PROCLAMATION
Whereas, September 17, 2025 marks the two hundred and thirty-eighth anniversary of
the drafting of the Constitution of the United States of America by the Constitutional
Convention; and
Whereas, it is fitting and proper to officially recognize this magnificent document and
the anniversary of its creation; and
Whereas, Public Law 915 guarantees the issuing of a proclamation each year by the
President of the United States of America designating September 17" through the 23`^ as
Constitution Week; and
Whereas, the Constitution has been amended from time to time to define basic rights,
to extend those rights to all persons, and to modify other specific aspects in light of
contemporary concerns; and
Whereas, it is fitting and proper to officially recognize the patriotic celebrations
which will commemorate the occasion.
Now, therefore, I, Bruce Teague, Mayor of the Iowa City, Iowa do hereby
proclaim the week of September 17-23, 2025, to be
Constitution Week
in Iowa City and reaff nn the ideals of the Framers of the Constitution had in 1787 by
protecting the freedoms guaranteed to us through this guardian of our liberties.

PROCLAMATION
Whereas, this September, Iowa City, Iowa — and the broader Johnson County
community — will come together to find common ground with our neighbors, seek
similarities within our different cultures and perspectives, and deepen our commitments
to building a stronger and more resilient Iowa City and Johnson County; and
Whereas, we are much stronger when we embrace our similarities and differences, and
the members of our community will do just that by sharing food, music, art, conversation,
and more throughout the week; and
Whereas, while this week provides an opportunity to pause, reflect, and plan for the
next phase of welcoming work in Iowa City and Johnson County, our communities
prioritize a spirit of welcoming year-round. Welcoming is a core part of who we are and
who we have always been, and Iowa City and Johnson County will continue to choose
connection, courage, and love over division, fear, and hate.
Now Therefore, I, Bruce Teague, Mayor of Iowa City, hereby proclaim September
12 — September 21, 2025, as
Welcoming Week
call upon the people of Iowa City and Johnson County to join together to build stronger
communities across Iowa City and Johnson County.

Whereas, the African Festival of Arts and Cultures celebrates the richness, vibrancy,
and diversity of the African continent, honoring the histories, traditions, and contributions
of African and African diaspora communities in Iowa City and beyond; and
Whereas, the Festival provides an extraordinary opportunity for residents and visitors
to experience African music, dance, art, food, storytelling, and fashion, fostering cross-
cultural understanding, dialogue, and appreciation; and
Whereas, the Festival serves as a platform to uplift the achievements, resilience, and
creativity of African immigrants and African Americans, while strengthening bonds
among neighbors and building a more inclusive, welcoming, and united community; and
Whereas, Iowa City values diversity, equity, and cultural exchange, recognizing that
celebrations such as this enrich the social, cultural, and economic fabric of our city, and
reflect our shared commitment to justice, belonging, and mutual respect; and
Whereas, the Second Annual African Festival of Arts and Cultures - made possible
through community partnerships and collective vision - highlights the dedication of Iowa
City residents, organizations, and leaders to amplifying voices, traditions, and
perspectives from across the African continent.
Now Therefore, I, Bruce Teague, Mayor of Iowa City, hereby proclaim October 4,
2025,as
African Festival of Arts and Cultures Day
in Iowa City, and encourage all residents and visitors to join in celebrating the heritage,
cultures, and contributions of Africa, which continue to strengthen, inspire, and enrich
our community.
