor Bergus noted she would be recusing herself from item 6.c So.6 SSMID FY26
Preliminary Budget.
2. Information Packet Discussion [November 7, November 141

1. (IP6 — Memo from Assistant City Manager: 2025 State Legislative Priorities
Development) Mayor Teague asked Councilors if they had any thoughts or
comments on the Legislative Priorities. Councilor Alter asked to see childcare
separate from education. Assistant City Manager Lehmann and City Manager Fruin
provided additional information. Councilor Bergus noted there had been previous
conversations about advocating for the lowering of a minimum threshold for
implementing a regional transit authority and asked if that should be added.
Action: Staff will modify the legislative priorities to reframe childcare separately from
education and to add lowering of the population threshold required for establishing a
regional transportation authority.
3. University of Iowa Student Government (USG) Updates.
Matthew Monsivais, USG Liaison, presented updates.
4. Potential uses of the CRANDIC rail line
Transportation Planner/Executive Director of the Metropolitan Planning Organization (MPO)
Ralston presented a PowerPoint on the Summary of options regarding the potential re -use
of the CRANDIC Rail Line which covered the following:

Council members reported on various assigned boards, commissions, and committees.

5. Council Vacancy Discussion [continued from 11/04/2024]
Councilor Dunn recused himself from the discussion. City Attorney Goers provided
information on the 60-day notice to the County Auditor for the setting of the special election
and the signature requirement to force a special election should the City Council decide to
appoint someone to fill the vacancy which is 10% of the voters who voted for the office of
District C or 719 signatures. Individual Council members asked questions and expressed
their views. City Attorney Goers provided additional information.
Action: Staff will prepare a resolution initiating a special election process to fill the vacancy
created by Councilor Dunn's resignation.
