BUDGET OVERVIEW AND HIGHLIGHTS City Manager Fruin noted the time and effort from 'staff that was put into pulling together the budget and urged Councilors to jump in if they have questions during the presentations. Fruin reviewed the budget review schedule, areas of focus, fund structures, and financial headwinds in fiscal year 2026. Deputy City Manager O'Brien reviewed Revenues and Assistant city Manager Lehmann reviewed Expenditures and Debt Service. City Manager Fruin wrapped up with discussion on fund and fee analysis, investments in the strategic plan, master plans and core services. Fruin also touched on looking ahead at the FY27 budget and things to plan for. Individual Council members expressed their views. Department budgets were presented as outlined on the agenda; page number in parenthesis refers to pages in the FY26 Proposed Budget (01/08/25 Information Packet).
