Consider minutes of the July 10, 2025 PAAC meeting. Baird noted an error in the attendance sheet. Finer moved and Jung seconded that the amended minutes from the July 10, 2025 meeting be approved. Motion passed (6-0). South East Junior High Longfellow Tunnel Painting Project Southeast Middle School art teacher Rachael Arnone presented the murals designed and selected by the 7th and 8th grade students for the 2025 Longfellow Tunnel painting project. Note that Nate Sullivan and Stephanie Brunia joined the meeting during this agenda item. Local Option Sales Tax Presentation City Manager Geoff Fruin provided a presentation to the Committee regarding the 1% Local Option Sales Tax ballot measure that City Council voted to include in the upcoming November 4 election. The presentation included an overview of LOST, mechanics of the tax, and proposed uses for revenue. Following the presentation, Truitt asked how the proposed use to support community partnerships will function. Fruin explained one example could be new or existing grant programs or cost-sharing community partnerships. Baird asked how quickly LOST revenue must be spent once collected and Fruin noted there is no deadline, and funds can be spent immediately or accumulated over time for bigger projects. Staff Updates DRAFT, p.2 Public Art Advisory Committee Mtg, 9/4/2025 Kilburg Varley shared the following staff updates: • An agreement has been signed with the Midwest Arts Conservation Center for restoration and staff training of the bronze sculptures in the downtown and Northside Marketplace. The work will be scheduled for the Spring 2026. • The City Engineering Division is assisting with entering the public artworks and data collected through the Public Art Condition Assessment into the City’s asset management software. This will enable better tracking of the artworks and costs, work orders, or maintenance associated with them. • In partnership with the Communications team, a social media content calendar was developed to help highlight public art efforts and reactive existing works. The 1st Wednesday of the month will be the posting day. The first post, which featured the “Dorothy” sculpture and a “Guess this Artwork” quiz achieved a great rate of success, with some of the highest views and engagement of all City social posts in recent months. • The reveal of a the mural funded through a Public Art Matching Grant at the Iowa City Bike Library will occur this evening and all are invited. • Looking ahead, staff noted it would be good to discuss priorities for the 2026 Public Art Matching Grant Program in light of the new strategic plan. Additionally, conversations have begun with the Senior Center on a potential new collaboration which will come before the Committee soon. Old or New Business None. Traditionally, preparation for the grant program begins in the fall, the grant application opens shortly after the new year, and awards are made in early Spring. With the PAAC’s recent adoption of the FY26 – 30 Public Art Strategic Plan, it is a good time to think strategically about the upcoming Public Art Matching Grant round and any desired priorities or changes the Committee would like to see. To aid in this discussion, I have attached several supporting documents to this memo. Please review in advance of the October 2 PAAC meeting and come prepared to discuss your comments and ideas. As a reminder, earlier this year the PAAC decided to set aside approximately $15,000 of the Public Art budget for the 2026 Matching Grant Program. We envision a vibrant public art ecosystem that enhances civic life, supports local artists, and fosters meaningful community connections. SUSTAINABILITY & STEWARDSHIP: Preserve and care for existing assets while building a future-ready public art collection. COLLABORATION & CREATIVITY: Maximize impact through partnerships, innovation, and resource-sharing. The program is available for art projects (visual, audio or performance based) that are located in Iowa City and accessible to the general public. Timeline: All projects must be completed during calendar year 2025. • January 10, 2025: Application period opens • March 14, 2025: Applications due by 11:59pm • Late March: PAAC members to review applications and score (See “Review Process” below) • April 3, 2025: Make funding decisions at April PAAC meeting (see “Review Process” below) Funding: PAAC can allocate up to $25,000 • 50/50 matching grant o Maximum grant award: $4,000 (total project costs of at least $8,000) o Minimum grant award: $500 (total project cost of at least $1,000) Application: Applications will be accepted via online form (see attached). Review Process: 1. Submissions will be scored independently by the Iowa City Public Art Advisory Committee (PAAC) members using the Public Art Matching Grant Evaluation Rubric. Each member must submit scores/comments to the Iowa City Public Art Coordinator (or designee) by March 28, 2025. 