HomeMy WebLinkAboutAssistant Superintendent - Streets & Traffic EngineeringUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Assistant Superintendent of Streets & Traffic Engineering Department: Public Works Division: Streets & Traffic Engineering Supervisor: Superintendent of Streets & Traffic Engineering FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2703 Job Summary Manages and supervises the work crews in the construction, maintenance and repair of City streets and related facilities as well as traffic signals, roadway lighting, signage and pavement markings. Street maintenance and repair includes items such as pothole patching, crack sealing, alley grading and repairs, storm sewer intake cleaning and repairs, pavement removal and replacement, street sweeping, leaf collection, and snow plowing. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Investigates and resolves resident complaints and inquiries relating to Streets and Traffic Engineering crew activities. • Distributes City request forms and resident action request/complaint forms to proper staff. • Assists in estimating and coordinating labor, equipment and materials for the Streets and Traffic Engineering operations. • Maintains work records for the Streets and Traffic Engineering activities. • Plans, assigns and reviews the work of staff in construction and maintenance of streets, signage, pavement markings and traffic signals. • Monitors equipment conditions and coordinates repair activities. • Assists in the development of budget requests and division goals, monitors budget expenditures. • Updates uptown sweeping and alley maintenance staff schedules. • Determines construction limits and submits Iowa One Call locations for existing utilities 48 hours in advance of construction. • Assists with the development of press releases for street construction projects. • Orders and coordinates the payment of various supplies within budget. • Utilizes computer software including Microsoft Word, Excel, Outlook, Cartegraph, Munis and Kronos to create documents, reports, and correspondence, manage workflow approvals, and to manage division time entry and payroll. • Coordinates traffic control devices required for parade/public assembly permitted events. Updated: August 2025 (Admin Review) • Reviews incident reports for on-the-job incidents/injuries as they occur. • Compiles, monitors, shares on-going safety related agenda and issues for monthly meetings as well as required certifications and compliance to OSHA regulations. • Oversees concrete panel replacement, pothole repairs, crack sealing, and leaf program. • Oversees snow removal operations and coordinates plowing and snow pickup with other Divisions, Departments, and outside partners. • Assists with oversight of various contracts within the division. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Degree in Engineering, Construction, or related. Experience in construction, engineering, street maintenance, or equipment maintenance. • National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years of hire. Valid State of Iowa driver's license with satisfactory driving record. Must be 18 years of age. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the position. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to perform preventive maintenance on vehicles and equipment such as backhoes, utility trucks, dump trucks and concrete trucks as well as assorted hand tools. • Ability to read and understand work orders and equipment manuals, professional journals, technical procedures, or governmental regulations. • Ability to read, measure and calculate types and sizes of materials needed for repair or utility cuts and ability to reason amount of time that will be used in the process. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of street construction, maintenance, and repair. Updated: August 2025 (Admin Review) • Skill in the operation and maintenance of equipment used in the repair and maintenance of streets and alleys. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
