Call to Order
Miller called the meeting to order at 3.30 p.m.

Consider minutes of the February 1, 2024 PAAC meeting.
Seydell Johnson moved and Endsley seconded that the minutes from the February 1 ,
2024, meeting be approved. Motion passed (6-0).
Presentation & discussion on Johnson County's Lulu Merle Johnson exhibit
Kilburg Varley introduced Rebecca Conrad, historian, and Sonya Jackson, family
member of the late Lulu Merle Johnson, the eponym of Johnson County. Conrad shared
that the Johnson County Board of Supervisors is pursuing a public art installation and
exhibit at the Johnson County Administrative Building to honor Lulu Merle Johnson.
Jackson also shared more about Lulu Merle Johnson's life and how it has inspired the
project. They presented preliminary renderings of the proposed indoor/outdoor
exhibition and invited comments and questions.
Committee members shared feedback about including benches to make it an inviting
destination, locating it for optimal visibility and accessibility, and including a QR code or
other information about nearby historical sites, such as the Tate Arms House. Conrad
also shared that the exhibit could be incorporated into existing local Civil Rights tours.
Judy Nyren delivered public comment suggesting it could also be incorporated into
neighborhood bike tours. The Committee thanked Conrad and Jackson for their
presentation.

History Art Project

Kilburg Varley asked Committee members to discuss viability of the three responses to
the Request for Qualifications and mentioned Judy Nyren, president of the Lucas Farms
Neighborhood Association was also present and available for questions. Kilburg Varley
shared that she had received feedback from a local business owner and Indigenous
organizer that the Request for Proposals posed a cultural barrier for potentially
interested Indigenous artists. This same individual suggested making a connection with
the Meskwaki school on a possible public art project collaboration. Johnson and Miller
shared that they did not feel the responses to the RFQ were of sufficient quality for
consideration. The Committee members asked Kilburg Varley to explore alternative
pathways forward through partnerships, such as with the school.
Outreach & Engagement Subcommittee Update
Endsley shared the subcommittee discussed and is planning to conduct outreach with
local non-profits about the Public Art Matching Grant opportunity and to conduct a
informational webinar about the grant program.
Jung shared the subcommittee also discussed convening a meeting of key arts and
culture stakeholders to discuss the vision for public art in Iowa City and to provide
feedback on what they would like the PAAC to focus on and prioritize.
Staff Updates
Kilburg Varley mentioned the Public Art Matching Grant application period remains open
until March 15, 2024 and also encouraged Committee members to help promote the two
PAAC vacancies.
Kilburg Varley also shared there has not been progress on the South District Bus Stop
Bench Program.

Re: Sculptor's Showcase for 2024 - 2026
The Iowa City Sculptor's Showcase is a recurring program offered by the Public Art Advisory
Committee (PAAC). Under the program, interested artists are invited to submit pieces for
consideration and the PAAC reviews and selects submissions for temporary installation on one
of the eight pads located throughout the Iowa City community.
To date, selected pieces have been installed by the artist for a one-year display with an
honorarium of $1,500. Last year, the PAAC initiated a discussion about transitioning the
Sculptor's Showcase program from a one-year display to a two-year display, with an increased
honorarium. This change would achieve the following:
• Provide artists an opportunity to showcase their work for longer in one place, thus
reducing the resources asked of them for installation, removal, and transport.
• Free up additional staff and budget capacity in the off-years for investment in other
public art priorities.
• Balances burden on other City departments who support the program through
installation, removal, maintenance and promotions: Parks & Recreation, Public Works,
and Communications.
The currently presenting sculptors are contracted for removal of their pieces in July of 2024.
With the proposed change to a two-year cycle, the next round of sculptures would be installed
in August 2024 and remain on display until their removal in July 2026.

If the Committee is supportive of these changes, Staff will proceed with updating and releasing
the call for submissions in mid-April 2024. The PAAC will review submissions at the June 2024
meeting and agreements will be signed with the selected artists for installation in July/August
2024.
Lucas Farms Neighborhood' Indigenous History Public Art Project
My name is Delonda Pushetonequa and I am a Meskwaki tribal member currently residing on
the Meskwaki Settlement. I teach business at the Meskwaki Settlement School, I have had
several discussions with Debra Shore, art teacher, Travis Spiker, industrial tech teacher, Clyde
Tarrance, principal, Heath Brown, teacher and tribal member about collaborating on this project_
It is our intention to work collaboratively with Meskwaki Settlement School middle and high
school students to complete this art project.
Meskwaki wikiyabi is one form of housing historically used by the Meskwaki people, and is still
utilized today. When we think of Meskwaki history we thinly of our lodges, more so the wikiyabi
such as the one below that kept us safe from the harsh winters throughout time immemorial.

Meskwaki wikiyabi in itself tells the story of the day in a life of a Meskwaki before modern
times. Our proposal centers around building a wikiyabi that gives a glimpse into this daily life.
The wikiyabi would be approximately 8 ft tall and 15 feet long ( size can be expanded or
minimized if needed)_ The structure would be covered and could either be fully enclosed or have
half the structure covered with the frame of the structure showing on the other half in order to
peer into the structure from the outside. Inside of the lodge would contain metal cut out images
of commonly used items, and Meskwaki persons adorned in traditional clothing.
A second option is a single "wall" that has an outside image of the wikiyabi on one side and an
inside view on the other with the same images as described above.
Materials used will include aluminum, tin, or other metal substitutes to create the structure and
images. The use of pottery is also an option for the commonly used items, but not necessary.
Below are examples of previous art works done in collaboration with Meskwaki Settlement
students and show case our abilities to complete this project at the school,
