Re: Recommendation from Housing and Community Development Commission
At the March 24, 2025 meeting, the Housing and Community Development Commission
discussed a potential amendment to the by-laws to reduce the size of the Commission from nine
to seven members. The Commission plans to review and vote on the amendment to the by-laws
at the April 21, 2025 meeting. There are currently seven members appointed to the Commission
and City Council is scheduled to appoint two additional members at an upcoming formal
meeting.
By a vote of 5-0, the Housing and Community Development Commission recommends that City
Council defer additional appointments to the Commission to allow time for the Commission to
review an amendment to the by-laws. Attached please find a copy of the draft minutes of the
March 24, 2025, Housing and Community Development Commission meeting.

By a vote of 5-0 the Commission recommends that City Council defer additional appointments to the
Commission to allow time for the Commission to review an amendment to the by-laws.
CALL MEETING TO ORDER:
Vogel called the meeting to order at 6:30 PM.
The Commission welcomed new member Kiche.
CONSIDERATION OF MEETING MINUTES: OCTOBER 21, 2024:
Dennis moved to approve the minutes of October 21, 2024. Kivarkis seconded the motion. A vote was
taken and the minutes were approved 5-0.
PUBLIC COMMENT FOR TOPICS NOT ON THE AGENDA:
None.
DISCUSS POTENTIAL AMENDMENT TO THE HCDC BY-LAWS TO REDUCE THE SIZE OF THE
COMMISSION FROM NINE TO SEVEN MEMBERS:
Vogel gave some background on this topic, obviously the Commission hasn't been able to meet since
October from a combination of having a vacancy on the Commission and members not being able to
make scheduled meetings. Therefore, they have not been able to have a quorum. Vogel stated this
became incredibly relevant when they had Aid to Agencies work that needed to be done and
recommendations that needed to be made to Council, but since HCDC didn't meet, they couldn't make
those recommendations. One of the discussion items has been reducing the number of members from a
nine member commission to a seven member commission, so that a quorum will be four members. Vogel
noted they have been really successful in having four people be able to show up on a regular basis but
since last October it's been hard to get more.
Vogel introduced historic attendance data in the packet noting last year there was only one meeting
where eight people out of nine were able to attend, and at that time they didn't have a ninth because there
was a vacancy. Looking back to 2021 the average is six out nine members attending regular HCDC
meetings.

Thul explained the process for the Commission to make an amendment to the bylaws. According to the
by-laws, the Commission will need to discuss it at one meeting and then would vote on the amendment at
the next meeting. If they were to vote in favor of the amendment, it would go to the City Council Rules
Committee next. Ultimately City Council decides on the amendment. She explained that today would be a
discussion and if the Commission wants to pursue the amendment, staff will add it on the next agenda. If
the Commission is not interested in an amendment, it would not be added to the next agenda.
Dennis stated with all the data that they have, it just makes sense to reduce the membership to seven.
She noted while she is not privy to know if the Council is not getting applications or why the people who
were appointed have not been able to attend. Maybe it's because the amount of work the Commission is
required to do, especially with Aid to Agencies, is huge. She stated the Director of Neighborhood and
Development Services sent out letters about lack of attendance and at least one person resigned.
Dennis stated it's not good that they haven't been able to meet since October and thinks it would be wise
to amend the bylaws.
Kivarkis agrees and noted they've delayed a couple of important votes because of it as well. He agreed
it's been easy to get four people in the room, but harder to get any more. Making an amendment, or at
least some temporary solution would help.
Vogel asked when someone submits an application to serve on a commission, do they have a rank
choice of which commission they're wanting to apply for or are they just applying to any commission and
then they're appointed to one? Thul explained each commission has its own pool of applications, but the
application lets someone select their top choice. Vogel asked if it's been an issue of people have just
been getting their second choice and that's why they aren't attending? Thul would have to look into that
specifically to get more information on that.
Thul noted currently they have seven people appointed to a nine -person commission and City Council will
be appointing two more people at an upcoming meeting. Thul explained that the Commission may
recommend that Council defer appointments, but it would be up to City Council if they decide to defer or
not. Additionally, there are three terms ending in June of this year.
Borgen stated that if there are seven people currently appointed, he feels it would be a good time to do
the amendment so there is no need to search for two additional people.
Vogel thinks it would behoove them to ask City Council to hold off appointing any new members until the
next meeting and until the Rules Committee has a chance to review.
Thul noted the last time this was considered, there were some things that the City Attorney's Office had to
look at as far as staggering the terms to make sure that they don't have too many terms ending at one
time. Staff will need to review that to determine the process if the amendment moves forward.
Kiche noted this problem seems like something that is related to the characteristic of the individuals
appointed because probably four or five years ago, the problem might have not been there. So, in that
case, it is not the problem of the numbers - it's the problem of the persons themselves. Ideally, they would
hope that could be solved by adding new persons. He noted to reduce the number of members might
introduce a new problem in terms of reducing diversity, skills, and other talents on the commission.
Sometimes one additional person might add ideas or contribute something.
Kivarkis agrees - while a quorum is important, are they disabling the ability to find more voices for the
committee in general? With two more seats they get two valuable perspectives that show up to these
meetings, which is more valuable than reducing the size of the committee.
Vogel doesn't disagree but what happens when it's time for CDBG/HOME or Aid to Agencies and they
can't have a meeting? They haven't had a meeting since October, even after an extra meeting was added
and they made it imperative to the current members that they needed people to show up. It was just the
four of them for three months that would show up. He doesn't disagree though and stated it's always nice

