Dear Ms. Kopping,
Than you very much for the delightful volunteer breakfast party given by the staff and
commission last Friday. It was a nice opportunity to meet old friends and especially to
make new ones. Volunteering is a pleasure, so the party is an extra bonus.
Thus my dismay to find the new Post at hom. e extolling "The Center." The name is:
The Senior (~enter.
In May the Senior Center staff received the permission from the City Council to
proceed with the plan to charge memberships, to change program emphasis and
structure, and to modify the Post. As a part of the package, it was to study the
possibility of changing the name. The Council was clearly not in favor of a name
change, but allowed the name change study to go forward.
The use of the name "The Center" on Post and other communications as well as on
the gift bag, will circumvent your promise to the Council to conduct a study. Instead, by
unilaterally calling it "The Center" rather than its legal term which includes the name
"Senior," the citizens of Iowa City will be presented with a fait accompli.
I am very disappointed that the name change issue should be subverted in this
fashion. An impartial study group, proposing possible changes which are then voted
on by the users/citizens of Iowa City/Johnson County would be an excellent way to
address this issue.
It is what the City Council and the citizens were promised.
It is the legal and ethical way to explore and decide the issue.
I urge you to refrain from using the term "The Center' or any other term until your study
group reports back to you, followed perhaps by a citizens' selection from the choices
presented to them. Only when and if the City Council agrees to a change should the
Senior Center call itself another name.

I often wonder why a person in Algona, Iowa, receives as many or more
channels for 30 bucks compared to the $45 we pay here. The answer is
simple, competition. This town needs a competitor for Mediacom. As a
person who worked to get IC cable TV in 1978, I am disappointed with the

Dear Mr. Hagen;
Thank you for your email concerning cable TV rates.
The cable TV rates are and have been of great concern to the City of
Iowa City. Unfortunately due to three Federal laws passed by Congress
in 1984, 1992 and 1996 the cable TV industry has been largely
deregulated in terms of rates. As a result cable TV companies can
charge what they desire from one community to another.
However, since the City has maintained it's certified status with the
Federal Communications Commission (FCC) the ability to regulate
basic service rates is maintained. Each time the cable company has
attempted to raise these rates the City has challenged the rates they
have proposed. So far, the City has won each challenge, in many cases
saving subscribers money.
Competition is certainly one solution to this situation. To that end the
City has over the years sent out packets of demographic and economic
information about Iowa City to "over-builders", or cable companies
whose business it is to go into communities with existing cable
systems and compete with them. The City did receive some interest
from a few companies until the stock market took a down turn with the
dot corn business crash. Most of these over-builders have since gone
out of business and have not been active in pursuing such projects.
Another possible solution is municipal ownership. In previous studies
the City has conducted it has been determined that in nearly all
identified successful municipally owned cable TV systems the City also
owned a electrical utility that was used to capitalize the cable TV
system. Such is not now the case in Iowa City.

First, thank you for your continued support of the Englert Civic Theatre project.
As you may know, we are closing in on the July 15th deadline to raise matching funds to
secure our $800,000 CAT grant from Vision Iowa. To that end, local radio station KCJJ has
graciously offered to host a 5 hour radio-a-thon to help us finish up our fundraising
effort. They will be broadcasting live from our lobby this coming Saturday, July 12th
from 9 a.m. to 2 p.m.
During that time we will be bringing in our own volunteers, and a variety of prominent
Iowa Citiens to talk about why saving the Englert is so important to this community. We
would love to include all of you if you have some time that day. If you would be
interested in helping, please e-mail or call {319/330-7151) me back with a time-frame
(between 9 a.m. and 2 p.m.) that would work best for you. We should only need
approximately 15 minutes of your time, on-air.

Hi Folks,
We have only $182,500 left to go to meet the Vision Iowa Challenge!!
This is do-able but we need your help!
On Saturday July 12th, the day of the road race, Tom Lepic has
graciously set up a live broadcast radiothon from 9am-2pm at the Englert. This will
be our final big push!! In addition to the road race volunteers, we will need
people to take pledges over the phone and make phone calls.
This will be a chaotic and fun day. Organization will be key to making
it work. Please come to the General Meeting on Tuesday June 24 at 7:00pm at
the Englert. Recruit your friends!! There are many things that need to be done.
This is when we really need you! Help us meet the challenge!!!

