Iowa City City Council special formal meeting, held at City Hall - Emma J.
Harvat Hall, 410 E. Washington St., Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Moe, Salih, Weilein. Staff members present:

2.a Public hearing on the proposed property tax levy in the proposed budget
ending June 30, 2026.
A public hearing was held. Finance Director Davies presented a PowerPoint. The

1. Clarification of Agenda Items
• [9.b]... Rezoning - ACT... City Attorney Goers noted a valid protest petition had been
submitted, so a supermajority of six votes was needed to approve, regardless of how
many council members are present. The developer had requested a deferral to the next
meeting so all seven council members could be present. Goers recommended that, if the
Council agrees to defer, they should open the public hearing and immediately vote to
defer —before the public or staff presentations —so Mayor Teague wouldn't miss any key
information.

1. (IP3 — Memo from City Manager: 21 S. Linn Update) Councilor Harmsen asked if
City Manager Fruin could give an update to let the public know where they were in
the process with 21 S Linn Street. City Manager Fruin provided information.
2. (IP4 — 2024-2025 IC Deer Management Annual Report) Councilor Alter asked if
there had been any follow up for the possibility of a professional sharpshoot.
Assistant City Manager Lehmann provided information.
3. (Late Handout - Pending List) Councilor Moe asked if there was interest to have a
recap of the State legislative session and someone from the Civil Rights office to talk
about the City's Civil Rights ordinance at a future work session. City Manager Fruin
provided information.

7.b Motion setting a public hearing for April 15, 2025, to consider an
ordinance amending Title 14, Zoning Code, and Title 15, Land Subdivision,
to adjust standards, increase flexibility, and clarify language related to

9.a Ordinance conditionally rezoning approximately 7.2 acres of property located
North of Melrose Ave. and East of Camp Cardinal Blvd. from Interim
Development Single -Family Residential (ID-RS) zone to Mixed Use (MU) zone.

A public hearing was held. Senior Planner Russett presented a PowerPoint.
Individual Council members asked questions. The following individual
appeared: Michael Welch, Shoemaker Haaland.
Motion to give first consideration. Moved by Joshua Moe, seconded by Megan Alter.
Motion Passed. (6 Ayes) Teague absent.
9.b Ordinance conditionally rezoning approximately 5.49 acres of property located
between N. Dodge and N. Governor Streets from Medium Density Single -
Family Residential (RS -8) zone, High Density Single -Family Residential (RS-
12) zone, Medium Density Multi -Family Residential (RM-20) zone, and Multi -
Family Residence (R3B) zone to High Density Single -Family Residential Zone
with a Planned Development Overlay (OPD/RS-12) for approximately 0.17
acres and to Medium Density Multi- Family Residential Zone with a Planned
Development Overlay (OPD/RM-20) for approximately 5.32 acres. (REZ24-0001)
The public hearing was opened. City Attorney Goers provided information regarding
the protest of rezoning petitions and voting requirements. Goers noted the
developer was requesting deferral to April 15, 2025. Individual Council members
expressed their views.
Motion to defer first consideration and continue the public hearing to April 15, 2025
Moved by Shawn Harmsen, seconded by Joshua Moe. Motion Passed. (6 Ayes)

10. Regular Formal Agenda
10.a Ordinance amending Title 17, Chapter 1, Building Code, by adopting the
International Building Code, 2024 edition, including Appendix K, and the
International Residential Code, 2024 edition, including Appendix BE and
Appendix BO, and providing for certain amendments thereof and adopting
section 103.6(1)(a) of the Code of Iowa (the State Electrical Code) and section
105.4(1)(a) of the Code of Iowa (the State Plumbing and Mechanical Codes) to
provide for the protection of the health, welfare and safety of the residents of
Iowa City, Iowa. (Second Consideration)