to have a larger myriad of voices on any committee. The problem is there's no guarantee City Council can
appoint two more people and that it won't be the same situation they've already got, which is they don't
show up. Then they're still going through a process of two or three more months of not having meetings.
Dennis stated in her experience with this Commission, there are several months when they have
meetings and there's not a lot of what she would say is the most important work that this commission is
assigned to do. They have some meetings with presentations, but there's also a few times a year where
what they do is really important to Council, to the applicants, and to the community. That's what has
happened since October. They were not able to review and provide recommendations to Council about
the Consolidated Plan, which is a hugely important piece of whether or not this community is going to
receive federal money. Then also to have the agencies here in the room waiting to see a
recommendation from the results of the work that they did to request funding and to be told, sorry you
have to just go to Council because not enough HCDC members can be present. That leaves Council with
more work because they're not getting the recommendations from HCDC. There are certain times of the
year that these meetings are very important. Dennis stated in her experience, because she was on the
other side of this table for many years as an applicant, and in almost 30 years she never experienced
what happened in January where meetings are cancelled. She thinks they owe it to Council and the
community to follow through on what they signed up to do. If there were seven members, Council can
certainly appoint people that they think are capable and knowledgeable enough to do what this
Commission is supposed to do. She is in support of trying to reduce the number.
Dennis asked if there are other commissions on the City who have seven members. Thul doesn't have
the exact numbers for other commissions but believes Planning and Zoning has seven members.
Vogel would also argue they've not had nine voices in nearly the whole time he's been here. March of
2021 was last time they had nine people so even at the best, in the last four years, they've had eight and
even with that eight, there's been a constant rotating door of one or two members. They get three or four
months of activity and then nothing.
Dennis noted there's also a learning curve for this Commission and that's why they have the staff. The
staff are very helpful. If a member has questions, they can call the staff and they are willing to sit down
with members and talk to them about the Commission's function because there is a learning curve. It
takes time to learn things.
Kiche asked if staff is able to communicate with any habitual persons not attending. Obviously, somebody
can be sick or have an emergency, but if there's a pattern that a staff member can see — is it violating
anything to have staff have communication with that person? Thul confirmed that staff will reach out to
people who don't show up to meetings repeatedly. There are also meeting days where staff are calling
every member of the commission in the hours before the meeting to see if they have a quorum. As
Dennis mentioned, the Director of Neighborhood and Development Services also sent a letter to several
people who were missing meetings to acknowledge how important attendance is and to also note that if
they couldn't fulfill the attendance obligations, to maybe consider resigning from the Commission. Another
thing staff has been working on is the scope and the level of work for this Commission. As Vogel noted for
Aid to Agencies, staff do realize it can be an enormous amount of material. Staff are working on making
things easier for Commissioners.
Dennis moved to recommend that City Council defer additional appointments to the Commission
to allow time for the Commission to review the amendment to the by-laws. Kiche seconded. A vote
was taken, and the motion passed 5-0.

