Job Summary
Manages Revenue division staff and Occupational Health and Safety Specialist. Responsible for
City-wide risk management.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Manages Revenue department staff and Occupational Health and Safety Specialist.
• Determines work priorities, staffing needs, reviews timesheets and approves vacation
requests, and monitors service levels.
• Provides and promotes quality customer service.
• Signs up customers for services and answers questions and complaints from the public
and City employees concerning City policies and procedures regarding utility services;
resolves customer problems and issues.
• Manages the timely and accurate utility and landfill charge account billings and
collections systems, financial reconciliation and receipting receivables for the City.
• Makes decisions and/or recommendations on claims against City.
• Oversees worker compensation program and occupational safety program as well as
City-wide risk management.
• Procures cost effective insurance.
• Assists in the development of budget requests and division goals, monitors budget
expenditures, approves purchases.
• Prepares weekly and monthly utility reconciliations.
• Compiles and analyzes service level and departmental statistics.
• Facilitates staff training and development.
• Determines computer program needs and develops changes with division personnel and
information technology staff.
• Provides in-house claims administration for incidents involving loss of insured and
uninsured public property like tornado or flood damage.
• Coordinates research and documentation of incidents.
• Initiates recovery/subrogation claims with individual persons and insurance companies,
coordinates and tracks restitution requests through the County Attorney’s Office.

• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs all other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience. Degree in Business, Accounting, or related.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven years of related experience and/or equivalent combination
of education and experience. Experience in customer service and/or risk management.
Supervisory experience.
• Certified Risk Professional.
Knowledge, Skills, and Abilities
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to
practical situations.
• Ability to coordinate efforts among staff and other departments.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to develop and present mathematical budget and billing information.
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
• Ability to read and understand financial materials, business periodicals, professional
journals, technical procedures, or governmental regulations.
• Ability to reliably and predictably carry out duties.
• Ability to work with mathematical concepts such as probability and statistical inference,
and fundamentals of plane and solid geometry and trigonometry.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of computer systems and software applications (Microsoft Office – Word,
Excel, Outlook), billing systems, financial records, statistical reporting, and public sector
administration.
• Knowledge of insurance industry and risk management practices.
• Skills in management, supervising others, organization, mathematics, analysis, oral and
written communication, and basic computer skills.
• Skills in verbal and written communication, listening, planning, and organization.
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for

the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
