Job Summary
Along with the Director of Transportation Services, directs the operational and personnel
activities of the Transportation Services Department. Provides the public with a system of clean,
safe, and convenient transportation services, in a cost-effective manner.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Assists in planning, directing, coordinating, and supervising work activities of
department staff, schedules vacations, sick leave and other leaves, works with
operations supervisors to direct activities over all operational areas.
• Assists in research and proposal of all service expansion.
• Monitors collection and handling of department revenues, collects and maintains
various operation statistics, compiles reports, reconciles receipts, coordinates monthly
permit sales program,
• Assists in preparation of department’s proposed budget, monitors approved
expenditures, prepares bids and requests for proposals for products and services.
• Assures compliance with American with Disabilities Act.
• Represents the City in meetings with the public, community groups and other
government agencies.
• Completes administrative paperwork in a timely manner, including check requests,
payroll charges, invoices, and memos.
• Responds to and resolves inquiries, requests and complaints from the public, private
contractors, and outside agencies regarding City related policies and issues.
• Meets with federal and state elected officials related to current legislation or grant
requests.
• Reviews various performance factors, plans, coordinates and oversees with Director of
Transportation Services to improve financial performance and enhance short term and
long-term operations, interacts with other departments, the City Manager and City
Council for purposes of managing and enhancing services.
• Manages City contracts with condo owners at Tower Place parking facility and renters at
Court Street Transportation Center.

• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combination of education and experience. Degree in Business Administration or related.
• Valid State of Iowa driver’s license with satisfactory driving record. Valid Iowa Class B
commercial driver's license with air brake and passenger endorsement required within
90 days of hire. Meet federal drug testing requirements. A pre-employment drug screen.
Must be 18 years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience. Experience in public transit administration.
Knowledge, Skills, and Abilities
• Ability to analyze technical and statistical information, research information, and
formulate practical plans and solutions to a problem.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, and percentages.
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to exercise sound judgment and discretion when managing complex and sensitive
issues.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to read and understand written materials, maps and reports, professional
journals, technical procedures, or governmental regulations.
• Ability to reliably and predictably carry out duties.
• Ability to settle disputes and deal effectively with the public.
• Ability to settle labor disputes and deal effectively with the public.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to supervise and motivate employees.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of City codes, union contracts and facility and equipment maintenance
procedures.
• Skill in team building.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).

Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.

The noise level in the work environment is usually moderate. Duties are generally performed in
