ICAAR Days on Market Trends: ICAAR collects data
about how long homes are listed for sale on the market. In
Feb. 2025, the median Days on Market (DOM) in Iowa City
was 36 for single-family (up 38.5% from Feb. 2024) and
was 28 for condominiums (up 24.4%). While DOM
increased this past year, these numbers still suggest many
homes are selling relatively quickly, and there is a strong
demand for housing compared to supply.
May 1, Utility Expenses: The cost of utilities is an important
2025 component of monthly housing expenditures. The Iowa
Finance Authority (I FA) recently funded a dashboard that
allows public utility providers in Iowa to compare water and
sewer rates from FY23. For a residential customer using
5,000 gallons of water and sewer service, Iowa City
monthly rate is $60.73 which is in the lowest 20% of bills
charged (the median in Iowa is $85.60). When a residential
customer only uses 4,000 gallons of water and sewer
service, Iowa City's rate drops to the lowest 10% of bills
charged at $50.30 (compared to the Iowa median of

FY23, this highlights the comparative affordability of Iowa
City's water and sewer service.
May 15, ICAAR Inventory and Sales Trends: ICAAR collects data
2025 on several housing market variables by city. The April 2025
data shows that active inventory of homes for Iowa City is
up 54.5% compared to April 2024 while closed sales are
down 20% for that same period. This data suggests fewer
buyers may be participating in the market.
May 29, Household Size: Household size affects housing needs
2025 within a community. For example, larger households may
require homes with more bedrooms and living space,
whereas smaller households, such as singles or couples
without children, can drive demand for smaller units. In
2023, 37% of Iowa City households consisted of 1 person,
35% consisted of 2 persons, 14% consisted of 3 persons,
and 13% consisted of 4 persons. However, there is a
reciprocal relationship: smaller units may attract smaller
households rather than small households driving the
demand for smaller units.

Price -to -Income Ratio: Every year, Harvard University
publishes a State of the Nation's Housing report. One
metric it uses to quantify affordability is the Price -to -Income
Ratio which compares the median sales price of existing
single family homes to the median household income within
each housing market. A ratio of 3.0 (i.e. the median home
sales price is 3 times the median income) is traditionally
considered affordable. Higher ratios are considered less
affordable. In 2024, the ratio for the Iowa City metro was
4.25, which is the second year in a row above 4.0. Since
1980, Iowa City has been primarily in the 3.0 to 3.9 range.
Income Limits: Each year, the U.S. Department of
Housing and Urban Development publishes income limits
for federally assisted housing based on the Area Median
Income (AMI) for each metropolitan area. Households
earning less than 80% AMI are classified as low income,
while those earning below 60% AMI are often prioritized for
federally assisted rental housing. As of June 1, 2025, a 4-
person household in Iowa City is considered low income if
their annual income is below $94,550 (80% AMI). The 60%
AMI threshold is $70,920 for a 4-person household. These
limits represent a 3.1 % increase from 2024.
August 14, 1 Resident Mobility: Resident mobility shapes housing
2025 markets by influencing demand, turnover, and
neighborhood stability. Younger adults, including university
students and early -career professionals, move more
frequently, while older adults tend to pursue more stable
housing. In Iowa City, only 45% of adult Gen Z'ers (aged
18-29) lived in the same house the year before, compared
to 79% of Millennials (aged 30-44), 89% of Gen X'ers (aged

Housing & Shelter Services. The United Way of Johnson , Stronger Together
and Washington Counties recently published a Community
Needs Assessment, which includes an impact goal for
everyone to have safe, stable housing that they can afford.
One metric they tracked was the number of people seeking
formal housing services or shelter. Their data indicates
2,194 people in Johnson County sought services in 2023.
Approximately 26% were children under 18, 9% were youth
aged 18-24, 50% were adults aged 25-54, and 15% were
adults aged 55+. Note that many individuals facing housing
instability utilize informal housing methods, so this data
does not reflect the full needs present in the County.

Iowa City Housing Authority Waiting List Update
Data on the Housing Choice Voucher (HCV) and Public Housing (PH) waitlists is provided monthly
by the Iowa City Housing Authority (ICHA). ICHA prioritizes applicants using criteria reviewed and
approved by City Council, with the top preference category consisting of households that live and/or
work in ICHA's jurisdiction (Johnson and Iowa Counties, and Washington County north of Highway
92) and are elderly, disabled or have minor children. Preference category information is provided
periodically due to technical constraints.
Waitlists are regularly updated consistent with best practice to ensure applicants remain eligible, are
interested in staying on the waitlist, and are accurately classified in the appropriate preference
category. The most recent waitlist update was implemented May 2025.

