6. Consent Calendar - Resolutions and Motions
6.a February 2025 Disbursements
Motion to approve disbursements in the amount of $11,383,474.73 for the period
of February 1 through February 28, 2025, as recommended by the Finance
Director subject to audit. Disbursements are published and permanently retained
in the City Clerk's office in accordance with State Code.
6.b Iowa City Association of Professional Fire Fighters, AFL-CIO, Local #610
Collective Bargaining Agreement
25 - G, Resolution authorizing agreement between the City of Iowa City and the Iowa City
Association of Professional Fire Fighters, AFL-CIO, Local #610 to be effective July
1, 2025 through June 30, 2030.
Comment: This is a five- year collective bargaining agreement for Fiscal Years
2026-2030. The parties participated in the collective bargaining process in
accordance with Chapter 20 of the Iowa Code and reached a voluntary five-year
tentative agreement. The agreement includes wage and insurance settlements
for three years with re -openers for wages and insurance in fiscal years 2029-
2030. The agreement also includes an increase in annual holiday accrual and
several language updates.
6.c Bus Driver Protection Doors
Resolution authorizing the procurement of Bus Driver Protection Doors.
��—Ql � Comment: This resolution will approve the procurement of bus driver protection
doors. The vendor will provide and install the protective devices on the City of
Iowa City Transit fleet consisting of 23 buses. A Request for Proposal (RFP) was
released on 8/30/2024. After a formal evaluation of responses, staff recommends
Midwest Bus Corporation to receive the award for RFP25-102 Transit Bus Door
Barriers for a not -to -exceed amount of $248,285.00.
6.d Climate Action Commission By -Laws amendment
Resolution amending the By -Laws of the Climate Action Commission
and rescinding Resolution No. 19-283.
Comment: Two updates were brought to the Climate Action Commission for
discussion at the Oct. 7, 2024 meeting and then approved by vote at the Nov.
18, 2024 meeting. The proposed changes are as follows: (1) "The Chairperson
and Vice -Chairperson will be elected annually (in December) from the
Commission membership." (2) "Three (3) consecutive, unexplained absences
without prior notification of a member from regular meetings will result in a
recommendation to_the City Council from the Commission to discharge said
member and appoint a new member."

6.e Assistance to Develop an Affordable Housing Division and Pilot Project
Resolution authorizing the procurement of consulting services to develop an
25 Affordable Housing Division and Pilot Project.
Comment: This Resolution will approve the procurement of consulting services to
aid in the development of an Affordable Housing Division and Pilot Project. The
Consultant will provide technical assistance to establish a Development Division
to expand the City's capacity to develop affordable housing and development
assistance for a Pilot Project. A Request for Proposal was released on
10/25/2024. After careful review, the evaluation team recommends Baker Tilly
Municipal Advisors, LLC to receive the award for RFP25-107 Public Housing
Repositioning and Assistance to Develop an Affordable Housing Division and a
Pilot Project for an approximate amount of $406,600.
6.f St. Clement Street Reconstruction Project.
Resolution authorizing the acquisition of property interests necessary
D,S - -7 U for construction of the St. Clement Street Reconstruction Project.
Comment: Preliminary design for the St. Clement Street Reconstruction Project
has been completed and property and easement needs within the project
corridor have been identified. These property acquisitions and easements are
needed for the construction of the upcoming St. Clement Street Reconstruction
Project.
6.g Collector Well No. 1 Reconstruction Project
Resolution approving, authorizing and directing the Mayor to execute and the
City Clerk to attest an agreement by and between the City of Iowa City and
~�'�-� Strand Associates, Inc. of Madison, Wisconsin to provide consultant services for
the Collector Well No. 1 Reconstruction Project.
Comment: This agreement authorizes Strand Associates, Inc. to provide consultant
services, including design development, preparation of construction documents,
bid phase services, and limited construction administration services for the
Collector Well No. 1 Reconstruction Project. The Project generally includes the
reconstruction of Collector Well No.1, with installation of two new laterals,
rehabilitation of two existing laterals, rerouting of the lime lagoon effluent discharge
to the collector well caisson, replacement and/or repair of pumping equipment and
electrical gear, pump tests of other source water sites, and upgrades to the well
house roof to allow for appropriate future maintenance. The total cost of the
services is $247,500 and will be funded by the Water Fund.

Transit Title VI and Limited English Proficiency Plan
Resolution Approving the Iowa City Transit Title VI and Limited English
Proficiency Plan.
Comment: Iowa City Transit has updated its Title VI and Limited Proficiency Plan
for the years 2025-2028 in conjunction with the Metropolitan Planning
Organization of Johnson County. The Federal Transit Administration (FTA)
requires the plan be updated and approved by the City Council every three years.

Motion setting a public hearing for April 15, 2025 on an ordinance conditionally

7.b Rezoning - Zoning Code Amendment related to the Form -Based Zones and
Standards.
Motion setting a public hearing for April 15, 2025, to consider an ordinance
amending Title 14, Zoning Code, and Title 15, Land Subdivision, to adjust
standards, increase flexibility, and clarify language related to form -based
zones and standards (REZ25-0002).
Comment: At its meeting on March 5, 2025, the Planning and Zoning Commission
recommended approval of REZ24 -0002 by a vote of 6-0 (Hensch absent).
Approval will amend Title 14, Zoning Code, and Title 15, Subdivision Code, to
adjust standards, increase flexibility, and clarify language related to form -based
zones and standards.