Turnbull gave an update related to Aid to Agencies. The Legacy Agencies submit quarterly reports in the
United Way portal and she pulled the data from those reports and summarized it in a table. The table
allows Commissioners to see what those agencies had set as their goals for the services for the current
fiscal year and what they have achieved to date. The Non -Legacy Agencies submit a paper form twice a

year and Turnbull summarized those data points in the table as well. Turnbull did this to provide more
information to the Commission in a digestible way. She noted the agencies also submit narrative reports
to the City. Kivarkis thanked Turnbull for the report.
Thul stated that the only other thing in the packet was correspondence from Escucha Mi Voz. They were
a recipient of Non -Legacy funds and provided an update to share with the Commission.
Vogel asked if City Council voted on the Aid to Agencies recommendations for FY26 yet. Thul stated
they have not, and that staff are in the process of preparing a third set of staff recommendations to share
with City Council. Staff anticipate those being submitted to City Council in April. When they are included
in the information packet, she will forward those to HCDC and to the applicants.

HOUSING & COMMUNITY DEVELOPMENT COMMISSION
Two Vacancies: Unexpired terms, upon appointment — June 30, 2026
• Duties of the Housing and Community Development Commission include: assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and
services for low- and moderate -income residents;
• reviewing policies and programs of the Public Housing Authority and Community
Development Division and make recommendations regarding the same to the City Council;
• reviewing and making recommendations to the City Council regarding the use of public funds
to meet the needs of low- and moderate -income residents; housing policies and programs
and seeking public participation in assessing needs and identifying strategies to meet these
needs; recommending to the City Council from time -to -time amendments, supplements,
changes, and modifications to the Iowa City Housing Code.
• The Housing and Community Development Commission will have monthly meetings
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live in
Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. When possible, Council will appoint persons with expertise in construction and/or
finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating
Board.
Applications must be received by 5:00 p.m., Tuesday, March 25, 2025. An application can be
completed and submitted on the City of Iowa City website at www.icgov.orq or by contacting the City
Clerk's office.

I have been working on architecture for 20 years. I have worked on many single and
multifamily projects. I own a SFH in Cedar Rapids and have a Section 8 tenant. She is a
single mother of 5. This experience has helped me to learn about some of the struggle with
housing in our state.
What is your present knowledge of each advisory board you are interested
in?
I don not have a lot of knowledge about it. I would like to learn and help with my own
perspective.

The Housing and Community Development Commission makes recommendations to
the City Council regarding the distribution of federal CBDG/HOME funds. The general
rule is that no persons who exercise or have exercised any functions or responsibilities
with respect to federally funded activities, or who are in a position to participate in the
decision -making process or gain inside information with regard to such activities, may
obtain a financial interest or benefit from a federally -assisted activity, or have a
financial interest in any contract, subcontract, or agreement with respect to a federally -
assisted activity, or with respect to the proceeds of the federally -assisted activity,
either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.
Most members of City Boards and Commissions are employed, and/or have a financial
interest in one or more non-profit entities. Section 362.5 of the Code of Iowa generally
prohibits, with certain important exceptions, a member of a City Board or Commission
from having an interest in a City contract. In order to navigate potential conflicts of
interest for certain matters, please list any and all business or non-profit entities in

I'm sole proprietor of own MA Homes LLC. I use it for side architecture projects and rental
property income. Revenue is around 20K-25K a year.
Res. #22-78 states that each application for reappointment to a City Board or
Commission will be considered without regard to incumbency. If reappointed, an
individual would be limited to one reappointment to a full term in order to increase the
opportunities for new applicants to serve.
Council policy is not to permit an individual to serve on two Boards or
Commissions at the same time. You will be asked to resign from one if

I'm currently the HCDC chair-- I have served on HCDC since 2021. 8 years of experience in
property management, 8 years of experience in affordable housing, 10 years of experience
in construction.
What is your present knowledge of each advisory board you are interested
in?
HCDC: I have served since 2021, with consistent attendance, and have been able to continue
learning the activities and formalities of the commission, since I joined. I feel that my
industry experience and current occupation is very applicable to help contribute to the
commission. Parks & Rec: I have served as a contractor for 4 years, for the City of Cedar
Rapids Park's and Rec Dep. I've grown an understanding of not only the duties of this
commission, but also understand from a landscaping contractor's perspective. I would bring
landscaping industry experience, contractor perspective, and park -user's perspective.
Planning and Zoning: From my experience in construction, I've learned a great deal about
planning and zoning. As a life-long Iowa City resident, I've had the pleasure to watch the
development of our city, and would love to contribute.

