read the Native American land acknowledgments. Thank you everyone for their patience. And it reads,
we meet today in the community of Iowa City, which is now- which now occupies the homelands of
the Native American nations to whom we owe our commitment and dedication. The area of Iowa City
was within the homelands of Iowa, Muskogee [00:01:00] and SOC and because history is complex and
time goes far back beyond memory, we also acknowledged the ancient connections of many other
indigenous peoples here. The history of Broken Treaties and forced removal that dispossessed
indigenous peoples of their homelands was and is an act of colonization and genocide uh, that we
cannot erase. We implore the diversity committee community, sorry, to commit to understanding and
addressing these injustices as we work towards equity, restorations, and reparations. Um, so now we'll

I will just say that we do- I did mention to commissioners that there are a couple of people across the
country in Vermont and, um, Minneapolis that are looking to talk to us as a commission. So, um, I did
get back some dates and time, so I'll be looking to see who wants to talk about that with those people,
um, shortly. Um, we're going to move forward on to agenda item number 7, dates for think peace
retreats. Um, I am not sure. Stephanie, it was- had put on a doodle poll. I'm not sure if everyone
responded.

I did not respond to only because- um, because the options that were given had- always had a work
one of the workdays and a weekend and I cannot at this point, um, take time off of work to do it. So I
[00:04:00] wanted to propose. Maybe it might be difficult but doing it a weekend, if we can do it a
Saturday, Sunday. Um, otherwise, I will only be able to attend a weekend day of a retreat if we end up
doing it that way.

was a week that was available for us. Um, I'm not-

Yeah. And so we have been talking about scheduling. That was the week that all of our team could be

V, if I may Hey folks, [00:07:00] Larry Schoolar from Kerns and West, I just wanted to share uh, one
scheduling method that we used in a different community where you know, travel was required. And
you know, it was done in an effort to minimize disruption. And that would be to do kind of week nights
that are sort of extended. So for example, like uh, a four or 05:00 P.M start you know, until eight or
09:00 P.M but kinda sandwich a couple of those back-to-back. So rather than making people take
whole days off of work or take whole days on the weekend where they you know, may need childcare
or other obligations. They can you know, basically just do kinda like half days that are isolated from
some of the other obligations. I mean, there's- there's obviously no time of day that's gonna be free
of- of those other commitments with- with kids and other jobs. But we could potentially do something
where like on a Wednesday, Thursday, and Friday or Tuesday, Wednesday, Thursday of that week, we
just have kind [00:08:00] of, um, more extended evening sessions with you all, um, away from work
schedules and you know, try to cover what we would try to do in- in a twofold day sort of setting.

Yeah. And like I said, I mean, I can't speak for myself, but, you know, we had cleared that week, so.

Well, and the third is- is our that first meeting in that month here?

Yeah. And actually, we were hoping that would be [OVERLAPPING] it can potentially be part of the
meeting. You know, I mean, it could be. It doesn't have to be, but it's a time when you'd be here.

Is it possible to do it one of the weeks in July or August 1st, that week that's most.

For us, it's the one that works the best given everybody's summer vacation and other projects going
on.

And I can- let me just add because I think early on we were really concerned with the presentation to
counsel and [00:09:00] since then, if we do that presentation in October, no harm, no foul. So if
everything gets pushed back since we haven't really started yet. And I think there were some
indication that maybe the start date would be the meeting with think piece and so you would have
that for three months for everything else to come together, um, from the city standpoint that- that's
fine too. We can work around that schedule. So don't let my earlier comments are trying to have
something, uh, presented to council in September be determining factor on trying to find a time that
works.

Okay, if it works for everyone else, um, I can definitely be there if we do that Wednesday, Thursday,
but that Friday night, I probably cannot. Um, and we also still will have two new commissioners
eventually. Do you think about their schedules?