Introduction
At your Work Session on September 16th, a presentation was given outlining candidate locations
for a project to install flexible bollards to existing bike lanes. This project was included in the
adopted 2024 Iowa City Strategic Plan.
History/Background
Toole Design, one of the leading firms for planning and design of bicycle facilities, was chosen as
the consultant for this project and provided the City with a prioritized list of candidate locations for
installing flexible bollards to enhance the protection of existing bike lanes. As presented, the
project included an analysis of bike lane demand based on population and proximity to
employment, recreation, retail, schools, and transit. Additionally, the analysis examined existing
bike lane characteristics to evaluate the feasibility of installing flexible bollards, including the
following:
• Bike lane width (a minimum of 6.5 feet is needed for a single one-way protected bike lane)
• Driveway density (bollards cannot be placed near driveways)
• Proximity to parallel sidepaths and trails (which provide alternative separated facilities)
• Bike usage counts
• Vehicle turning movements (presents conflict points for bike lanes)
■ Bicycle collision history
• On -street parking (presents conflict points for bike lanes)
• Traffic volumes
To ensure the analysis and recommendations were supported, the City's Bicycle Advisory
Committee was consulted at key stages throughout the project. Though the analysis identified
several high -priority locations, there was consensus around the creation of a protected bike facility
on Madison Street, between Court Street and Market Street. This segment of Madison Street has
significant existing and potential bicycle demand, along with high volumes of vehicles and
pedestrians. Madison Street also serves as the link between two other major street improvement
projects that are currently programmed: the Burlington Street bridge replacement project (soon to
be under design), and the Market and Jefferson Streets one-way to two-way conversion project
(to be designed in 2027). Improving the design (and adding flexible bollards) to the bike lanes on
Madison Street would connect these two major corridors and ultimately provide the opportunity to
build a continuous, bollard -protected bike lane from Governor Street in east Iowa City to Melrose
Avenue west of the Iowa River. The lack of a comfortable/safe route between east and west Iowa
City has long been identified by bicyclists as a major barrier for bicycle commuters.

Discussion of Solutions
At your Work Session, staff was given direction to continue with a Madison Street project, but to
also identify an additional project that could be implemented more quickly. After revisiting the
analysis completed by Toole Design, staff believes that a project on Dodge and Governor Streets,
between Brown Street and Jefferson Street, would be an ideal candidate for the following reasons:
• Both corridors were highly ranked in the analysis completed by Toole Design
■ Both corridors are highly visible, which will encourage public use and feedback
Both corridors provide the ability to evaluate the effects of bollards on vehicle speeds
Dodge Street is scheduled for reconstruction in 2027, which will create a natural `break' if the
project were to be piloted in 2026
• Both corridors are physically connected to Market/Jefferson Streets, allowing for a direct
connection with a future east/west system for bollard protected bike lanes
Both corridors are centrally located and close to maintenance equipment/personnel

Financial Impact
The cost to implement the proposed bollard installation on Governor and Dodge Streets is
estimated at $110,000. The City will also need to budget additional funding to replace damaged
bollards.
Operationally, the bollard installation will impact current street sweeping and snow plowing
operations. Serving the protected bike lanes will require use of different equipment and staff.
Doing so will pull those resources from other assignments, such as clearing pedestrian areas,
trails, sidewalks and other similar areas.

Council Direction
Staff is seeking Council direction on whether to proceed with the 2026 Governor and Dodge pilot
project or if it is preferred to wait for either or both the Market / Jefferson and Madison projects
noted in this memo.

Gade called the meeting to order at 4:03.
APPROVAL OF NOVEMBER 10, 2025 MINUTES:
Shetty moved to approve the minutes, Smith seconded, and the motion carried.
ANNOUNCEMENTS:
Action items from last meeting (staff):
• Commissioners considered potential nominees for chair and vice chair for this meeting.
• Gardner is working with the Climate Action Analyst on preparing a HERS program report for
February meeting.
No upcoming events reported.
NY Times article on Fare Free bus service: Gardner shared that there had been widespread positive
response to the article, both from Iowa City residents and cities interested in exploring fare free service
themselves. She also explained the correction to the emissions reduction number, noting the original
estimate was calculated based on ridership numbers but resulted in an overestimate. An estimate
derived from VMT data that had more recently come available was used for the correction. Gardner also
shared climate staff prefer offering VMT reductions in talking about program impacts, because fewer
miles driven is often easier for residents to visualize than tons of emissions.
Zach Haralson joined the meeting.
Outgoing members Gade, Sillman, and Smith were recognized. Each shared thoughts on what they had
learned and valued about their experiences on the Climate Action Commission. Gardner thanked them
for their service to the Commission and community.

• Gardner will explore reserving meeting spaces like the conference room at the airport or
eastside recycling facility for 1-2 of the 2026 meetings to offer Commission members an
opportunity to see sustainable features at municipal facilities firsthand.
Election of 2026 Chair and Vice Chair
• Shetty nominated Haralson for Chair. Haralson accepted the nomination. Murray seconded.
Motion carried.
• Shetty nominated Anderson for Vice Chair. Anderson accepted the nomination. Murray
seconded. Motion carried.
OLD BUSINESS:
Prioritization scoring of Accelerating Iowa City's Climate Actions Plan
Scoring of action items related to adaptation. Gardner summarized progress report updates and invited
questions from commissioners.
• Regarding AI-1, Gardner suggested broadening the language of this action item, as Project Green
was identified as a partner organization before it was known they were at capacity, and other
organizations, like Bur Oak, have proven to be helpful partners. Haralson asked if prairie
plantings might broaden the tree planting effort. Gardner responded that Johnson County
conservation and Kacey Hutchinson spearhead a pocket prairie program for unincorporated
areas that may be expanded to include Iowa City.
• Regarding AR-1, Anderson asked what the street tree ordinance was. Sillman asked how
including a tree on a newly developed property was enforced. Anderson wondered if a native
plant ordinance might broaden the street tree ordinance language. Gardner offered to ask NDS
(Neighborhood Development Services) to provide more background on street trees and the
related ordinance.
• Regarding ACP-1, Haralson asked whether it could be expanded. Gardner affirmed the
vulnerability study will help inform this area; it has been 10 years since the last study.
Preliminary review and scoring of action items related to sustainable lifestyle. Gardner summarized
progress report updates and invited questions from commissioners.
• SLCP-2 Throughout city departments, work was done to make food procurement practices align
with climate goals. Gade asked if the document could be shared and Gardner affirmed it could.
Gardner will compile scores and bring to January meeting.
