Executive Summary:
As directed by Title 9, Chapter 1, Section 3A of the City Code, this is to advise the City
Council of the following action:
Pursuant to Section 9-1-3A (5,12); Establish "Yield" control for Maclan Circle and Maclan
Court at the intersection with Deer Creek Road. Establish "Stop" control for Deer Creek Road
at the intersection with Camp Cardinal Boulevard. Establish a "No Parking Any Time" parking
prohibition on the inside of Maclan Circle and the south side of Deer Creek Road between
Camp Cardinal Boulevard and Camp Cardinal Road.
Background / Analysis:
This action is being taken to establish traffic control and implement parking prohibitions in the
Cardinal Heights - Parts One and Two Subdivision. The resolution to accept the completion of
public improvements, including the storm sewer, water main, and paving for the subdivision,
was approved at the City Council meeting on June 17, 2025.

Prohibit parking on the southwest side of the 2100 block of Willenbrock Circle

Executive Summary:
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City
Council of the following action:
Pursuant to Section 9-1-3A (10); Establish a "No Parking Any Time" parking prohibition on
the southwest side of the 2100 block of Willenbrock Circle from the end of the street to a
point approximately 75 feet northwest.
Background / Analysis:
This action is being taken to improve driveway access to the multi -family units at the end of
the 2100 block of Willenbrock Circle. When vehicles park on the southwest side of
Willenbrock Circle, it becomes difficult for large trucks to access the rear of the building,
resulting in ongoing rutting in the right-of-way. City staff notified the Peninsula Neighborhood
Architectural Review Board of the proposed parking change.