My experience makes me uniquely qualified to serve on the Housing and Community
Development Commission (HCDC) board. I worked as a housing attorney at Iowa Legal Aid
for several years prior to entering public practice this past fall. Municipal services, planning,
and zoning are key factors when exploring community development opportunities.) have
work experience in both areas as an intern for Muscatine Power & Water (MPW) and
Mesquite Planning & Zoning in Mesquite, Texas. I interned at MPW throughout law school and
during that time I witnessed the transformation of their waterfront through community
development efforts. Finally, I am passionate about the development of community spaces
and the preservation of community identity because of my personal experience with urban
revitalization.

Response to the Question: Experience and/or Activities That Qualify You for This Position My
professional and academic experiences strongly align with the responsibilities of serving on
the Iowa City Housing and Community Development Commission. As a public health
professional with a Master of Public Health degree emphasizing community and behavioral
health, I bring a robust background in program development, research, and community
engagement that directly relates to housing and community development challenges. In my
role as a Health Science Specialist at the Department of Veterans Affairs' Center for Access
& Delivery Research and Evaluation, I have led multiple projects that intersect with housing
and community well-being. I have experience in collecting and analyzing data to inform
evidence -based policy and program decisions, skills that are critical for understanding
housing needs and evaluating development projects. My work often involves engaging with
underserved populations, including rural communities and Veterans, to identify barriers to
accessing care and resources, which parallels the housing equity focus of this commission.
My experience as a Case Manager at the Catherine McCauley Center and as a Domestic
Violence Advocate for LifeWire, a program in Seattle, further illustrates my qualifications. I
coordinated services for refugees and survivors in both Iowa City and Seattle, including
housing, education, and transportation, providing me with firsthand knowledge of the
challenges marginalized populations face in securing stable housing. I developed workshops
and assisted in creating sustainable community programs, demonstrating my ability to
collaborate with stakeholders and implement impactful solutions. Additionally, my tenure as
a Volunteer Coordinator at the Rape Victim Advocacy Program involved managing large
teams, securing funding, and navigating complex systems to ensure services reached those
in need. These skills will support the commission's goals of fostering equitable housing
opportunities and community development. My passion for community well-being and my
extensive experience working with vulnerable populations uniquely position me to contribute
effectively to the Iowa City Housing and Community Development Commission. I am eager to

Community Development Block Grant (CDBG) and the HOME Investment Partnerships
Program (HOME), ensuring that federal funds are used effectively to benefit low- and
moderate -income residents. The commission also evaluates and prioritizes funding for local
housing initiatives, supports programs aimed at preventing homelessness, and promotes the
development of affordable housing units. Its responsibilities include reviewing applications
for funding, assessing community needs, and recommending policies to address disparities
in housing access and quality. Additionally, the commission engages in public outreach and
collaboration with stakeholders, including nonprofit organizations, developers, and

Two Vacancies: Three -Year Terms
July 1, 2025 — June 30, 2028
• Duties of the Housing and Community Development Commission include assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and services
for low -and moderate -income residents;
• Reviewing policies and programs of the Public Housing Authority and Community Development
Division and make recommendations regarding the same to the City Council;
• Reviewing and making recommendations to the City Council regarding the use of public funds to
meet the needs of low -and moderate -income residents; housing policies and programs, and
seeking public participation in assessing needs and identifying strategies to meet these needs;
recommending to the City Council from time -to -time amendments, supplements, changes, and
modifications to the Iowa City Housing Code.
• This Housing and Community Development Commission will have monthly meetings.
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live
in Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. When possible, Council will appoint persons with expertise in construction and/or
finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating
Board.
Applications must be received by 5:00 p.m., Tuesday, May 13, 2025. An application can be