Resolution setting public hearing on amending the Fiscal Year 2025

Comment: This resolution sets a public hearing on April 15, 2025 to amend the

Comment: This resolution sets a public hearing on April 15, 2025 to discuss the
FY2026 proposed operating Budget, the three-year Financial Plan for FY2025 -
FY2027 and multi- year Capital Improvement Plan (CIP) 2025 - 2029. Detailed
information on the budget will be available for public inspection on April 1,
2025.
FY26 Utility Rates
Resolution setting a public hearing for April 15, 2025 on an ordinance amending
Title 3, entitled "Finance, Taxation and Fees," Chapter 4, entitled "Schedule of
Fees, Rates, Charges, Bonds, Fines and Penalties" of the City Code to increase
or change charges and fees.
Comment: Title 3, Chapter 4 amendments include a 3% increase in water users
charges, an addition of a yard waste fee sticker of $2.00 per bag or bundle and
an addition of a minimum yard waste tipping fee charged at the landfill of $5.00.

7.f FY2025 Pavement Rehabilitation Project
Resolution setting a public hearing on April 15, 2025 on project manual and
estimate of cost for the construction of the FY2025 Pavement Rehabilitation
Project, directing City Clerk to publish notice of said hearing, and directing the
City Engineer to place said project manual on file for public inspection.
Comment: The FY2025 Pavement Rehabilitation Project is a recurring
maintenance project that concentrates on asphalt resurfacing and chip sealing
streets throughout Iowa City. In addition to resurfacing, this project includes storm
intake repairs, repair of curb and gutter as needed, and replacement of curb
ramps to meet current ADA standards. The estimated construction cost is
$2,458,000.
7.g Iowa River Trail Bridge Replacement Project
Resolution setting a public hearing on April 15, 2025 on project manual and
estimate of cost for the construction of the Iowa River Trail Bridge Replacement
-767 Project, directing City Clerk to publish notice of said hearing, and directing the
City Engineer to place said project manual on file for public inspection.
Comment: This project generally includes the removal of an existing Iowa River
Trail bridge and replacement with a retaining wall, grading, and other associated
work. In addition, the Project will repair the existing pedestrian bridge under the
Iowa Interstate Railroad and replace trail pavement on the east side of 526 and
510 S Riverside Drive. The estimated construction cost is $459,000.
7.h Transit Funding Application
Resolution setting a public hearing for the April 15, 2025 City Council Meeting
regarding the FY2026 Iowa Department of Transportation Consolidated
Transit Funding Application for Iowa City Transit.
Comment: The Metropolitan Planning Organization of Johnson County will be
filing a consolidated transit funding application on behalf of Iowa City Transit with
the Iowa Department of Transportation. This is an annual process that Iowa City
undertakes, outlining state and federal funds requested for operating and capital
expenses and ensures projects become eligible for potential use of federal funds.
In accordance with statutory requirements, a public hearing will be held at the April
15th, 2025 City Council meeting.

Ordinance conditionally rezoning approximately 7.2 acres of property located
North of Melrose Ave. and East of Camp Cardinal Blvd. from Interim Development
Single -Family Residential (ID-RS) zone to Mixed Use (MU) zone. (REZ24-0016)
Et- Comment: On February 19, 2025, the Planning and Zoning Commission
recommended approval of REZ24-0016 by a vote of 5-0 (Miller recused) subject to
the condition recommended by staff regarding reconstructing the median to
provide access to the site. St. Andrew Presbyterian Church is requesting the Mixed
Use zoning designation in order to provide more clarity to future buyers regarding
development potential.

Ordinance conditionally rezoning approximately 5.49 acres of property located
between N. Dodge and N. Governor Streets from Medium Density Single -
Family Residential (RS- 8) zone, High Density Single -Family Residential (RS-
12) zone, Medium Density Multi -Family Residential (RM-20) zone, and Multi -
Family Residence (R3B) zone to High Density Single -Family Residential Zone
with a Planned Development Overlay (OPD/RS-12) for approximately 0.17 acres
and to Medium Density Multi- Family Residential Zone with a Planned
Development Overlay (OPD/RM-20) for approximately 5.32 acres. (REZ24-

Comment: At its meeting on February 19, 2025 the Planning and Zoning
Commission recommended approval of REZ24-0001 by a vote of 6 -1 (Townsend
dissent) subject to the conditions recommended by staff, as well as one
additional condition related to screening the southern retaining wall to at least the
S3 standard. Approval of the rezoning would allow the redevelopment of the
property located at 911 N. Governor Street. The redevelopment would include the
demolition of the vacant office building and the two single-family homes and the
construction of two multi -family buildings totaling 84 dwelling units.

Ordinance amending Title 17, Chapter 1, Building Code, by adopting the
International Building Code, 2024 edition, including Appendix K, and the

103. 6(1)(a) of the Code of Iowa (the State Electrical Code) and section

Comment: State law requires a public hearing for the adoption of a model code.
Staff is recommending adoption of the 2024 editions of the International Building
Code (IBC) and the International Residential Code (IRC) along with local
amendments as well as the State Electrical Code and the State Plumbing and
Mechanical Codes. A description of the notable changes are included in a
memorandum from Tim Hennes, Sr. Building Inspector, to the Board of Appeals

Ordinance amending Title 7, Chapter 1, Fire Prevention and Protection, by
adopting the 2024 edition of the International Fire Code to regulate and govern

10.c Parking for People with Physical Disabilities
Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 4,
entitled "Parking Regulations," Section 11, entitled "Parking for People with
Physical Disabilities," to define the required access aisle as a part of the
parking space. (Second Consideration)
Comment: ADA-accessible parking spaces include specific features, such as
access aisles leading to curb ramps, that make it easier for people with disabilities
to travel between their parking space and adjacent buildings and sidewalks. The
proposed change in the code is to clarify that the access aisle is an essential part
of the accessible parking space. This will allow parking enforcement to ticket
vehicles that park in or otherwise block the marked accessible aisle associated
with a space designated for people with physical disabilities and those penalties
