NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
HOUSING & COMMUNITY DEVELOPMENT COMMISSION
One Vacancy: Unexpired term, upon appointment — June 30, 2025,
plus a three-year term (July 1, 2025 — June 30, 2028)
• Duties of the Housing and Community Development Commission include: assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and
services for low- and moderate -income residents;
• reviewing policies and programs of the Public Housing Authority and Community
Development Division and make recommendations regarding the same to the City Council;
• reviewing and making recommendations to the City Council regarding the use of public funds
to meet the needs of low- and moderate -income residents; housing policies and programs
and seeking public participation in assessing needs and identifying strategies to meet these
needs; recommending to the City Council from time -to -time amendments, supplements,
changes, and modifications to the Iowa City Housing Code.
• The Housing and Community Development Commission will have monthly meetings
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live in
Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. When possible, Council will appoint persons with expertise in construction and/or
finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating
Board.
Applications must be received by 5:00 p.m., Tuesday, January 14, 2025. An application can be
completed and submitted on the City of Iowa City website at www.icgov.orq or by contacting the City
Clerk's office.

I'm currently the HCDC chair-- I have served on HCDC since 2021. 8 years of experience in
property management, 8 years of experience in affordable housing, 10 years of experience
in construction.
What is your present knowledge of each advisory board you are interested
in?
HCDC: I have served since 2021, with consistent attendance, and have been able to continue
learning the activities and formalities of the commission, since I joined. I feel that my
industry experience and current occupation is very applicable to help contribute to the
commission. Parks & Rec: I have served as a contractor for 4 years, for the City of Cedar
Rapids Park's and Rec Dep. I've grown an understanding of not only the duties of this
commission, but also understand from a landscaping contractor's perspective. I would bring
landscaping industry experience, contractor perspective, and park -user's perspective.
Planning and Zoning: From my experience in construction, I've learned a great deal about
planning and zoning. As a life-long Iowa City resident, I've had the pleasure to watch the
development of our city, and would love to contribute.

Experience and/or activities which you feel qualify you for this position:
I am interested in an opportunity to serve at the Iowa City housing and economic
development commission. I just completed a 9 month tenure as a commissioner at the Iowa
City Ad hoc Truth and Reconciliation Commission (TRC). I was involved in the TRC's
commission discussions on housing affordability, access and choice and engaged the
Johnson County Public Health regarding their survey on the status of housing among the
BIPOC. I also engaged the Shelter House and invited their administration for a hearing which
unfortunately couldn't be scheduled to learn the facts on the experiences of the BIPOC and
other communities with homelessness in Iowa City area. I participated in a hearing with two
different community organizations involved in local housing policy and provision of
affordable housing. Housing was the second most important theme identified by the
community during the Ad hoc TRC's strategic planning session. I would therefore appreciate
an opportunity to engage with different stakeholders on housing issues in our community at
the HCDC and share what I learned at the Ad Hoc TRC. I am a member of the Board of
Directors of the African Communities Network of Iowa (ACN). Apart from conducting regular
board assignments, I am their volunteer community researcher examining challenges faced
by immigrant and refugee communities. I am currently working on a report "Awareness and
Prevention of Child Abuse and Neglect among African Immigrants and Refugees in Johnson
County "( https://www.academia.edu/113510320/CULTURE BRIDGING PROJECT). Upon the
recommendation of African Communities Network of Iowa Board of Directors, the Johnson
County Decategorization Board established a Disproportionate Minority Contact (DMC)
committee on data tracking, reporting systems and child policy and practice change
(https://www.johnsoncountyiowa.gov/social-services/youth-family-services) . In 2019, I co-
authored a mental health report (
https://www.academia.edu/102358303/Mental_Health Awareness and Resources_ Utilization-
). Specifically my interests are on : (i) efficient and fair allocation of public resources to
improve housing supply, ownership, affordability, access, and choice, while seeking new
models for accommodating homeless persons and reducing the incidence of homelessness in
the community. (ii) identifying housing issues for fact-finding and reviewing the impact of
Community Development Block Grants (CDBG) in the community as regards economic
growth and social justice. (iii) encouraging and supporting community engagement and
participation in deriving housing solutions from stakeholders and diverse communities. (Iv)
investing effort, discussions and recommending funds on small business development and
attracting economic development initiatives to increase employment and tax base for the
community. The City of Iowa City in collaboration with other entities have documented and
acknowledged limited participation of minorities in the local economy and supports diverse
participation in the local economy not only as consumers but to also take the advantage of
federal grants, local resources, open lands and buildings to venture into missing markets,
missing partnerships, and even create new models of an urban economy.. I am an
economist with experience in multi -disciplinary and mixed research methods. I hold a B. A.
(Econ, 1985) and M. A. (Econ, 1987) from the University of Nairobi (Kenya), and an M.A.
(Econ, 1993) from the University of Iowa. I worked as a planning officer at the Ministry of
Agriculture (Kenya Government) for six months, as a health economist with the African
Medical Research Foundation (AMREF) in Nairobi (Kenya), and as a Junior Research Fellow at
the Institute for Development Studies (IDS) of the University of Nairobi (Kenya). I joined the
University of Iowa on a Ford Foundation scholarship in economics in august 1989 where I
worked as a teaching assistant in economics, as a tutor at the University of Iowa New
Dimensions for Learning Center, and also as a tutor in economics at Kirkwood College. I
became a research assistant at the University of Iowa Center for International Rural and
Environmental Health (CIREH) where I authored a research paper; "Aging and Farm
Occupational Health". Later I became a research assistant at the University of Iowa Office for
International Education (DIES) and completed two research projects commissioned by the
director; "The Economic Contribution of International Students to the Iowa City Area
Economy"; and "The Residential Choices by International Students in Iowa City Area". This
research paper helped understand housing access, choices and affordability by foreign
students in relation to providing financial aid to foreign students to help with their housing
hardships given their work eligibility constraints.