I can speak for- for prepping piece that we have cleared the first to the fifth to be available. So even if
they're extending evening hours, um, that- again, that is amenable to us. And if it's possible, even if,
um, I know, people will not physically be present, but to make it hybrid in some way for those who-
commissioners who might not be physically present.

we can ask them some of those questions or if you have other experience of doing the meetings
elsewhere.

trying to fill out how like how we can, you know, start facilitating some of these activities and events.
Um, we are working on, uh, a draft work plan that we wanted to bring to you all. Uh, so I don't want to

I thought last time we talked that somebody had mentioned that it might not work doing it now
because of the- the training that's going to be happening.

So there're still some logistics we have to figure out.

It might make sense, uh, but I get the, you know, urge to do that, uh, and I think once we have our-
our draft work plan like a little bit more formalized, you know, we can start talking about like as
Redmond was saying, like the actual technical start date which we are contracted to actually work
with you all to figure out when that would be. And why I say that, because some of what we're
running up against [00:14:00] right now is just coordination. [LAUGHTER] And that's not really fair to
say that we're starting when we're just like trying to get ready to start. And so, I'm trying to figure out
exactly when that start date would be so that we can start that three months. I think we're still trying
to work that out, but we're very close to getting what that would be. We want to make sure that, you
know, everybody is coming into town now we know kind of August, you know, what's July look like?
You know, I mean, and I know we're kind of halfway through June, um, but you know, what is the- the
July schedule and then we have August and then, you know, strategic doing is probably going to be
September. So we have some kind of bare-bone things that we want to show you, um, and then you
can kind of help us fill it out and knowing too that things may.

what that looks like.

which is our work plan on Phase 1, so now you can continue [LAUGHTER] you can continue with what

Um, yes, so we are working on our draft work plan, uh, we hope to finalize it in time for our next
meeting. Um, and it- what we'll show is especially with now we know August, we can kind of fill that
out, um, on either side. And when we bring that back to you we'll have some kind of, you know, some
aspects that we're like, hey, we think this should happen here, but we also want your input as to like,
you know, what would that would look like and knowing too that as we move through this, it'll have to
be fluid as well. You know, it'll be like, oh, you know, we should do this event or we should, you know,
do all those kinds of things. So there's a lot of ideas I think on the table, um, and so that's kind of
where the work plan is. I'll- I'm happy to answer any questions on that and that work plan also I just
want to say will be Phase 1 and focus, but it will have Phase 2 on there as well so we can kind of think
about what would that look like in Phase 2 knowing that we have like final recommendations.

I think, um, I can ask [00:17:00] this during this, um, time, but so can you explain the update on wh-
where everyone is or is that a Redmond question, um, as far as?

Yeah, absolutely. I will let, um, Annie, talk about her section, but, um I think the sticking point has
really been insurance. So this was something that I think we kind of flagged a little bit that, you know,
we have Native American partners who are just people and they do this work, uh, because that's just
who they are and who they are in the community. And so I think insurance was something that, you
know, it was kind of a big question mark, but we really wanted to move in good faith. At this point, uh,
we've explored all of the options for insurance. It's too cost-prohibitive for individuals to get
professional liability. Um, it's like $200 a month, um, and then they're, you know, on the hook for a
year when really they're only technically being contracted for, you know, seven months. Um, so the
workaround, I guess you could say is that they will become staff of my company and that we'll cover
them for insurance and so their [00:18:00] deliverable will also fall under our contracts. So we're
working with Eric and Redmond right now to kind of, you know, hammer out those details so that
should be resolved by the next meeting so we'll be good to go. Um, but I don't want to, I also want to
say that I don't think that that's really slowing things down so much because we're- it's sort of
happening at the same time as everything else. So, um, they are- our native partners are doing an
amazing job and they're, you know, trying to be as responsive as they can.

So does that mean the- the question that was before all- we got approved that is now solved by?