2. The Public Art Coordinator (or designee) will compile scores and comments (anonymously) and present a ranking of applications at the April 3, 2025 Public Art Advisory Committee meeting. PAAC will discuss, determine, and approve final funding awards. These are 50/50 matching grants, meaning the grant funding shall not exceed more than 50% of the total project costs. The maximum matching grant award is $4,000 (towards a total project cost of at least $8,000). The minimum matching grant award is $500 (towards a total project cost of at least $1,000). The grant program is intended to help catalyze projects which could not move forward without Public Art Matching Grant funding. What funding sources can be used as “match” for the grant? A minimum 50% match is required. Other non-City grant funds, donations, organizational or personal contributions, and/or in-kind services, commodities, or supplies are all eligible sources of matching funds. Proposals which leverage a higher percentage of non-City funding sources or demonstrate diverse financial commitments may score more competitively. When must the funds be spent? All projects must be completed, and all expenses paid, by December 31, 2024. ELIGIBILITY: What are the goals of the program? The Public Art Matching Grant program is intended to foster creativity, enhance the community’s image as an arts and cultural hub, and increase access and opportunity to public art in Iowa City. Public Art Matching Grant projects should advance the priorities outlined in the Public Art Strategic Plan and Public Art Management Guidelines. Who can apply? Almost anyone can apply: organizations, schools, individuals, non-profits, arts and culture organizations, privately owned/operated businesses, neighborhood associations and individual artists may apply. What is most important is that the project meets the goals of the program, takes place within Iowa City, and is freely accessible to the public. Even then, the review committee may give higher preference to those projects or applicants which have not received funding before. Past project examples include free musical performances, murals, pop-up painting events, art festivals, neighborhood art projects, temporary and pop-up art installations. Be creative! Are there any projects that are NOT eligible for grant funding? Although you will not be scored on this, the Public Art Advisory Committee is interested in funding a diverse mix of project types which incorporate one or more of the following:  Functional Art: Art that also serves a practical, everyday purpose (i.e. bench, lighting, shelter, timepiece, etc.)  Unexpected Art: Art that offers an element of surprise, perhaps occuring at a place or time where it is unexpected.  Participatory Art: Art that directly engages the audience in the creative process, so they become participants in the event (i.e. an interactive performance or participation in creation of an artwork).  Ephemeral Art: Art that is intended to be temporary, short-lived, or disappear over time. Updated January 2025  Contemplative Art: Art that encourages self-reflection and mindfulness. Where can funded projects be located or performed? Any installations or performances awarded Public Art Matching Grant Funds must take place within Iowa City. Projects may be located on public or private property but must remain free and openly accessible to and viewable by the public. Do I need to obtain any approvals or permissions for my project in advance? Yes. If you are proposing your project take place on public or City-owned property, you must obtain prior approval from the appropriate department(s) prior to submitting an application. If you are unsure what approvals are necessary, please contact the Neighborhood Outreach & Engagement Specialist at tharrington@iowa-city.org. If your project will take place on private property, you are responsible for contacting and obtaining prior approval from the private property owner and providing proof of that authorization in the grant application form. Please note that some private property (such as retaining walls), may be located in public right-of-way. In this case, you would also need to obtain approvals from the City in advance. If you are unsure if this is the case, please contact the Neighborhood Outreach & Engagement Specialist at tharrington@iowa-city.org. Some awarded projects may be required to obtain additional approvals or permits, at the City’s discretion. These requirements would be outlined in the grant agreement after selection decisions are made. Can I charge admission or a fee for individuals to access the public art project? No. Projects awarded Public Art Matching Grant funds must be free and openly accessible to the public. Proposals which result in personal profit or gain for the applicant will not be considered. PROCESS & REVIEW Who will review my application? The Iowa City Public Art Advisory Committee (PAAC) will review all applications based on a scoring rubric and make final decisions during a PAAC meeting. What criteria will my proposal be judged on? Please review the 2025 Public Art Matching Grant Scoring Rubric for more details about the criteria that proposals will be evaluated against. Should we submit a letter of support? The application includes a section for you to upload a letter of support, if you wish. Letters of support should be provided if you are working with any project partners and/or the project will take place on private property requiring property owner approval and cooperation. Any other letters of support which speak meaningfully to the need or benefit of your project are also welcome. When will applicants be notified of selection decisions? All applicants, regardless of whether they are being awarded funding, will be notified by May 1, 2025. What terms will successful applicants need to agree to? Awarded applicants will sign a grant agreement with the City agreeing to a completion timeline, scope of work, final report, reimbursement process, and any additional requirements or permits deemed necessary.