What is your present knowledge of each advisory board you are interested
in?
I have watched many proceedings of the Iowa City HCDC on YouTube as they engage in
discussions and recommendations regarding improvement of housing conditions and living
standards of the diverse low income households and vulnerable communities facing
homelessness, domestic violence, and poverty. HCDC also engages with the public regarding
other housing issues like quality of housing, increasing rents, inhibiting rental deposits, and
housing discrimination. !n late 2024 1 participated in 3 community housing sessions. I
contributed and learned about housing concerns and what is currently being done by the
HCDC, by the major stakeholders in collaboration with the City of Iowa City and Johnson
County. I have observed how the HCDC generates information on housing needs from
different stakeholders and how it engages non-profit housing providers and developers of
affordable housing units to serve the growing demand for housing in Iowa City. HCDC pays
attention to funds allocation policy with regard to neighborhood development, housing
affordability, ownership, choice, and home security. The commission recommends targeted
programs and projects which serve low income households and minorities. Presently, the
HCDC is engaged with the City Council aligning its decision making processes and
recommendations on the allocation of federal funds like the CDBG and the local public funds
to achieve the goals of the City Steps 2030.

professional and academic experiences strongly align with the responsibilities of serving on
the Iowa City Housing and Community Development Commission. As a public health
professional with a Master of Public Health degree emphasizing community and behavioral
health, I bring a robust background in program development, research, and community
engagement that directly relates to housing and community development challenges. In my
role as a Health Science Specialist at the Department of Veterans Affairs' Center for Access
& Delivery Research and Evaluation, I have led multiple projects that intersect with housing
and community well-being. I have experience in collecting and analyzing data to inform
evidence -based policy and program decisions, skills that are critical for understanding
housing needs and evaluating development projects. My work often involves engaging with
underserved populations, including rural communities and Veterans, to identify barriers to
accessing care and resources, which parallels the housing equity focus of this commission.
My experience as a Case Manager at the Catherine McCauley Center and as a Domestic
Violence Advocate for LifeWire, a program in Seattle, further illustrates my qualifications. I
coordinated services for refugees and survivors in both Iowa City and Seattle, including
housing, education, and transportation, providing me with firsthand knowledge of the
challenges marginalized populations face in securing stable housing. I developed workshops
and assisted in creating sustainable community programs, demonstrating my ability to
collaborate with stakeholders and implement impactful solutions. Additionally, my tenure as
a Volunteer Coordinator at the Rape Victim Advocacy Program involved managing large
teams, securing funding, and navigating complex systems to ensure services reached those
in need. These skills will support the commission's goals of fostering equitable housing
opportunities and community development. My passion for community well-being and my
extensive experience working with vulnerable populations uniquely position me to contribute
effectively to the Iowa City Housing and Community Development Commission. I am eager to
bring my expertise in data analysis, program management, and community engagement to
serve Iowa City residents.
What is your present knowledge of each advisory board you are interested
in?
My understanding of the Iowa City Housing and Community Development Commission is that
it plays a critical role in shaping the city's housing policies, addressing affordable housing
challenges, and guiding the allocation of resources to support equitable community
development. The commission advises the Iowa City City Council on matters such as the
Community Development Block Grant (CDBG) and the HOME Investment Partnerships
Program (HOME), ensuring that federal funds are used effectively to benefit low- and
moderate -income residents. The commission also evaluates and prioritizes funding for local
housing initiatives, supports programs aimed at preventing homelessness, and promotes the
development of affordable housing units. Its responsibilities include reviewing applications
for funding, assessing community needs, and recommending policies to address disparities
in housing access and quality. Additionally, the commission engages in public outreach and
collaboration with stakeholders, including nonprofit organizations, developers, and
community members, to ensure that housing and development projects align with Iowa
City's strategic goals for equity and sustainability. I am aware that the commission's work
requires a deep commitment to understanding local housing challenges, a thorough
knowledge of federal and state funding mechanisms, and the ability to assess and prioritize

The Housing and Community Development Commission makes recommendations to
the City Council regarding the distribution of federal CBDG/HOME funds. The general
rule is that no persons who exercise or have exercised any functions or responsibilities
with respect to federally funded activities, or who are in a position to participate in the
decision -making process or gain inside information with regard to such activities, may
obtain a financial interest or benefit from a federally -assisted activity, or have a
financial interest in any contract, subcontract, or agreement with respect to a federally -
assisted activity, or with respect to the proceeds of the federally -assisted activity,
either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.
Most members of City Boards and Commissions are employed, and/or have a financial
interest in one or more non-profit entities. Section 362.5 of the Code of Iowa generally
prohibits, with certain important exceptions, a member of a City Board or Commission
from having an interest in a City contract. In order to navigate potential conflicts of