Subject: United Natural Foods expansion
Hello.
I'm an employee of formally Blooming Prairie Warehouse, now United
Natural Foods. The Press Citizen reported that Steve Kanner was the only
council member to vote against the tax exemption proposal.
Would you please explain the reasons for that opposition. The paper
reported that the dissention was due to not enough information about the
company. Isn't that a problem with the Council decision making rather
than a problem with the company or the proposal? I wasn't able to attend
the meeting and couldn't hear any further argument for opposition.

Subject: Parking and Parking Tickets in Iowa City
I have but one word for people who think Iowa City has a parking problem: Lazy.
When people tell me they have problems parking in downtown Iowa City they shourd correct themselves. VVhat they really
mean is that they have problems parking directly in front of the establishment they wish to visit. They mean to say they
have problems with the idea of paying for the privilege of parking. They mean to say they don't think they should have to
walk anywhere.
Contrary to popular opinion, parking is not a right--and neither is driving. Parking tickets in Iowa City can't be expensive
enough to cover the costs of simplistic and ineffective development policies downtown.
Parking and driving carry not-so hidden costs. If Iowa City were to foot the bill for the sort of parking that drivers seem to
want in the downtown core, what few reasons that Iowa City has for being a destination will disappear. Iowa City has
arready lost 70% of what charm it had when "urban renewal" was foisted on the city in the late 1970s. A substantial part of
that project was an effort to make rowa City more accessible by car. Making Iowa City more "car-friendly" is not an effort
that we should continue because it hasn't worked, and the city has suffered for the policy.
One definition of insanity is doing the same thing over and over and expecting a different result.
Iowa City needs a permanent downtown population but the City Council provides no leadership in this area. The council
will subsidize hideous parking garages that don't fit the scale of downtown. The council won't subsidize or
encourage housing for downtown that would make parking less necessary. We'll pay for the cars, but we won't create the
conditions to make Iowa City a place where a car is an option instead of a necessity. Iowa City is becoming a lesser town
for this attitude.
I highly doubt the people that write that they don't come to Iowa City because of "parking problems" are people who would
come here anyway. Some peopre prefer the charmless parking lots and shopping malls of Coralville and Cedar Rapids.
I'm not one of them.

Re: Item for July 15, 2003 City Council meeting: Installation of NO PARKING
ANYTIME signs on both sides of the N. Dubuque St. frontage road between
Bjaysville Lane and Ventura Avenue
As directed by Title 9, Chapter 1,3B of the City Code, this is to advise the City Council of
the following action.
Action:
Pursuant to Section 9-1-3A(10) of the City Code, signs indicating NO PARKING ANYTIME
will be installed on both sides of the N. Dubuque St. frontage road between Bjaysville
Lane and Ventura Avenue.
Comment:
This action is being taken at the request of the Fire Department to preserve a 20' wide fire
lane. The N. Dubuque St. frontage road is a public street with a width of 22 feet. Vehicles
parking on both sides of the street create a hazard for emergency vehicle access. Section
9-1-3A(11) of the City Code gives the City authority to regulate parking for safety hazards
on public or private streets.

Re: Item for July 15, 2003 City Council Meeting: Approval of STOP signs at nine
intersections along Old Highway 218 due to transfer of jurisdiction of Highway 921
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City
Council of the following action.
Action:
Pursuant to Section 9-1-3A(5) of the City Code, nine STOP signs will be added to Iowa
City's jurisdiction at the following intersections at Old Highway 218(formerly Iowa Highway
921): Ernest St, S. Riverside Drive (north of Moore Business Forms), S. Riverside Drive
(south of Moore Business Forms), UI Printing entrance, Iowa City Airport entrance and
three entrances to Iowa City Transit. In all cases the local street/business entrance will be
signed to stop at Old Highway 218, which is an aderial street.
Comment:
This action is required by the transfer of jurisdiction of Iowa Highway 921 from Iowa DOT
to the City of Iowa City that has been mandated by the state legislature. It is consistent
with City policy to sign the right-of-way at the intersections of local streets with collector or
arterial streets. Ruppert Road has already been approved in prior Council action. The
Iowa Highway 921 designation will no longer exist, and the street will revert back to its
City of Iowa City name, Old Highway 218.

intersection of Court Street and Berkeley Lane
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City
Council of the following action.
Action:
Pursuant to Section 9-1-3A(5) of the City Code, a STOP sign will be installed at the
intersection of Court Street and Berkerey Lane. Berkeley Lane, a local street, will be
signed to stop at Court Street, which is an arterial street.
Comment:
This action is consistent with City policy to sign the right-of-way at the intersections of
local streets with collector or arterial streets.
