1. Clarification of Agenda Items

4. Public Art Advisory Committee (PAAC) Strategic Plan presentation
Economic Development Coordinator Varley introduced the Committee Chair. Public Art
Advisory Committee Chair Truitt presented a PowerPoint on the following:
• General Observations
• Planning Process Timeline
• Maintenance & Stewardship
• Artist Workforce & Local Creative Economy
• Strategic Partnerships & Funding
• Place -Based Expansion & Community Access
Individual Council members asked questions. Truitt and Varley provided additional
information.

5. Discussion of Community Police Review Board (CPRB) Senate File 311
Recommendation
City Manager Fruin noted the recommendation from the CPRB which was included in the
July 31 Information Packet (IP4) and asked for Council direction.
Council discussed the future of the Citizens Police Review Board (CPRB) in light of new
state law (SF 311) prohibiting citizen boards from reviewing police conduct.
Councilors discussed dissolving the Community Police Review Board in light of new state
law (SF 311) prohibiting citizen boards from reviewing police conduct. The CPRB
unanimously recommended dissolving the Board and replacing it with a police -led, informal
advisory group for community outreach and policy discussion. While some supported the
change for its flexibility and dialogue potential, others worried police -led meetings might
discourage participation and suggested adding non -police facilitation or broader community
involvement. The council agreed to accept the recommendation while pursuing continued
public engagement and accessibility.
Action: Staff will draft the City Council action to dissolve the CPRB and place that on the
August 191h agenda for first consideration. The City Manager and Police Chief will provide
the City Council more information on planned outreach efforts.
