Regular Formal Agenda 10.a Ordinance amending Title 17, Chapter 1, Building Code, by adopting the International Building Code, 2024 edition, including Appendix K, and the International Residential Code, 2024 edition, including Appendix BE and Appendix BO, and providing for certain amendments thereof and adopting section 103.6(1)(a) of the Code of Iowa (the State Electrical Code) and section 105.4(1)(a) of the Code of Iowa (the State Plumbing and Mechanical Codes) to provide for the protection of the health, welfare and safety of the residents of Iowa City, Iowa. (6 Ayes) 10.b Ordinance amending Title 7, Chapter 1, Fire Prevention and Protection, by adopting the 2024 edition of the International Fire Code to regulate and govern the safeguarding of life and property from fire, explosion, life safety risks, or health hazards. (6 Ayes) 10.c Resolution instituting proceedings to take additional action for the issuance of not to exceed $11,300,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for essential corporate purposes). (6 Ayes) 10.d Resolution instituting proceedings to take additional action for the issuance of not to exceed $1,335,100 General Obligation Bonds of the City of Iowa City, State of Iowa (for general corporate purposes) and providing for publication of notice thereof. (6 Ayes) 10.h Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 4, entitled "Parking Regulations," Section 11, entitled "Parking for People with Physical Disabilities," to define the required access aisle as a part of the parking space. (IP1 — Tentative Council Meeting Schedule) Councilor Moe noted participating in the Town Hall with USG and suggested adding a University update item to an upcoming work session to have more discussion at the Council level with University leadership. Action: Staff will add "University of Iowa Update" to our Pending Work Session List and coordinate a future work session date with the UI. ➢ February 13 — No discussion. 3. University of Iowa Student Government (USG) Updates. Ava Martinez, USG Alternate Liaison, presented updates. 6. FY26 Budget Discussion City Manager Fruin noted the reallocation of $200,000 related to affordable housing. Staff will present a recommendation in March or April on how to redistribute the funds within the distribution model. No immediate action is required. Action: No further changes to the FY 2026 budget proposal were discussed. Finance can begin the completion of the document including required state forms and final public notice documents.
