On or after October 13, 2025 the City of Iowa City will submit a request to the U.S. Department of
Housing and Urban Development for the release of Community Development Block Grant (Grant #B-25-MC-19-0009) funds under Title I of the Housing and Community Development Act of 1974,
as amended to undertake the following projects:
Project Title: FY26 Rental Rehabilitation Activity – 1310 Foster Rd.
Purpose: This project consists of funds from the city’s CDBG allocation for the Iowa City
Housing Authority to rehabilitate a multifamily rental building at 1310 Foster Rd. Units are rented to LMI households. Improvements may include: 1) exterior paint, 2) siding repair, 3) window replacement. Location: 1310 Foster Rd., Iowa City, Iowa Estimated Cost: CDBG program funds of $125,000. Total project cost of $200,000

The Environmental Review Record (ERR) will be made available to the public for review electronically or via U.S. Mail. Please submit your request by U.S. mail to the Neighborhood
Services Department, City of Iowa City, 410 East Washington Street, Iowa City, IA 52240 or by email to sturnbull@iowa-city.org. The ERR can also be accessed online at the following website:
www.icgov.org/actionplan. An ERR that documents the environmental determinations for these projects is on file at the Neighborhood and Development Services Department, City of Iowa City,
410 East Washington Street and may be examined or copied weekdays 8A.M. to 5P.M.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record
(ERR) documents the environmental determinations for this project.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Iowa City Department of Neighborhood and Development Services. All comments received on or by
October 12, 2025 will be considered by the City of Iowa City prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The City of Iowa City certifies to HUD that Geoff Fruin in his capacity as City Manager consents to
accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.
HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows recipients to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Iowa City’s certification for a
period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not
executed by the Certifying Officer of the City of Iowa City; (b) the City of Iowa City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the
grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of
funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD office at
CPDRROFOMA@hud.gov. Potential objectors should contact HUD via email to verify the actual last day of the objection period.