I'm currently the HCDC chair-- I have served on HCDC since 2021. 8 years of experience in
property management, 8 years of experience in affordable housing, 10 years of experience
in construction.
What is your present knowledge of each advisory board you are interested
in?
HCDC: I have served since 2021, with consistent attendance, and have been able to continue
learning the activities and formalities of the commission, since I joined. I feel that my
industry experience and current occupation is very applicable to help contribute to the
commission. Parks & Rec: I have served as a contractor for 4 years, for the City of Cedar
Rapids Park's and Rec Dep. I've grown an understanding of not only the duties of this
commission, but also understand from a landscaping contractor's perspective. I would bring
landscaping industry experience, contractor perspective, and park -user's perspective.
Planning and Zoning: From my experience in construction, I've learned a great deal about
planning and zoning. As a life-long Iowa City resident, I've had the pleasure to watch the
development of our city, and would love to contribute.

My experience makes me uniquely qualified to serve on the Housing and Community
Development Commission (HCDC) board. I worked as a housing attorney at Iowa Legal Aid
for several years prior to entering public practice this past fall. Municipal services, planning,
and zoning are key factors when exploring community development opportunities.) have
work experience in both areas as an intern for Muscatine Power & Water (MPW) and
Mesquite Planning & Zoning in Mesquite, Texas. I interned at MPW throughout law school and
during that time I witnessed the transformation of their waterfront through community
development efforts. Finally, I am passionate about the development of community spaces
and the preservation of community identity because of my personal experience with urban
revitalization.

Housing Fellowship; a Community Housing Development Organization. I have experience in
the application, administration and compliance of HOME and CDBG funds, along with the
Low -Income Housing Tax Credit program. I was charged to implement the Strategic Plan and
the Policies and Procedures as set by the Board of Trustees of The Housing Fellowship, along
with overseeing all fiscal duties. I was involved in the creation of the Housing Trust Fund of
Johnson County; past member of the Board. I am also past member of the Board of The
United Way of Johnson and Washington Counties and the Iowa Housing Partnership.

Next month I will have completed a B.A. in Environmental Policy and Planning and a B.B.A. in
Business Analytics and Information Systems at the University of Iowa, giving me a unique
perspective on the intersection of urban planning, policy, and data -driven decision -making.
My coursework has included topics such as Planning Livable Cities, Natural Resource
Economics, and Geographic Information Systems (GIS)—all of which directly relate to
community development and housing accessibility. Professionally, I have supported faculty
and researchers in the health sciences through roles in IT and data management, developing
technical documentation, managing data systems, and ensuring accessibility and efficiency
across departments. These experiences have strengthened my analytical skills, familiarity
with public data systems, and commitment to community -focused work. In my role as
Garden Manager for the University of Iowa Community Gardens, I've led budgeting, funding
efforts, and sustainability initiatives focused on food accessibility and resource equity —
experiences that align with the commission's emphasis on low and moderate income
resident needs. I also serve on the University's Information Technology Advisory Committee,
where I help evaluate university -wide systems and recommend improvements —similar to
the policy review and advisory nature of this commission. I currently work as a Data Analyst
for the Office of Statewide Clinical Education Programs, where I examine problems with rural
healthcare deserts and medical access in Iowa. Combined, these experiences reflect my
interest in housing policy, sustainable urban development, and inclusive public engagement,
and I would be honored to contribute to this work in a meaningful way.
What is your present knowledge of each advisory board you are interested
in?
Housing and Community Development Commission: From what I understand, this
commission helps shape the policies and programs that support affordable housing, job
access, and services for low- and moderate -income residents. I'm especially interested in its
role connecting public input with how the city allocates resources. In my current role as a
Data Analyst, I work on identifying healthcare access issues in underserved areas of Iowa,
which gives me a helpful perspective on addressing service gaps and supporting equity,
skills I'd love to bring to this commission. Historic Preservation Commission: I know this
commission focuses on identifying and protecting places in Iowa City that have historic,
architectural, or cultural value, and it helps review proposed changes to those areas. I've
developed an interest in preservation through my studies in Environmental Policy and
Planning, especially in courses focused on land use and planning. My experience managing
the University of Iowa Community Gardens has also sparked an appreciation for how
intentional spaces can reflect and support community identity over time. Planning and
Zoning Commission: I see this commission as helping guide the city's long-term growth by
advising on zoning and land use changes. Through my coursework like Planning Livable

