Minutes —April 15, 2025
Call to Order: Chair Mekies called the meeting to order at 5:28 p.m.
Members Present: Jerri MacConnell, Saul Mekies, Jessica Hobart -Collis,
David Schwindt, Maurine Braddock
Members Absent: Melissa Jensen, Colette Atkins
Staff Present: Staff Connie McCurdy, Legal Counsel Patrick Ford
Others Present: Police Chief Dustin Liston

• Draft minutes from the March 11, 2025 meeting

Motion by MacConnell, seconded by Schwindt to adopt the consent calendar as presented.
Motion carried 4/0. Jensen and Atkins were absent. Braddock abstained.
New Business:
• None.
Old Business:
• Identification of officers in public reports:
The Board continued discussing the identification of officers in public reports from the March l l' meeting.
Police Chief Liston said they do not use the identification numbers for internal reporting because he knows the
identity of the officers. Liston said he would change it from the numbers and use Officer A, B etc. in his
reports. Board member Schwindt mentioned that it would be easier if Liston used Officer 1, 2, 3 etc. in the
reports because it would match up with the officers in the video. Liston agreed to Schwindt's suggestion.

• Board member MacConnell would like more information about the shared Iowa City Police Department and
Johnson County Sheriff jail proposals.

At the last meeting, questions were asked about the shared Iowa City and County Jail proposals. I've attended the
CJCC meetings since they began. The last meeting, by far, offered the most relevant information considering the
community questions I encounter. I'm sure you already have links to the Board of Supervisor's meetings, but just in
case, I am copying the link below.

• As you listen, you will understand my long time shock that Johnson County's notoriously
progressive Voters allowed so many years to pass without having a jail that meets Constitutionally
Approved Standards.

I've also attached a flyer offered at the Johnson County Attorney's Kinship, Connecting, and Healing Event held
during National Crime Victims' Rights Week. When I'm not drilling down into data, I reach out and listen to
community members to assist in their abilityto network on subjects related to law enforcement. It's a great
resource to keep tucked away for those moments when you're asked a question about social supports available in
Johnson County. Thanks go to the Sheriffs Office Kristen Silver, M.S. Johnson County Public Safety & Justice Public

Also, I wanted apologize for not speaking about the Data I organized for you. I know I missed a rare opportunity for
conversations that matter to me. I was distracted by another piece of my community work. Since 2020 has been to
work with 14 black at risk teens who have had incidences of violence in their schools in Linn County. I was
distracted by phone calls trying to prepare a teen for safely protesting against the deportation of immigrants and
ICE behaviors in his community. He's 17 and has been non-violent for 5 years. So, "Auntie M" was racing between
bundling him in bubble wrap and gathering City Ordinances, and State Laws, for his pocket. I was waiting for texts
and call back from his solid, longtime friends who recognize when he's triggered.
When we left the CPRB, the Chief filled me on best practices for protest. He has been an essential resource
person when I need to see through his eyes. Seeing my anxiety, he kindly reminded me about the importance of
people feeling able to express their concerns through protest. As I started my car to leave, my teen's close friend
Let me know that he would go to the protest prepared to talk his friend down, if it was necessary. So often we find
that angry teens are encouraged to be violent by their friends. Building the practiced de-escalation techniques that
friends can easily use with each other is a key life skill.
So, back to what I would have said and I will say the next time I see you. Over the last few years, I have been so
impressed by the seamless law enforcement coverage that Johnson County residents can depend upon. I've
Learned about the deep community knowledge and commitment shared between all of our Police Departments
and Johnson County's Sheriffs Office. Their public service and peaceful community mind set is invaluable. lam
sorry that I missed the conversation opportunity with you all.
