PROCLAMATION
Whereas, individual and organized forms of recreation and the use of leisure
time are vital to the lives of all Americans, especially persons with
physical, mental, emotional and/or social limitations; and
Whereas, the purpose of therapeutic recreation is accomplished through the
provision of programs and services which assist in eliminating barriers to
leisure, developing leisure skills and attitudes, and optimizing leisure
involvement; and
Whereas, the National Therapeutic Recreation Society, a branch of the
National Recreation and Park Association, originated a week of
observance to focus on the value of recreation and leisure experiences for
all persons, including those with physical, mental, emotional and/or social
limitations;
NOW, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City,
Iowa, do hereby proclaim July 6-12, 2003 as
Therapeutic Recreation Week
in Iowa City, and urge all citizens to support this observance, and to promote and
enhance the quality of life for persons with physical, mental, emotional and/or social
limitations.

PROCLAMATION
Whereas, parks, recreation activities, and leisure experiences provide
opportunities for young people to live, grow, and develop into contributing
members of society, and
Whereas, parks and recreation create lifelines and continues life experiences for
older members of our community, and
Whereas, generating opportunities for people to come together and experience a
sense of community through fun recreational pursuits, and
Whereas, parks, playgrounds, ball fields, nature trails, open spaces, community
and cultural centers and historic sites make a community attractive and
desirable places to live, work, play, and visit to contribute to our ongoing
economic vitality, and
Whereas, parks, greenways, and open space provide a welcome respite from our
fast paced, high tech lifestyles while protecting and preserving our natural
environment.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, do
hereby proclaim the month of July to be
Recreation and Parks Month
in Iowa City, and encourage all citizens to celebrate by participating in their choice of
pleasurable activities to find refreshment from their leisure.

PROCLAMATION
Whereas, the Community Development Block Grant Program has operated nationally
since 1975 to provide local governments with the resources required to meet the needs of
persons of low and moderate income, and CDBG funds are used by thousands of
neighborhood-based, non-profit organizations throughout the nation to address pressing
neighborhood and htunan service needs; and
Whereas, the Community Development Block Grant program has had a significant
impact on our local economy through job creation and retention, physical redevelopment
and improved local tax bases; and
Whereas, Iowa City, Iowa and other local governments have clearly demonstrated the
capacity to administer and customize the CDBG program to identify, prioritize and
resolve pressing local problems, such as affordable housing, human service needs, job
creation and retention and physical redevelopment; and
Now, Therefore I, Ernest W. Lehman, by virtue of the authority vested in me as
Mayor of Iowa City, do hereby proclaim July 1, 2003, as
Community Development Day
in Iowa City, Iowa, and urge all citizens to join us in recognizing the important roles the
CDBG and HOME programs play in our community.

PROCLAMATION
Whereas, Charles (Chuck) Schmadeke was hired by the City of Iowa City on July 5,
1966; and
Whereas, Chuck rose through the ranks with the positions of Engineering Aide,
Engineer I and II, Survey Chief, Assistant City Engineer, City Engineer and, in 1981,
Director of Public Works; and
Whereas, over the past 37 years, Chuck has been instrumental in initiating and
overseeing a host of significant infrastructure projects and public service programs for the
citizens of Iowa City; and
Whereas, among his contributions are downtown and related urban renewal
reconstruction projects; numerous street and highway renovations and reconstructions;
award winning bridge design and construction; the recycling program; the South
Wastewater Treatment Plant; and, Iowa City's new state-of-the-art Water Purification
Plant; and
Whereas, throughout the years, Chuck has conducted himself in an honorable,
steadfast, and forthright manner which will be missed by all those who worked with him;
and
Whereas, Chuck has been instrumental in building Iowa City from the inside out and
assuring that public transportation, environmental, and other public projects are in place
to serve future generations.
Now, therefore I, Ernest W. Lehman, Mayor of the City of Iowa City, do hereby
proclaim June 27, 2003, to be
Chuck Schmadeke Day
in Iowa City and, on behalf of all City Council Members, City employees, and Iowa City
residents, wish Chuck all the best on his retirement from 37 years of commendable public
service.