the Iowa City Housing and Community Development Commission. As a public health
professional with a Master of Public Health degree emphasizing community and behavioral
health, I bring a robust background in program development, research, and community
engagement that directly relates to housing and community development challenges. In my
role as a Health Science Specialist at the Department of Veterans Affairs' Center for Access
& Delivery Research and Evaluation, I have led multiple projects that intersect with housing
and community well-being. I have experience in collecting and analyzing data to inform
evidence -based policy and program decisions, skills that are critical for understanding
housing needs and evaluating development projects. My work often involves engaging with
underserved populations, including rural communities and Veterans, to identify barriers to
accessing care and resources, which parallels the housing equity focus of this commission.
My experience as a Case Manager at the Catherine McCauley Center and as a Domestic
Violence Advocate for LifeWire, a program in Seattle, further illustrates my qualifications. I
coordinated services for refugees and survivors in both Iowa City and Seattle, including
housing, education, and transportation, providing me with firsthand knowledge of the
challenges marginalized populations face in securing stable housing. I developed workshops
and assisted in creating sustainable community programs, demonstrating my ability to
collaborate with stakeholders and implement impactful solutions. Additionally, my tenure as
a Volunteer Coordinator at the Rape Victim Advocacy Program involved managing large
teams, securing funding, and navigating complex systems to ensure services reached those
in need. These skills will support the commission's goals of fostering equitable housing
opportunities and community development. My passion for community well-being and my
extensive experience working with vulnerable populations uniquely position me to contribute
effectively to the Iowa City Housing and Community Development Commission. I am eager to

My understanding of the Iowa City Housing and Community Development Commission is that
it plays a critical role in shaping the city's housing policies, addressing affordable housing
challenges, and guiding the allocation of resources to support equitable community
development. The commission advises the Iowa City City Council on matters such as the
Community Development Block Grant (CDBG) and the HOME Investment Partnerships
Program (HOME), ensuring that federal funds are used effectively to benefit low- and
moderate -income residents. The commission also evaluates and prioritizes funding for local
housing initiatives, supports programs aimed at preventing homelessness, and promotes the
development of affordable housing units. Its responsibilities include reviewing applications
for funding, assessing community needs, and recommending policies to address disparities
in housing access and quality. Additionally, the commission engages in public outreach and
collaboration with stakeholders, including nonprofit organizations, developers, and

I am a member of the Johnson County Affordable Housing Coalition and, along with my
partner, assisted (on a pro bono basis) the Coalition in developing their current strategic
plan. I served as co-chair of the United Way of Johnson and Washington Counties 2022
annual campaign and then joined the organization's board in 2024. 1 currently serve as
treasurer and as chair of the internal operations committee for the United Way board. United
Way supports many of the same agencies that Aid to Agencies supports. Before my
retirement in 2017, 1 had a 31-year career at the University of Iowa, in roles ranging from
faculty member to Vice Provost and finally as Vice President for Student Life. In that
capacity, I led a division with over 500 employees and a budget of over $100 million. I also
provided leadership for several large capital projects, including two residence halls, which
were the first residence halls built at the university for over 40 years. From my retirement
through last year, 1, along with my partner, ran a small strategic planning firm. Our clients
were in the non-profit and government sectors, with most of them being academic consortia.
In our practice, we shared our expertise in quickly developing effective, low -overhead
strategic plans that were flexible enough to respond to changes in the client's environment. I
have had a chance to learn more about city functions through my service on the Iowa City
Public Library Board, including two years as president. My service on the ICPL Board of
Trustees ends on June 30, 2025.

I had a very helpful meeting with staff members from Neighborhood and Development
Services to better understand the role of the HCDC. I understand that the commission
reviews applications and makes recommendations to the Council on funding distributions for
programs such as Aid to Agencies, reviews goals and accomplishments for certain federal
funding programs, promotes relevant community programs, participates in educational
presentations from partner agencies, provides input from time to time on the city's housing
and community development policies, and hears comments from members of the public. I
understand that in contrast to the governance role that the ICPL Board of Trustees (on which
my service is ending) serves, the Housing and Community Development Commission serves
an advisory role.

