HomeMy WebLinkAboutHousing Financial CoordinatorUpdated: November 2025 CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Housing Financial Coordinator Department: Neighborhood and Development Services Division: Neighborhood Services Supervisor: Housing Administrator FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2732 Job Summary Assists in directing the operational, financial, and personnel activities of the Housing Authority. Assists in financial oversight and compliance across federally funded housing programs, including Public Housing, Housing Choice Voucher Programs, and other Affordable Housing programs. Responsibilities include supervision of Housing Authority accounts payable and receivable, grant accounting, financial analysis, prepares annual audit work papers, and ensuring compliance with HUD and GAAP standards. Essential Job Duties and Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Instructs, advises, and trains to support staff in proper financial and compliance methods and procedures. • Assists Housing Administrator in preparing and monitoring Housing Authority budgets • Prepares and submits financial data to HUD systems such as the Voucher Management System (VMS), Financial Data Schedule (FDS), EPIC, and eLOCCS. • Prepares and submits the annual REAC (Real Estate Assessment Center) Financial Assessment Subsystem (FASS) submission in accordance with HUD deadlines and formatting requirements. • Reconciles financial activity for Housing Authority accounts payable, accounts receivable, tenant rent collections, and HAP disbursements. • Calculates, records, and monitors Family Self-Sufficiency (FSS) escrow deposits in accordance with HUD regulations; ensures timely and accurate monthly deposits and reconciliations. • Manages month end processing and closing activities and prepares financial statements for HUD and internal use. • Coordinates with Accounting on maintaining chart of accounts and program/project ledger for HUD grants and capital projects. • Reviews and monitors federal grants (e.g., Capital Fund, FSS, HCVP), determines expense eligibility, consults with other City departments, prepares drawdown requests, and compiles required financial reports. Updated: November 2025 • Audits grant-related financial activity across programs and ensures compliance with HUD Uniform Guidance. • Verifies the accuracy of reporting activities and assists in making corrections. • Assists in the coordination and preparation of materials for the Annual Comprehensive Financial Report • Conducts internal financial reviews and prepares billing for program cost-sharing activities. • Coordinate and arrange for continuous Housing Authority front desk coverage • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs all other related duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Degree in Accounting. Experience in accounting. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or seven years of related experience and/or equivalent combination of education and experience. Experience in financial analysis, in federal grant accounting, and/or HUD programs. Knowledge, Skills, and Abilities • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions. • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, ability to develop and present mathematical and statistical information. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to operate standard office equipment. • Ability to read and interpret technical materials, reports, journals, and government regulations. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of generally accepted accounting principles, governmental accounting, and auditing principles and procedures. Updated: November 2025 • Skill in financial analysis and related problem solving, ability to summarize data and meet required deadlines. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and financial management software. Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
