Comment: This motion affirms the appointment of USG representative Ava Martinez as the City Council Liaison for the remainder of 2024-2025. 6.c Police Labor Relations Organization of Iowa City Collective Bargaining Agreement Resolution authorizing agreement between the City of Iowa City and the Police Labor Relations Organization of Iowa City to be effective July 1, 2025 through June 30, 2030. Comment: This is a five- year collective bargaining agreement for Fiscal Years 2026-2030. The parties participated in the collective bargaining process in accordance with Chapter 20 of the Iowa Code and reached a voluntary five-year agreement. The agreement includes wage and insurance settlements for three years, an increase to the employee health insurance premium contribution in FY28, and re -openers for wages and insurance in the 4th and 5th year. Comment: The Camp Cardinal Road Extension involves the extension of Camp Cardinal Road between Gathering Place Lane and Deer Creek Road, including a traffic circle at the intersection with Deer Creek Road. Governor St. Motion setting a public hearing for April 1, 2025 to consider an ordinance conditionally rezoning approximately 5.49 acres of land between N. Dodge and N. Governor Streets from Medium Density Single -Family Residential (RS- 8) zone, High Density Single -Family Residential (RS-12) zone, Medium Density Multi - Family Residential (RM-20) zone, and Multi -Family Residence (R3B) zone to High Density Single -Family Zone with a Planned Development Overlay (OPD/RS-12) for approximately 0.17 acres and Medium Density Multi -Family Zone with a Planned Development Overlay (OPD/RM-20) for approximately 5.32 acres. (REZ24-0001) Comment: At its meeting on February 19, 2025 the Planning and Zoning Commission recommended approval of REZ24-0001 by a vote of 6 -1 (Townsend dissent) subject to the conditions recommended by staff, as well as one additional condition related to screening the southern retaining wall to at least the S3 standard. Approval of the rezoning would allow the redevelopment of the property located at 911 N. Governor Street. Regular Formal Agenda 10.a Building Code Update Ordinance amending Title 17, Chapter 1, Building Code, by adopting the International Building Code, 2024 edition, including Appendix K, and the International Residential Code, 2024 edition, including Appendix BE and Jew Appendix BO, and providing for certain amendments thereof and adopting section A -CO-- 103.6(1)(a) of the Code of Iowa (the State Electrical Code) and section 105.4(1)(a) of the Code of Iowa (the State Plumbing and Mechanical Codes) to provide for the protection of the health, welfare and safety of the residents of Iowa City, Iowa. Comment: State law requires a public hearing for the adoption of a model code. Consider a Resolution Action: A I +e r/ gew u<S (C �C 13T 2025 GO Bond Pre -Levy Authorization Resolution authorizing the issuance of $14,535,100 General Obligation bonds, series 2025, and levying a tax for the payment thereof. Comment: The pre -levy resolution imposes a levy for the Fiscal Year beginning July 1, 2025 and ending June 30, 2026. This is included in the Fiscal Year 2026 Budget. This resolution satisfies the requirements for the resolution and levy as required by Iowa Code Chapter 76. When the Bonds are issued (the sizing of which may change as directed by the Council), the authorizing resolution will incorporate this levy based on the actual rates at the sale. Action: C 4u's � l� 1 b � �N 10.h Parking for People with Physical Disabilities Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 4, entitled "Parking Regulations," Section 11, entitled "Parking for People with Physical Disabilities," to define the required access aisle as a part of the parking space. (First Consideration) Comment: ADA-accessible parking spaces include specific features, such as access aisles leading to curb ramps, that make it easier for people with disabilities to travel between their parking space and adjacent buildings and sidewalks. The proposed change in the code is to clarify that the access aisle is an essential part of the accessible parking space. This will allow parking enforcement to ticket vehicles that park in or otherwise block the marked accessible aisle associated with a space designated for people with physical disabilities and those penalties would apply. Action: C YA OC P, t -i4LkO -1J L-0 March 11, 2025 Iowa City City Council Agenda Page 10 10J Assessment Schedule Resolution adopting an assessment schedule of unpaid mowing, clean-up of property, snow removal, sidewalk repair, and stop box repair charges and 2 ('p , directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes. Comment: The City has the authority under Iowa Code §364.13B to assess the nuisance abatement costs in the same manner as a property tax. This resolution allows the City Clerk to certify to the Johnson County Treasurer the abatement cost to be assessed against the property. This assessment is being pursued only after the City took many steps to resolve the matter. The City notified the owners to abate the nuisance (for example, to remove snow from the sidewalk) and after the owner did not take action to abate the nuisance, the City abated the nuisance and billed the owner. After being billed at least twice, these owners still have not paid the abatement costs. The City has sent a letter to the owner giving them notice that this resolution would be on the agenda, a copy of which is attached to the resolution. No interest will be charged if the owner pays within 30 days of the first required publication.