For the most part, we just need to fill out the papers basically to get it to Eric, um, which we should
have shortly. And then I know we also have, um, had some insurance questions with Annie and that's

about it during the meeting, um, since it looks like we're not going to really start until August so it'll
give us time to do what we need to and maybe Redmond you can help us go through that as well.

Yeah. I was able to get in touch with the African communities network in Johnson County. And it's still
yes they want to continue working with us, so I did request them to - to, uh, restart attending our
meetings so that they can know what we're doing. That's as much as I got to- in connection with the,
uh, some of the, [00:21:00] uh, that list that- of the organizations that we had, uh, requested in the
communities to work with us. Yeah. Thank you.

Well, what I wanted to say is really, um, was inspired by you guys with your list and reaching out to
the community. I was thinking, um, I was - I was actually thinking, ah, I'm really frustrated that we
can't start doing some of the work like until August. So I was feeling that way, and then it flipped from
me, and I thought wow, there's a lot that - that you guys are already doing and that could be done
ahead of time. That actually lays out, kind of makes things stronger, lays out a path. Are you
interested in some of the ideas that we were circulating?

we're- we're working at coordinating together and not stepping forward as individuals. So this is what

Okey-doke. So you're already listing like individuals and organizations that you can reach out to, and
begin to build connection and their interests. So they want to be part of it and, um, and you're already
thinking of marketing stuff like what color t-shirts and where you're gonna go. And just - just reaching
out like it dawned on me that you don't have to have it all, you don't have to know everything that
you wanna do before you let folks know this is coming, you know. And I - I'm sure that you guys have
been thinking all these things, I just was also thinking them. Um, and what are your methods for
getting the word out? Um, how are you gonna bring [00:23:00] the new commissioners up to speed?
Um, when you get everything like your tagline and colors in your language that can just be going out
ahead of you, right? Ahead of the work that you - the concrete truth telling, right? Fact-finding. Um,
one thing I asked the group, um, the TRC partners, um, is it okay for you guys to begin thinking about
what areas in this community would you like there to be fact-finding done on? You know, like is it
health? Is it housing? Is it what? Police, is it different kinds of things that you would want to have, part
of what Curtinuesta is gonna be doing, and with someone who's local is gathering that information. So
there's that kind of information as well [00:24:00] as, um, people's experience. So you can begin -
people thought it was fine if you want to begin talking about hmm or thinking about what - what would
be really a good idea to get information on. So anyway, um, that's basically - well and then things
that- I think peace that I already said, you can have different kinds of events. It's like with the arts,
with movies, with, you know, spoken word. You - you could begin percolating on all of that before you
get the information from them about how Truth and Reconciliation Commissions work. And I hadn't
really seen that before so I just thought I - I hadn't even had that recognition, so just sharing that. And
I don t think - I think probably everything I've said you've already thought about, but there you go.

First of all, I want to acknowledge and thank VNA and obviously, it's great that- that they're there and
have such great understanding of- of the community and can be there to support and represent us all.
I- I just wanted to also include and maybe Annie mentioned this, but I'm not sure. I wanted to
encourage you all between now and- and when we get there to think about the way in which you want
us to perform the kind of facilitation services that were originally envisioned, you know, when this
odyssey first began a couple of years ago. It was for facilitation services. [00:28:00] And, you know,
I've- I've talked with our team internally a lot about ways in which we all can create the space to be
the process folks, so that the commissioners can all participate robustly. And if things piece is
presenting, they can be participating robustly. Or if V and Annie are- are driving the, uh, the subject
matter, they can participate robustly. But just to encourage you to think about, kind of that- that job
description or that role on a- on a recurring basis that you would like to have facilitators play. And it's
not necessarily going to be the same facilitator every time. That's kind of the beauty of this is you're
going to benefit from multiple people's experience, expertise, and style. But just as a facilitator, That's
something I've been I'm sure others on the team want to make sure we understand as fully as we
can. And it may change and it may evolve. But whatever preliminary thinking you can do between
now and when we first see you, would be great. Thanks.

