9.a Ordinance amending Title 12, Chapter 5, Franchise Fees to repeal the one
percent (1%) franchise fee and enact a two percent (2%) franchise fee on the
gross revenue derived from the distribution, delivery, and retail sale of
electricity and natural gas by franchisees including MidAmerican Energy
Company, or other natural gas providers utilizing the distribution system of
MidAmerican, to customers within the current or future corporate limits of
the City of Iowa City, and to describe the purpose for the revenue collected.
Assistant City Clerk Lehmann presented information. Individual Council members
asked questions and expressed their views. City Manager Fruin and City Attorney
Goers provided additional information.
Motion to give first consideration . Moved by Megan Alter, seconded by Shawn

of the FY26 Stormwater Improvements Project, establishing amount of bid

agreement to provide water service to the proposed Hidden Lakes
Subdivision.
City Manager Fruin presented information. City Attorney Goers provided information
regarding the amended agreement. Individual Council members asked questions
and expressed their views. The following individual appeared: Aaron Klosterman,
developer for Hidden Lakes. City Manager Fruin and City Attorney Goers provided
additional information.
Motion to approve resolution 25-155 with agreement as amended . Moved by Joshua
Moe, seconded by Megan Alter. Motion Passed. (7 Ayes)

10. Council Appointments
10.a Housing & Community Development Commission - Two vacancies to fill
unexpired terms, upon appointment —June 30, 2026 (James Pierce and
Kiran Patel resigned). [Deferred from April 1, 2025 and May 20, 2025]
Individual Council members expressed their views.

Motion Passed. (6 Ayes) Bergus recused.
Due to a By-law change reducing the number of Commission members from nine to
seven approved on 6/3/25, resolution 25-131, there was only one of the two
vacancies filled. The other position was eliminated by the removal of Commissioner
Balde on 5/6/25, resolution 25-105.
10.b Housing 8: Community Development Commission - Two vacancies to fill three-
year terms (July 1, 2025 - June 30, 2028) (Terms expire for Maryann Dennis and
Horacio Borgen). [Deferred from May 20, 2025]
Individual Council members expressed their views.
Motion to appoint Thomas (Tom) Rocklin and Maryann Dennis. Moved by Shawn
Harmsen, seconded by Joshua Moe. Motion Passed. (6 Ayes) Bergus recused.
Due to a By-law change approved by Council on 6/3/25 via resolution 25-131
reducing the number of Commission members from nine to seven, only one of the two
vacancies was filled. The other position was eliminated by the removal of
Commissioner Balde on 5/6125 via resolution 25-105.
10.c Public Art Advisory Committee - One vacancy to fill an unexpired term,
upon appointment — December 31, 2025 (Jeremy Endsley resigned).
