1. (IP5 — 2024 Office of Human Rights Annual Review) Councilor Harmsen noted the
report and thanked the Human Rights Commissioners for all the work they do.
➢ May 15
1. (IP4 — Memo from City Manager's Office: Housing Information) Councilor Bergus
asked for clarification regarding the chart on Housing Choice Voucher waiting list and
the drop in numbers between April and May of 2025. City Manager Fruin provided
information. Individual Council members asked questions.
Action: Staff will work with the Housing Authority to add clarifications to the monthly
wait list data.
2. (IP3 — Pending City Council Work Session Topics) Councilor Alter requested a work
session on parameters or guidelines on land banking and acquisition for affordable
housing.
Action: Staff will update the Pending Work Session list to include "Discuss land
acquisition and/or banking for affordable housing development".

4. Update from CommUnity and the Iowa City Police Department on Crisis Response
Efforts
Sarah Nelson, CommUnity Crisis Services provided a handout and information on Crisis
Response efforts. Police Chief Liston, Officer Kristie Davis, CommUnity Liaisons Kelsie
Tomlin and Kaitie Wade provided additional information. Individual Council members asked
questions.
Action: Staff will note the Council's request to add the following to the July 21 Joint Entities
meeting, "Discuss adding crisis counselors into Joint Emergency Communications Center
(JECC) dispatch operations".

5. Burlington Street Bridge Project Update
Senior Engineer Harland introduced Michael Kurek, Project Manager, HDR Engineering who