• Duties of the Public Art Advisory Committee include developing by-laws and procedures for the
Iowa City Public Art Program;
• Administering the Public Art Program by determining the placement of public art, the type of art to
be used in a specific project, and the artist to be engaged;

As both an Iowa City resident and practicing artist, I've thought a lot about what role I want
to embody as an artist -citizen, especially in my local community. I hold an MFA in
photography from University of New Mexico (I got my BFA in photo from Ulowa), and moved
back to the Iowa City area in 2012 in order to teach for one semester as a Visiting Assistant
Professor at UI and have stayed in the area ever since. I have and continue to make
photographic bodies of work which I exhibit on a semi -regular basis both locally and
regionally. In 2016 1 was granted an Iowa Arts Council Fellowship (only 5 are awarded each
year across all disciplines including visual arts, music, writing, etc) which afforded me the
opportunity to give lectures about my work throughout the state as well as to sit on IAC jury
panels, which has given me an insight into the foray of arts organizations and activities
within the state. I occasionally serve as adjunct faculty at Ulowa, teaching both beginning
and advanced photography students. I would love to help shape the local art offerings in my
own community and am particularly interested in seeing some grassroots endeavors take
hold, especially in this new era of NEA/arts funding turmoil. If needed, I am happy to provide
a CV.
What is your present knowledge of each advisory board you are interested
in?
I don't know too much about it other than it helps to shape policies and award grants for
public art projects within Iowa City. A current board member, Rachel Kinker, told me about
this opportunity and it sounds like the sort of citizen -artist work I am interested in engaging
with.

I work in the commercial construction sector as a preconstruction project manager. My
primary role is managing the planning stage of commercial construction projects by
providing expertise in design management, cost estimating, and scheduling. Prior to my
work in the construction field I earned a Bachelors of Fine Art with a studio focus in Drawing
& Painting from the University of Iowa. After college I worked for 8 years as a freelance art
and design professional in a wide variety of media including graphic design, illustration,
photography, videography, contributor to arts publications Little Village & Bread & Butter,
among others. I also have a deep passion for the Iowa City community. I was born and raised
in this great community and have experienced living, learning and working in many different
areas. I recently completed the Community Leadership Program through Greater IC and had
the privilege of discovering an even deeper understanding of the many sectors within the
Iowa City community. Through the CLP program I have been encouraged to participate and
engage more fully within my community. I believe serving on the local government
Committee or Board would be a great way to serve my community by bringing my
professional knowledge and personal passion for the vibrancy, resilience and sustainability of
Iowa City.
What is your present knowledge of each advisory board you are interested
in?
Since my involvement in the CLP program I have made a concerted effort to better
understand and participate in the local government functions. I regularly watch City Council
meetings and read transcripts and agendas from various Boards and Commissions.
Regarding the Public Art Advisory Committee I have watched previous meetings and have
read the Public Art Strategic Plan and the Management Plan.

I am a professional ceramic artist, working with various communities in the past to create art
in many different capacities. From being an apprentice potter, to teaching classes, and
currently working with adults with special needs at Systems Unlimited, working to create
artwork with clients. I work to create artwork to share with the Systems Unlimited
community, done by individuals or small groups of people. We work to integrate individuals
into the larger community using artwork as the means to do so.

The board decides how to allocate funds to support public art around Iowa City, creating new
public works and maintaining current pieces installed around town. I am interested in giving
an inside perspective as to process, and time invested to complete projects. I intend to
spread awareness of the impact of public art and its need to speak up when given the space.

Served on the board of directors of the Arts Consortium of Carver County in Minnesota. I
have organized many art festivals including being the festival liaison for ACCC and Art Stock
Art, Wine & Music Festival and started the first Fine Wine & Art Find at Soveriegn Estates
Winery in Waconia MN, I love to teach art to children through the Artist Eye Art program
where I bring Art to the Classroom. Art Director at Funky Minds in Carver MN a non-profit
community program. I create art tours around the world and take artists on trips to explore
create art where the great masters of the past have lived. I am a Stonecarver, Watercolorist
as well as so much more. I am also a former city council member from St Bonifacius
Minnesota so am very familiar with the Advisory Committee Board Members.

As an advisory board member, we support neighborhood art programs and Neighborhood -
