FY26 Budget Comment — The purpose of this meeting is to hold a public hearing on the Iowa City Assessors proposed budget for FY 2026. 1. Public Hearing on proposed FY26 Budget. 2. Discuss proposed budget (Possible closed session, pursuant to Iowa Code Section 21.5(1)(i), to evaluate the professional competency of individuals whose appointment, hiring, performance, or discharge is being considered. A motion must be made to adjourn to executive session.) 3. Motion to adopt the FY26 budget. Action: E. Schedule the next Conference Board meeting for Assessor re -appointment. Action The Conference Board votes as three voting units, with a majority of the members present for each unit determining the unit's vote. At least two members of a voting unit must be present in order to vote. A quorum is reached when at least two members from two units are present. IOWA CITY CONFERENCE BOARD MINUTES February 4, 2025 Iowa City Conference Board: February 4, 2025, at 4:00 P.M. in Emma J. Harvat Hall at City Hall, Mayor Bruce Teague presiding. Iowa City Council Members Present: Alter, Bergus, Harmsen, Moe, Salih, and Teague. Johnson County Supervisors Present: Green -Douglass, Fixmer-Oraiz, Sullivan. Green and Remington appeared via Zoom. Iowa Ci School Board Members Present: Abraham, Eastham. Others Present: Comer, Fruin, Goers, Lehmann, O'Brien, Burkle, and Grace. Digital Recording: February 4, 2025. Chair Bruce Teague called the meeting to order and Clerk Brad Comer called roll and stated that a quorum was present. The County (Sullivan) moved to accept the minutes of the last conference board meeting, March 19, 2024, the City (Moe) seconded and the motion carried unanimously 3/0. Iowa City Assessor Brad Comer presented his FY '25 Assessment Expense Fund budget. The salaries/wages are increasing 3.4% for cost of living, as well as additional increases for merit. Postage and printing are down because 2026 will not be a reassessment year and assessment notices will be mailed to all property owners. Workers' compensation premiums increased from $7,963 to $8,685. Auto insurance premiums increased from $2,973 to $3,598, but the budgeted amount for auto and mileage is still sufficient. Appraisal software and dues were increased to reflect their updated costs. A new aerial photography contract was signed with the Assessor portion increasing from $10,000 to $12,500 for the next eight years. The proposed budget shows a total increase of $47,258 or 3.74%. There is an increase of 2.3% or $23,875 in the amount to be raised by taxation. Comer mentioned that the Assessor Evaluation Committee consisting of Molly Abraham, Mandi Remington and Bruce Teague January 24, 2025, met to discuss the budget and review a self -evaluation completed by the assessor. The City (Harmsen) moved to accept the proposed budget for publication. The motion was seconded by the County (Fixmer-Oraiz) and passed unanimously 3/0. The County (Sullivan) moved to set the public hearing for March 11,2025, at 4:00 P.M. the City (Alter) seconded and the motion carried unanimously 3/0. The County (Sullivan) moved to appoint Mark Seabold to a six -year term on the Iowa City Assessor's Board of Review ending December 31, 2030. The City (Moe) seconded and the motion carried unanimously 3/0. The County (Sullivan) moved to appoint Chace Ramey to a six -year term on the Iowa City Assessor's Examining Board ending December 31, 2030. The School (Eastham) seconded and the motion carried unanimously 3/0. Eastham questioned Comer on whether additional tax revenue might be received if they were to put additional resources toward the Assessor's office in order to reduce the Coefficient of Dispersion (COD). Comer responded that the current COD is the lowest in the state and would be difficult to improve further. In addition, improving the COD would not necessarily result in additional tax revenue. There being no other business, it was moved by the City (Moe) and seconded by the County (Green -Douglass) to adjourn at 4:18 P.M. Motion carried unanimously 3/0. Staff intends to add to this memo with each Information Packet that is publicly released prior to formal City Council meetings. We welcome feedback on the type of information that you believe will be most informative and useful in your roles as City Councilors. Date Topic October HUD Point -in -Time Count: This is a required count 31, 2024 conducted across the country of sheltered and unsheltered people experiencing homelessness on a single night in January. In 2023, the count revealed 160 sheltered and 18 unsheltered individuals in Johnson