HomeMy WebLinkAboutMPOJC Executive DirectorUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: MPOJC Director Department: Neighborhood & Development Services Division: MPOJC Supervisor: Neighborhood & Development Services Director FLSA: Exempt Civil Service: No Pay Grade: 31 Job Number: 3103 Job Summary Directs the operational, financial and personnel activities of the Metropolitan Planning Organization of Johnson County (MPOJC). Serves as executive director of the MPOJC as well as the Transportation Planner for the City of Iowa City and supervises Iowa City-specific programs and services. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Directs the activities and programs of the Metropolitan Planning Organization, MPOJC, which services twelve municipalities, the University of Iowa, and Iowa Department of Transportation; provides leadership for all MPOJC operations and administrative functions. • Prepares and manages budget for the MPOJC division and participates in capital improvement planning. • Directs and assists in project work in transportation planning; offers traffic planning services to all MPOJC entities; provides transit planning and grant administration services to three public fixed-route transit systems; coordinates transportation and land use planning for the urbanized area. • Oversees and directs staffing and support for the MPOJC Urbanized Area Policy Board and other MPOJC committees, including agenda preparation, information packet preparation, minutes and other activities as directed by the Board. • Coordinates and administers grant applications on behalf of Iowa City for transportation- related projects and for other MPOJC entities upon request. • Assists in daily operations of the department; assists in coordination and integration of work tasks of MPOJC with other departments. • Coordinates directly with the Iowa City Public Works department on right of way signage and signals. • Responds to requests, comments and inquiries from the public, Council members, the media and members of various boards, commissions, and inter-governmental agencies for all MPO and transportation related inquiries. Updated: August 2025 (Admin Review) • Coordinates/negotiates and maintains positive working relationships with federal and state transportation officials, and officials from other Iowa municipalities; assures compliance with all applicable regulations of the Federal Highway Administration, the Federal Transit Administration and the Iowa Department of Transportation, including long- and short-range analysis and required administrative documents such as the Transportation Improvement Program, Transportation Planning Work Program and Long Range Transportation Plan. • Researches and provides analysis for public entities in the Metropolitan Planning Organization including, but not limited to traffic studies, traffic analyses, traffic calming, traffic signal timing, etc. • Manage Right of Way signs, traffic signals and overhead streetlights and provide development review for transportation concerns in Iowa City. • May perform duties of Neighborhood & Development Services Director in his/her absence. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or a Master’s degree and one to three years of related experience; or seven to nine years of related experience and/or equivalent combination of education and experience. Degree in Urban Planning, Transportation Planning, Civil Engineering, or related. Experience in municipal planning, transportation planning, construction or building trades. • Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and five years of related experience; and/or equivalent combination of education and experience. Supervisory experience. • American Institute of Certified Planners (AICP) Certification. Knowledge, Skills, and Abilities • Ability to analyze a variety of alternatives and make long range planning recommendations based on benefits to the community. • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathematical budget information and benefit/cost analysis. Updated: August 2025 (Admin Review) • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors, commissions, or elected officials. • Ability to read and understand technical materials, reports and journals, and analyze the most complex documents. • Ability to reliably and predictably carry out duties. • Ability to respond effectively to the most sensitive inquiries or complaints. • Ability to work with mathematical concepts such as probability and statistical inference. • Ability to write speeches and articles using original or innovative techniques or style. • Knowledge of municipal planning techniques and principles and the general workings of state and federal programs in transportation and land use. • Knowledge of relevant provisions of federal, state and local law and current administrative techniques and practices. • Skill in planning, reasoning, conflict resolution, and verbal and written communications. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
