Consent Calendar- Resolutions and Motions 6.a March 2025 Disbursements Motion to approve disbursements in the amount of $11,419,517.82 for the period of March 1 through March 31, 2025, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. 6.1b AFSCME Pay Plan Fiscal Year 2026 Resolution authorizing Fiscal Year 2026 pay plan for AFSCME employees. 25 Comment: The current AFSCME contract, effective through June 30, 2026, included a limited re- opener for fiscal year 2026. The parties participated in collective bargaining in accordance with Chapter 20 of the Iowa Code and reached a voluntary tentative agreement (TA). The agreement consisted of a 2.75% across the board wage increase for fiscal year 2026. The TA has been ratified by the union and was approved by City Council on April 15, 2025. 6.c Administrative, Confidential, and Executive Pay Plan Fiscal Year 2026 Resolution establishing classification/compensation plans for 25-91 Administrative, Confidential, and Executive employees for fiscal year 2026. Comment: Staff recommends approval of FY26 pay plans for Administrative, Confidential and Executive employees. Recommended pay plans have been restructured to include more competitive entry level wages, improve consistency in step progression across grades, and to mirror the 2.75% across the board wage increase negotiated for AFSCME employees. May 6, 2025 Iowa City City Council Agenda Page 3 6.d Riverside Theatre -alcohol agreements Resolution approving agreements with Riverside Theatre to allow the sale of 25- C) g wine and beer under limited circumstances in City Park. Comment: The City Code allows non-profit entities by agreement to sell and their patrons to possess alcohol in a city park and on public right- of- way under limited circumstances. This resolution authorizes the City Manager to sign two agreements (reflecting two alcohol permits for different time periods) with Riverside Theatre for the sale and possession of beer and wine during performances in June 2025 in a demarcated area in and around Riverside Festival Stage in City Park. The agreements are the same as past years. 6.e Statewide Transportation Alternatives Set -Aside Program Funding Application Resolution Declaring the City of Iowa City's Application for the Statewide 25 _ qq Transportation Alternatives Set -Aside Program (TA Set -Aside) Funds for the Construction of the Iowa River Trail -West Bank. Comment: The approval of this resolution is necessary for the City of Iowa City to submit a qualifying application for TA Set -Aside funding for the construction of a segment of the Iowa River Corridor Trail on the west bank of the Iowa River, from Benton Street to McCollister Boulevard. 6.f Fuel Contract for the City of Iowa City Resolution authorizing the procurement of fuel for the City of Iowa City. '25-1 t0 Comment: This Resolution will approve the procurement of fuel for the City of Iowa City. The contract will be awarded to Elliott Oil Company and Elliott Bulk Services for a one (1) year term with the option to renew for five (5) additional one (1) year terms. This purchase will exceed the City Manager's spending authority of $200,000 thereby requiring City Council approval. The City expects to expend approximately $2,000,000 over a (1) one-year period. 6.g Pebble Quicklime Resolution Authorizing the Award of a Contract for Pebble Quicklime for the City 215- 1 O 1 of Iowa City Water Treatment Plant. Comment: This resolution will authorize the award of a contract for pebble quicklime used at the Iowa City Water Treatment Plant. A Request for Bid (RFB) was issued on March 13, 2025. Two bids were received prior to the April 4, 2025 deadline. MLC (Mississippi Lime Company) of St. Louis, MO submitted the lowest responsive, responsible bid. The initial tens of the contract will be one year beginning July 1, 2025, with the option to renew for four (4) one-year terms, up to a total of five (5) years. The City expects to spend about $500,000.00 during the initial one-year term of the contract, and similar amounts annually. May 6, 2025 Iowa City City Council Agenda Page 4 6.h Animal Shelter - Training Annex Project Resolution approving, authorizing and directing the Mayor to execute and the ZS - 102 City Clerk to attest an Agreement by and between the City of Iowa City and Neumann Monson Architects, Inc. to provide architectural and engineering consultant services for the Animal Shelter - Training Annex Project. Comment: This agenda item approves the consultant agreement with Neumann Monson Architects, Inc. of Iowa City, Iowa for the architectural and engineering consultant services for the training addition of the Animal Care and Adoption Center. 6.i Iowa River Trail Bridge Project Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Iowa River Trail Bridge Replacement Project. Comment: This project generally includes the removal of the existing Iowa River trail bridge and replacement with a retaining wall, grading, and other associated work, repairs to the existing pedestrian bridge under the Iowa Interstate Railroad, and additional trail replacement located on the east side of 510 and 526 S Riverside Drive. The engineer's estimate of cost was $459,000.00. 3 bids were submitted prior to the April 30, 2025 deadline: 6.j Bidder Name City Bid Peterson Contractors, Inc. (PCI) of Reinbeck, Iowa submitted the lowest responsive, responsible bid of $387,643.20. Staff recommends awarding the Contract for the Iowa River Trail Bridge Replacement Project to PCI. Automatic and Mutual Aid Agreement for Fire Protection, Rescue, and Emergency Medical Services Resolution authorizing the Mayor to sign and the City Clerk to attest to a 28E Agreement among the City of Iowa City and certain other cities and independent fire districts in Johnson County, Iowa, for Automatic and Mutual Aid Agreement for Fire Protection, Rescue, and Emergency Medical Services. Comment: This agreement is an updated version of the 2012 28E agreement that outlines provisions to provide fire and emergency services through mutual aid to all partner agencies in Johnson County during times of need. Updates in the proposed agreement reflect current best practices that have occurred since 2012. Specific updates include the recognition of Johnson County Emergency Communications Center as the designated communications center, addressing training requirements for responding agencies, and the ability to recover costs from a third parties for damaged equipment. May 6, 2025 Iowa City City Council Agenda Page 5 6.k Removal of HCDC Commissioner Resolution to remove Commission member Daouda Balde from the Housing C)5 and Community Development Commission due to multiple unexplained absences. Comment: The Housing and Community Development (HCDC) bylaws provide that 3 consecutive, unexplained absences will result in a recommendation to City Council to discharge the member. Commissioner Daouda Balde has had 4 consecutive, unexplained absences, and HCDC voted to recommend Council remove him. Under state law, persons to appointed offices have the right to notice and be heard. The resolution directs the City Clerk to provide the Commissioner with a copy of the resolution by certified mail, which informs him of the right to ask for a hearing before the City Council. Planning & Zoning Matters 8.a Rezoning - N. Governor St. Ordinance conditionally rezoning approximately 5.49 acres of property located between N. Dodge and N. Governor Streets from Medium Density Single -Family 5 Residential (RS-8) zone, High Density Single -Family Residential (RS-12) zone, Medium Density Mufti -Family Residential (RM-20) zone, and Mufti -Family Residence (R3B) zone to High Density Single -Family Residential Zone with a Planned Development Overlay (OPD/RS-12) for approximately 0.17 acres and to Medium Density Mufti -Family Residential Zone with a Planned Development Overlay (OPD/RM-20) for approximately 5.32 acres. (REZ24-0001) Comment: At its meeting on February 19, 2025 the Planning and Zoning Commission recommended approval of REZ24-0001 by a vote of 6-1 (Townsend dissent) subject to the conditions recommended by staff, as well as one additional condition related to screening the southern retaining wall to at least the S3 standard. Approval of the rezoning would allow the redevelopment of the property located at 911 N. Governor Street. The redevelopment would include the demolition of the vacant office building and the two single-family homes and the construction of two multi -family buildings totaling 84 dwelling units. 1.
