Motion carried 5/0. Downing and Mekies were absent. CPRB December 10, 2024 Page 2 Correspondence from Mary McCann (handed out at the meeting as a late handout). Motion by Jensen, seconded by Atkins to accept correspondence from Mary McCann. Motion carried 510. Downing and Mekies were absent. New Business: Follow-up questions from the 11/12/24 meeting: Draft Vice -Chair MacConnell asked about the meaning of intensity and intentionality. Board member Schwindt had used the term intentionality in a previous meeting and said that he did not recall using intensity. Schwindt explained that he used intentionality when referring to police policies listed on the consent calendar, and if the members were ever intentional about reviewing these policy changes before adopting them. Vice -Chair MacConnell wanted to discuss the last line of the Executive Session verbiage, but she noted that Legal Counsel Ford answered her question at the previous meeting. However, Legal Counsel Ford mentioned to all members that the verbiage is taken directly from the Iowa code. Vice -Chair MacConnell asked what the difference is between a Commissioner and a Board member since the members had been referred to as Board members and Commissioners in the past. Staff McCurdy explained that the members were mistakenly referred to as Commissioners instead of Board members. r Lep-al Counsel Contract: Legal Counsel Ford excused himself from the room before the discussion began. Vice -Chair MacConnell and Board member Jensen pointed out that the Board is charged for phone calls, emails, packet preparation and meetings. Board member Jensen noted that the chair of the Board is given a copy of the invoice to review and approve. Board member Schwindt asked if there were any budgetary concerns with paying Legal Counsel Ford more money. Ford was brought back into the room. Motion by Jensen, seconded by Atkins to retain CPRB Legal Counsel Ford and extend his contract for an additional 3 years with an increase in the hourly rate from $200/hour to $250/hour. Board Information: Board member Schwindt wants to discuss and design a template to help board members in drafting the public report. Hi Everyone, Every month in 2024, 1 organized the totals for JECC 911 Calls and Law Enforcement Responses. With my move to Iowa City in the Fall, I added Iowa City Police Department to my research. The current graph format helps clarify the public services Law Enforcement offers and supports throughout Johnson County. With the December 2024 details, I've added the 2024 End of Year JECC totals for three population groups/cities/agencies. Currently, I follow the Coralville Police Department, Iowa City Police Department, and the JECC "All Agencies" category for Johnson County Law Enforcement found on this public link: hi<tplLw�rw l�cc _rra..t�;gljecclecccfs_,�h Wherever I introduce people to this civilian -friendly data set, there is silent consideration of the information. It always leads to deeper understanding of Law Enforcement work in and for Johnson County, Iowa. This email goes to City Councils, local Police Departments, Police Review Boards, the Board of Supervisors, School Boards, the Criminal Justice Coordinating Committee, Church groups, and anyone with questions about Law Enforcement's roles in our County. In times when truth is whatever a politician wants it to be — I lean hard into numbers and research to find terra ferma. When Iowa's State Government creates laws that violate State and US Constitutions, Civil Rights, Female and Trans Autonomy, and where D.E.I. stands for three dirty words — we all need steady, clear minds. Iowa laws allow unregistered, pick -your -favorite, civilian -owned weapons, semi -automatic rifles, and handguns in quantities we will never know. Law Enforcement did not create these laws or the 2nd Amendment interpretations that led us to these times. Yet, Officers step up outnumbered, to maintain peace, knowing that it is Iowans who have broken the age-old social contract to peacefully Live and Let Live. LEOs are just people, who promised to step up and hold the line. All so that we can go about our lives without the burden of carrying a lethal weapon. Understanding their lives and the world we created for them to police —that matters when Local Governments and We the People consider the City and County's priorities. This effort is inspired by the small minority of people who take the oath to protect the peace in our communities. They don't have the freedom to defend themselves or complain. They are just people who carry on and do the job. I hope these graphs will allow everyone to see the many services Law Enforcement performs and protects.