County. In 2024, the count revealed 159 sheltered and 22 unsheltered individuals in Johnson County. November Housing Choice Voucher Utilization Rate: The 14, 2024 1 utilization rate refers to the number of housing choice vouchers that are under lease as a percentage of total vouchers available. As of July 2024, the national utilization rate is 86.23%. The State of Iowa utilization rate is 82.74%. In Iowa, the 2- bedroom housing wage across the state is $18.86. For the Iowa City metropolitan area, the 2-bedroom housing wage is $20.81. January Cost Burden: A household is considered housing cost 21, 2025 burdened if it spends more than 30% of its income on February 4, 2025 housing expenses, including rent, mortgage payments, and utilities. In 2023, 59.3% of renters and 18.0% of owners were housing cost burdened. Households with lower incomes are more likely to experience cost burden: 91 % of households making less than $35,000 are cost burdened. Cost of Home Construction: The NAHB regularly conducts a national, non -statistically valid survey of builders about the cost breakdowns for a new single- family home. In 2024, the average finished area of a new home was 2,647 square feet, and the average total sales price was $665,298. Construction costs accounted for approximately 64.4% of the sales price. ICAAR Days on Market Trends: ICAAR collects data about how long homes are listed for sale on the market. In Feb. 2025, the median Days on Market (DOM) in Iowa City was 36 for single-family (up 38.5% from Feb. 2024) and was 28 for condominiums (up 24.4%). RECOMMENDATIONS TO COUNCIL: None. APPROVAL OF MINUTES FROM THE JANUARY 16, 2025 MEETING: Motion: To accept the minutes from the January 16, 2025 meeting. Motion carried on a 5/0 vote. Lee/Paris PUBLIC DISCUSSION: None. OPERATIONAL OVERVIEW: Heather Shane, the Senior Center's half time Development Specialist spoke about her role. She works closely with Friends of the Senior Center. Friends of ICSC is a nonprofit 501 c3 and has its own board. Their goal is to provide a way for people to donate charitable contributions that gives some flexibility to the Senior. Shane noted she does two appeals each year and is the organizer for events that Friends does each year. This includes the Pickleball Jamboree in the fall and other donor events. She also works on securing sponsorships for events like the Black History Ball as well as doing some marketing and social media. Additionally, her role is comprised of the administrative work that goes into these various pieces. Shane discussed upcoming goals regarding a planned giving. Preliminary Minutes February 20, 2025 DeLoach reported the new program guide will be out soon for March and April. The Black History Ball was a sold -out event and went very smoothly. The art auction brought in some additional funds. The fashion show, music, poetry, and food were all well received. The AARP tax aide program is in full swing, providing 15-20 appointments per day for low to moderate income community members. This program guide will have some new programs including cardio drumming, tai chi quan, personal training, and reiki appointments. Monday's Table to Table food distribution is going well. The format has changed slightly with entry by age and some limits on the amount people can take. A new member lunch will be held on March 26tn Senior Center membership is currently at 1628, which is the highest it has been since the pandemic. The window and door project is currently in pre -bid and is anticipated to occur this fall. Staff is working on getting some new chairs on the ground floor. Commission Discussion Ostrognai asked if this was the last year the Black History Ball would occur. DeLoach noted that it is a very large event that takes a lot of staff input. She has been in communication with other community leaders who have expressed interest in taking it on and the Senior Center has created a template for what is possible. Gilchrest asked if the Senior Center will be affected by federal funding cuts. DeLoach noted that she can only speak about the Senior Center and that the Senior Center is funded by local tax dollars. The commission discussed the proposals for 21 S linn St. DeLoach noted that the details regarding each of the proposals is on the City's website and she encouraged commissioners to take a look. Gilchrist noted a memo to City Council could be written if there was one proposal that the Senior Center Commission would like to express support for. The commission would like to hear from additional staff members as well as TRAIL.
