Consent Calendar - Resolutions and Motions 6.a December 2024 Disbursements Motion to approve disbursements in the amount of $13,995,911.44 for the period of December 1 through December 31, 2024, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. 6.b Iowa City Association of Professional Fire Fighters, IAFF Local #610, Tentative Agreement Motion to approve tentative agreement between the City of Iowa City and the Iowa City Association of Professional Fire Fighters, IAFF Local #610. Comment: This is a five- year collective bargaining agreement for Fiscal Years 2026-2030. The parties participated in the collective bargaining process in accordance with Chapter 20 of the Iowa Code and reached a voluntary five-year tentative agreement. The agreement includes wage and insurance settlements for three years with re -openers for wages and insurance in fiscal years 2029- 2030. The agreement also includes an increase in annual holiday accrual and several language updates. 6.c Mercer Park -Agreement with ICCSD Resolution authorizing the City Manager to sign a Chapter 28E agreement 3C� between the City of Iowa City and the Iowa City Community School District for the use of Mercer Park playing fields. Comment: This 28E agreement between the City of Iowa City and the Iowa City Community School District (ICCSD) allows for the ICCSD to develop Mercer Park Fields 1 and 4 into varsity baseball and softball fields for City High. ICCSD pays all costs associated with improvements to these fields. Estimated total project cost is $3.3 million. The City of Iowa City will contribute $711,000 to the project to pay for improvements to the common areas of the complex including entrance, accessible paths, central gathering space, and concession building improvements. The agreement is for 25 years during which ICCSD will pay the City of Iowa City $5,000 each year, to be reserved for capital projects at the site. ICCSD will have exclusive use of Fields 1 and 4. ICCSD will maintain fields 1 and 4 at ICCSD expense. Fields 2 and 3 will continue to be maintained by the City of Iowa City for community use. Youth sport associations will be given preference for scheduling of fields 2 and 3. ICCSD will pay rental fees for use of Fields 2 and 3. 6.d Dedicating Parcel for Park Purposes (Hickory Hill) Resolution dedicating Outlot A, Hickory Trail Estates Subdivision for park purposes. Comment: As part of the Hickory Trail Estates subdivision, the developer agreed to dedicate Outlot A to the City as open space. The developer recently conveyed Outlot A to the City, and this resolution dedicates Outlot A for park purposes to become part of Hickory Hill Park. Hickory Hill Park presently is 185 acres, and Outlot A is nearly 40 acres and abuts the eastern border of Hickory Hill Park. February 18, 2025 Iowa City City Council Agenda Page 3 6.e 2025 SUDAS Supplemental Specifications Resolution adopting the Statewide Urban Design and Specifications (SUDAS) ` Standard Specifications (2025 Edition), as revised by the SUDAS General Supplemental Specifications and the revised City of Iowa City Supplemental Specifications (2025). Comment: This agenda item is an annual update of the specifications used for all public improvement projects and construction within the City of Iowa City right-of- way necessary and appropriate to respond to innovations and changes in construction technologies, methods, and materials. This update adopts the most recent SUDAS specifications manual along with the City's revisions for work locally within Iowa City. 6.f N. Gilbert Street Reconstruction Project. Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the N. Gilbert Street Reconstruction Project. Comment: This agenda item awards the construction contract for the N. Gilbert Street Reconstruction Project. This project generally includes the replacement of N. Gilbert Street between Kimball Road and Brown Street. Three (3) bids were submitted prior to the February 11, 2025 deadline. - Bidder Name Metro Pavers, Inc. Staff recommends awarding the contract for the N. Gilbert Street Reconstruction project to Metro Pavers, Inc. 6.g Highway 6 Trail from Fairmeadows to Heinz Road Project. Resolution accepting the work for the Highway 6 Trail from Fairmeadows to Heinz Road Project [TAP-U-3715(670)--81-52]. Comment: Work on the project was recently completed by Metro Pavers, Inc. of Iowa City, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report is on file with the City Clerk. Project Estimated Cost: $660,000.00 Project Bid Received: $735,004.78 Project Actual Cost: $800,109.17 There were three change orders on this project, which included additional culvert and storm sewer improvements on Lakeside Drive, City of Iowa City storm sewer logo castings, cold weather protection of pavement, and liquidated damages. Resolution setting a new date for receipt of bids for the rebidding of the Ashton Li House & Project GREEN Gardens — REAP Grant Project, directing City Clerk to post notice to bidders, and fixing the time and place for receipt of bids. Comment: No bids were received prior to the February 11, 2025 deadline. This item will set a new date for receipt of bids for the project on March 18, 2025. 