10.b Ordinance amending Title 12, Chapter 5, Franchise Fees to repeal the one
percent (1%) franchise fee and enact a two percent (2%) franchise fee on the
gross revenue derived from the distribution, delivery, and retail sale of
electricity and natural gas by franchisees including MidAmerican Energy
Company, or other natural gas providers utilizing the distribution system of
MidAmerican, to customers within the current or future corporate limits of
the City of Iowa City, and to describe the purpose for the revenue collected.

which includes the FY26 Annual Action Plan.

1. Joint meeting with the Community Police Review Board
The following Community Police Review Board (CPRB) members were present for
discussion: Chair Saul Mekies, Vice Chair David Schwindt, Melissa Jensen, and Maureen
Braddock. Individual Board members expressed their views regarding what the role of the
CPRB could be going forward due to the passage of Senate File 311 which prohibits a city
with a civil service commission to establish a board or other entity for the purpose of citizen
review of the conduct of officers which becomes effective August 16, 2025. Individual
Council members asked questions. City Attorney Goers provided information.
Action: The City Council asked the CPRB to consider a formal recommendation regarding
the future of the commission at its July meeting. The Clerk's office will note the item on the
upcoming CPRB agenda. Staff shall initiate Police Department website changes in
anticipation of the August 16t" law changes with a primary goal to clearly lay out all
remaining options for reporting personnel concerns. Changes should be made so that
complaints are no longer filed with the CPRB after their July meeting agenda is published.
2. Clarification of Agenda Items
• [9.e]... Water Service Agreement — Hidden Lakes... City Attorney Goers noted that an
older version of the agreement was mistakenly instead of the latest version, staff was
working to correct that and would be asking Council to make an amendment on the floor
to swap out the two versions during the formal meeting.
3. Information Packet Discussion [June 5, June 121
➢ June 5
(IP2 — Air Quality Testing Update - Memo from 6/2/25 Climate Action Commission
Packet) Councilor Moe thanked staff and the commission for putting together the
memo and stated the findings concerning the smell noted by residents was from a
chemical called Toluene which was not from Procter & Gamble. Individual Council
members expressed their views. City Manager Fruin provided additional information.

Action: Staff will develop a plan to further disseminate the air quality information that
was in the June 5t" Information Packet.
2. (IP3 — 2024 Residential Development Report) Councilor Moe thanked staff for the
report and noted the summary on recent permit trends.

1. (IP5 — Memo from City Manager's Office: Housing Information) Mayor Pro Tern Salih
asked for clarification on the Housing authority Waiting List Update. City Manager
Fruin provided additional information. Individual Council members asked questions.
Action: There will be staff available at the July 81" work session to answer questions
about the Housing Authority waitlist process.
4. University of Iowa Student Government (USG) Updates.
No updates.
5. Local Option Sales Tax Presentation and Discussion [Continued from June 31
City Manager Fruin stated that the majority of the time will be for Council discussion and
noted the memo included in the June 12t" Information Packet (IP3) which answered
questions from the June 61" meeting, included updated ballot language, and attached
affordable housing and non-profit providers' input. Mayor Teague stated City staff was
seeking Council direction on the following: (1) Election Date, (2) Sunset Clause, (3) Use of
Revenues, (4) Allocation of Funds which were included in the memo. Individual Council
members asked questions and expressed their views. Assistant City Manager Lehmann,
City Attorney Goers, and City Manager Fruin provided additional information.
(Councilors moved to item 6 and returned to item 5 after the formal meeting)
6. Council updates on assigned boards, commissions, and committees
No updates.

5. Local Option Sales Tax Presentation and Discussion [Continued from June 31
Council members continued the discussion and provided staff direction.
Action: The City Council directed staff to move forward with refinement of the LOST ballot
language which will be presented again at the July 81" work session. The Council is
targeting a November election with no sunset. Percentage allocations were refined to
include 50% property tax relief, 25% for housing, 15% for community partnerships, and
10% for public infrastructure (including parks and public facilities).

electricity and natural gas by franchisees including MidAmerican Energy
Company, or other natural gas providers utilizing the distribution system of
MidAmerican, to customers within the current or future corporate limits of
the City of Iowa City, and to describe the purpose for the revenue collected.
