Comment: This resolution approves the tax exemption certificate, the continuing arj - I I disclosure certificate and authorizes the issuance of the 2025 General Obligation Bonds. May 20, 2025 Iowa City City Council Agenda Page 3 6.c Arts Fast & Jazz Fast alcohol agreements Resolution approving an agreement with Summer of the Arts, Inc. to allow the sale, consumption, and possession of beer and wine on City streets during Arts Fast and Jazz Fest. P Comment: The City Code allows non -profits by written agreement to sell and their customers to consume and possess alcohol on City streets under limited circumstances. Summer of the Arts, Inc. would like to be able to sell beer and wine in a demarcated area near the intersection of Iowa Ave. and Clinton St. during Arts Fast and Jazz Fast. The resolution approves an agreement that is the same as previous years. 6.d Wastewater Treatment Facility Digester Complex Rehabilitation - Phase 1 Project - Consultant Agreement Amendment 2 Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest Amendment No. 2 to the May 2, 2023 Consultant Agreement by 11� and between the City of Iowa City and Strand Associates, Inc., of Madison, Wisconsin to provide bidding and construction phase services for the Wastewater Treatment Facility Digester Complex Rehabilitation - Phase 1 Project. Comment: This agenda item authorizes an amendment to the Consultant Agreement for the Wastewater Treatment Facility Digester Complex Rehabilitation Phase 1 Project to include bidding -related, construction -related, air permit assistance, and construction closeout services. 6.e FY 2026 Mobility Coordinator 28E Agreement Resolution authorizing the Mayor to sign and the City Clerk to attest the FY 2026 28E Agreement between the City of Iowa City and Johnson County for the Mobility Coordinator position. Comment: This is a resolution to continue the joint funding agreement with Johnson County Social Services for the Mobility Coordinator position. The position provides transportation and mobility referrals, education, and community outreach in Iowa City and across the metro area. Iowa City will contribute $44,075 (35%) of the total cost of the position in FY26, while Johnson County will contribute $62,965 (50%) and Coralville will contribute $18,890 (15%). 6.f FY26 - FY28 Transit Service 28E Agreement with University Heights Resolution authorizing the Mayor to sign and the City Clerk to attest the FY2026 — FY2028 Agreement between the City of Iowa City and the City of University Heights for the provision of transit service within the corporate limits of University Heights. d Comment: This resolution approves the FY26 - FY28 agreement for Iowa City e Transit to provide transit service within the corporate limits of University Heights. The level of transit service provided will remain the same as in FY25. The proposed agreement is a contracted amount of $52,946.80 in FY26, $58,758.33 in FY27, and $64,569.86 in FY28. University Heights approved this agreement at their May 13th, 2025 City Council meeting. May 20, 2025 Iowa City City Council Agenda Page 4 M MIT, a Support letter for a Workforce Housing Tax Credit Application and commitment of funds Resolution supporting the submission of an Iowa Economic Development Authority (IEDA) application to the Workforce Housing Tax Credit Program by Rollos Gatos, LLC. Comment: Resolution of support and financial commitment of up to $14,000 to Rollos Gatos, LLC to submit a Workforce Housing Tax Application to the Iowa Economic Development Authority (IEDA). The project includes converting 20 boarding rooms to 14 studio apartments at 203 S. Linn Streett222 E. Market Street. Each unit will have its own bathroom, kitchen and laundry facilities. The City's financial contribution is paid once the project is completed and the IEDA certifies all program requirements have been met. 2025 Pavement Rehabilitation Project Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the 2025 Pavement Rehabilitation Project. Comment: This project generally consists of asphalt resurfacing and chip sealing streets throughout Iowa City. This project includes resurfacing HMA streets with 3" HMA pavement, full depth HMA and PCC patching, sanitary sewer manhole replacement, storm intake top replacement, PCC sidewalk, ADA curb ramp improvements and chip seal surface rehabilitation at various locations. One (1) bid was submitted prior to the May 7, 2025 deadline: Bidder Name City Bid ILL Pellina Company North Liberty, Iowa $2,483,512.75 En ineers Estimate 1 1$2,458,000.00 L.L. Palling Company of North Liberty, Iowa submitted the lowest responsive, responsible bid of $2,483,512.75. Staff recommends awarding the Contract for the 2025 Pavement Rehabilitation Project to L.L. Palling Company. Tobacco civil penalty - Casey's #2781 Resolution accepting payment of $300.00 civil penalty and waiver of right to hearing from Casey's #2781. Comment: This Resolution accepts a waiver of right to hearing and payment of a $300.00 civil penalty by Casey's #2781. The civil penalty is required by Iowa Code Section 453A.22(2) due to a first instance of an employee selling or providing tobacco to a minor within a two-year period. Consent Calendar- Setting Public Hearings 7.a Rezoning -North of E. Foster Rd. Motion setting a public hearing for June 3, 2025 to consider an ordinance conditionally rezoning approximately 2.69 acres of land located North of E. Foster Rd. between N. Dubuque Street and Prairie du Chien Rd. from High Density Single -Family Residential with a Planned Development Overlay (OPD/RS-12) zone to High Density Single -Family Residential (RS-12) zone. (REZ25-0005) Comment: At its meeting on May 7, 2025, the Planning and Zoning Commission recommended approval of REZ25-0005 by a vote of 7-0 subject to the condition recommended by staff regarding approval of the boundary line adjustment prior to issuance of a building permit on Lot 4 Forest Hill Estates. Comment: This project generally includes pavement repairs associated with water main breaks on various streets throughout Iowa City. Comment: This agenda item begins the bidding process for the Wastewater Treatment Facility Digester Complex Rehabilitation - Phase 1 Project. This project generally includes improvements to the digester complex and a process to produce pipeline quality gas for sale on the renewable fuel market. The estimated construction cost of $28,200,000 is available in the Digester Complex Rehabilitation fund #V3151 and in the Wastewater Digester Gas Improvements fund #V3184.