are committees, commissions that I've supported in the past the current semester, supported where,
you know, once the meeting is called to order, um, and some of the other key items like minutes
approval and so on are- are dealt with and the facilitator kind of picks up the meeting from there to
allow for full participation from every member. There are other circumstances where the facilitator is
only a part of kind of the deliberative parts of- of meetings where commissioners need to make
decisions. And then there are ways in which a facilitator is combined with the subject matter expert,
you know. But I think we- we can certainly provide something a little bit more thorough and in writing,
but that's just kind of in general, some of [00:30:00] the different models that- that we've seen used
with the clients that we work with.

As commissioner Johnson, only other thing I was thinking about was the whole, uh- uh, billboard thing,
uh, billboard wise, I believe one of the best ways of using a billboard could be film scene. That's one
big old billboard sitting right outside that can be seen by everybody and you could buy time on it and
everything. Same thing at the markets theater and the theater that's up there at the mall. I was trying
to really brainstorm or how to get to as many people as possible and through the summer blockbuster
movies. That is one of the easiest ways of getting literally, everybody in the entire city doesn't cost a
lot of money compared to what we're doing. And, uh, that's one of the best ways I was thinking, even
if we didn't use those out there. Uh, if we could find a way of even having [00:31:00] digital billboards.
I know we almost had a digital billboard, but I believe we can't because of, uh, city ordinance, but, uh,
I'm not sure exactly how that works over here, but definitely those big screens are definitely a huge
billboard. And that's one way to everybody, no matter what, before movies, they always show all the
previews and everything like that and say you can buy this time, great opportunity to use that.

If we were to just film, it can be used in multiple different medias, multiple different ways. A billboard
nowadays doesn't just mean a sign on the side of the road. There's many ways.

Yeah, I really love talking about the marketing strategy. I had a question for you Redmond. So as we-
as a commission do our own work plan, I'm curious like what's- what's our budget. Like what- like will
we be able to talk about having a billboard? Well, we we've talked already about doing t-shirts and
[00:32:00] stuff that's not included in the facilitators budget. That's something outside of that. So
what is the process so that we can make sure that side of things can happen?

Well, it's going to have to be on a individual request basis. So each request item would, uh, basically
go to the city manager's office and we would look at if that was something that we felt, uh, further the
Commission's mission, or if that was something that we can find funding from another department or
those kind of things. So we've had some initial conversations is hard to know exactly until we actually
see those things. And so, um, I think that's probably as most as I can give you right now until we
actually have that. And one of the things about the work plan is if we see how that fits within the
whole scope of activities that are happening. And it certainly furthers those things on are based on
key dates and [00:33:00] build up to certain, um, truth-telling events. It- it would make more sense
and help us understand, uh, what's trying to be achieved there so that request can be given it's full
consideration.

come with a proposal for maybe a marketing budget with the things laid out. What we want to do with
the cost estimates that we've, maybe we call Andre and see how much it would cost to print t-shirts

document and provide it to you. Am I on the right track?

everything was shutting down. But that was legit what I was talking about for the last diversity market
that was out there. I was out there, uh, last time and I was at the Big Brothers Big Sisters table. And I
was just thinking, there's a lot [00:39:00] of room out here for that booth. It can be a solid, strong
booth made out of quick wood but separate things and you can get even video testimonies or not. And
almost think of it like a confession booth, like, uh, where it can be a private thing, uh, we- we kind of
discussed this a little bit but before, but I- I have a design that could be used and it's easily put

Supreme Court that's the Indian Child Welfare Act, um, 72 in favor of- of pulling this law from 1978
that, um- that was implemented to keep indigenous children with their- their tribal folks. Um, so
that's, uh, a big rel- big relief. Um, and also helps, uh- yeah not only would it have been really bad for
the children, but it would have been a bloating to- to tribal sovereignty, um, also. So that's a big deal.