6.i Pierce Enforcer 107' Aerial Fire Truck Resolution authorizing the procurement of one (1) new Pierce Enforcer 107' Aerial Fire Truck. Comment: At the February 18, 2025 City Council meeting, consideration will be given to a resolution authorizing the City Manager signing authority to procure a new aerial fire truck for a price not to exceed $1,700,000.00. This signing authority will allow the City Manager to secure a build slot for a new "stock unit" Pierce Enforcer Ascendant 107' steel ladder aerial truck. The signing authority will also allow the City Manager to sign a purchase agreement for an amount not to exceed $1,700,000. HGACBuy cooperative contract #FS12-23 will be utilized for the procurement of the truck from Reliant Fire Apparatus, Inc. in Slinger, WI. Contract price for the truck, including contract discount, is not to exceed $1,700,000.00. Funding for this purchase is available in CIP Project Z4406. Current order to delivery time on a stock unit is projected at 6-8 months. 6.j Competitive Highway Bridge Program (CHBP) Grant Application Resolution authorizing the City to submit a Competitive Highway Bridge Program (CHBP) grant application and approving a letter of support. Comment: This item will authorize City staff to apply for Competitive Highway Bridge Program (CHBP) Grant funding as a part of a joint application with the Iowa Department of Transportation and other Iowa cities and counties. As a part of the application, each entity is being asked to provide a letter of support for their project. 6.k Competitive Highway Bridge Program (CHBP) Grant Application 28E Agreement — Resolution approving a 28E agreement to jointly apply for a Competitive Highway Z'S _ Ll Bridge Program (CHBP) grant for reconstruction of the Benton Street Bridge over Ralston Creek. Comment: This item will authorize a 28E agreement between the City, Iowa Department of Transportation and other cities and counties for a joint application for Competitive Highway Bridge Program (CHBP) Grant funding. Consent Calendar - Setting Public Hearings 7.a Building Code Update Motion to set a public hearing for March 11, 2025, on an ordinance to adopt the 2024 edition of International Building Code and 2024 edition of the International Residential Code. Comment: State law requires a public hearing on the adoption of a model code. Staff and the Board of Appeals are recommending adoption of the 2024 edition of the International Building Code and 2024 International Residential Code along with local amendments. A copy of both model codes and the ordinance are on file with the City Clerk's office. 7.b Fire Code Update Motion to set a public hearing for March 11, 2025, on an ordinance to adopt the 2024 edition of International Fire Code. Comment: State law requires a public hearing on the adoption of a model code. Staff and the Board of Appeals are recommending adoption of the 2024 edition of the International Fire Code along with local amendments. A copy of the model code and the ordinance are on file with the City Clerk's office. 7.c Setting Bond Public Hearing - $11,300,000 General Obligation Bonds Resolution instituting proceedings to take additional action for the issuance of not to exceed $11,300,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for essential corporate purposes). Comment: This public hearing is being held to receive public comment regarding issuance of up to $11,300,000 General Obligation Bonds. Community Comment [items not on the agenda (until 7 PM)] Public comment is intended so that members of the public may be heard by Council. Because Community Comment is for items not properly noticed on the agenda, Council cannot engage in discussion or debate due to open meetings laws. Only in- person comments will be allowed for Community Comment. Public comment for specific agenda items, which must be directly related to that agenda item, may be made in -person or remotely. Individuals will be provided 3 minutes to speak. The Community Comment period will end at 7:00 p.m. unless an extension is needed to meet a minimum 30 minutes of total time allocated for the Community Comment period. The Mayor reserves the right to reduce the 3 minute period based on the number of individuals desiring to speak. Regular Formal Agenda 9.a City Park Pool Replacement Project Resolution approving project manual and estimate of cost for the construction of -S 2— the City Park Pool Replacement Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. 5e'er Comment: This agenda item begins the bidding process for the City Park Pool Replacement Project. This item continues the process to replace the 70+ year old e City Park Pool with a new pool at the same site. City Park Pool Conceptual Design A was approved by Council as the preferred option after an extensive public input and survey process. The concept design includes six 50-meter lap lanes, a zero -depth entry leisure pool with children's activities, a separate diving pool with low and high diving boards, a new bath house and a separate filter building. The final design has the leisure pool and lap pools separated to provide flexibility for operations. 1. Public Hearing Action: ( �U �J 2. Consider a Resolution Action: 9.b Charter Amendments Ordinance amending the Iowa City Charter as recommended by the 25 _ Ltqq7 Charter Review Commission. (Pass and Adopt) Comment: The recommendations of the Charter Review Commission were submitted to Council by written report dated December 17, 2024 and presented to Council at its work session on January 7, 2025. The Charter requires that the Council either adopt the Commission's recommendations or submit them to the voters.
