Outstanding Student Citizen Awards - Roosevelt Elementary (1) Mary Kampling's Kindergarten Class Nov/Special Presentations. We have an Outstanding Student Citizen Award for Mary Kampling's Kindergarten Class at Roosevelt Elementary School. Will all the kindergarten class members come up here and stand on the platform please. Okay, and you are Mary Kampling. Okay. You are going to tell us what the class did and you are going to need the microphone in order to do that. Mary Kampling/The Pathways Adult Health Center at the Villa on Greenwood Drive. It is designed to prevent premature or unnecessary institutionalization of adults experiencing strokes, arthritis, Alzheimer's, and other conditions. Pathways utilizes health related services, environmental design, the arts and humanities and life long learning. Our kindergarten class community service learning project visits the clients at the Villa every other week. We integrate our whole language curriculum with activities designed to involve everyone. We have read stories, drawn, sung songs, made and decorated cookies and valentines together. We are getting ready to design clothes to discover similarities and differences in fashion between the generations. The children have lots of fun and have gotten to know people at the Villa. The adults seem to enjoy having us come. They are friendly, good with the children and provide a positive intergenerational contact not possible in the classroom. We go down every other week and just have a good time with all the people who come in on a daily basis and have the great support of Doreen Nieder who runs the program and like I said, we have a good time and our class has enjoyed the project. Nov/Thank you. That is really wonderful. We have a Citizenship Award for their outstanding qualities of leadership within Roosevelt Elementary School and for their sense of responsibility and helpfulness to others, we recognize Ms. Kampling's kindergarten class as Outstanding Student Citizens. Your community if proud of you and this is presented by the Iowa City City Council as signed by the mayor and it has a gold seal and you are suppose to take it back to your classroom and hang it. American Red Cross Month - March 1997. Nov/The first one is American Red Cross Month. Do we have someone here to accept this? Okay. (Reads Proclamation). Karr/Madam Mayor, we have Betsy Tatro here. Nov/Betsy Tatro, how do you do? Would you like to say something at the microphone? Betsy Tatro/We would like to thank the Mayor and city council for proclaiming March Red Cross Month. Red Cross has been a part of the Iowa City and Johnson County community for over- this is actually our 80 Year Anniversary. We started in 1917 during W.W.I. So this year is our 80th Anniversary and to celebrate Red Cross Month, we will be holding two main events here in Iowa City. First of all this Saturday on March 1 to kick off Red Cross Month we will be holding CPR Saturday at the Holiday Inn which will be an opportunity for individuals to take adult CPR training if they have never had that opportunity at a condensed version and intwo hours at a reduced priced and that is our way to thank the community and to make people aware of how important CPR training is. The second event we will be holding in March will be an open house. We have just expanded our offices on South Clinton and we invite everyone to attend on March 19, 7:00 AM to 9:00 at our office at 328 South Clinton. Nov/Very nice. Is the CPR classes at that address also? Tatro/No, the CPR class for this Saturday for CPR Saturday will be held at the Holiday Inn and we will be holding three different sessions and individuals wanting to know more information can call our Iowa City Office, 337-2119. Kubby/If you come at 10:30, I can be one of your instructors. Tatro/That is right. Karen will be one of our instructors at 10:30 and that class needs more individuals. So we want to keep Karen busy. Kubby/I am a volunteer. Nov/Yes, she is volunteering for a good cause and we need community support. So call and make an appointment for 10:30. Tatro/Thank you very much. American Red Cross Month - March 1997. Nov/We have a proclamation for National Nutrition Month. Do we have someone here to accept this? Karr/Yes, Madam Mayor. Nov/(Reads Proclamation). Karr/Madam Mayor, we have Lynleigh Palmer and Kerti Keerti who are here, dietary interns from UIHC. Nov/Would you like to say something? Lynleigh Palmer/Yes, please. On behalf of the Dietary Department at UIHC we would like to thank the Mayor and City Council for proclaiming March as National Nutrition Month and National Nutrition Month is actually sponsored by the American Dietetic Association and its purpose is to provide the public with basic nutrition information and answers to their nutrition and food questions and it also encourages the public to get in touch with registered dietitians in their areas to answer those questions. And the theme for this year, 1997, is that all Foods Can Fit and what that does is it emphasizes that it is the overall pattern of healthy eating and not anyone individual food or anyone individual meal that makes one's diet healthy. And the overall theme for the entire National Nutrition Month as all the years go on is, as you mentioned Mayor, Eat Right America. And what that is is a call to action that Americans take charge of their eating habits and that they could then have good eating habits and promote a healthy living. Thank you. Nov/Thank you. Mr. Lehman has special announcement. Lehman/I have two announcements. Nov/Oh, all right, you may have two announcements. Lehman/Today is the 15th Anniversary of my wife's 39th Birthday. Nov/And yes, he told her he was going to do that. Lehman/In addition to that, five years ago she had some surgery at the University. Her cholesterol was high and this nutrition thing I really really buy into it. (1) CONSIDER A MOTION TO APPROVE DISBURSEMENTS IN THE AMOUNT OF $12,696,616.09 FOR THE PERIOD OF JANUARY I THROUGH JANUARY 31, 1997, AS RECOMMENDED BY THE FINANCE DIRECTOR SUBJECT TO AUDIT. DISBURSEMENTS ARE PUBLISHED AND PERMANENTLY RETAINED IN THE CITY CLERK'S OFFICE IN ACCORDANCE WITH STATE CODE. e. Setting Public Hearings. (1) CONSIDER A RESOLUTION SETTING A PUBLIC HEARING FOR MARCH 4, 1997 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR CONSTRUCTION OF THE PARK ROAD STORM SEWER PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This project involves construction of storm sewer improvements from the Lower City Park entrance to the Park Road Bridge. The improvements are designed to reduce storm water flooding in the area. The estimated cost of construction is $75,000. Funding for this project is from General Obligation bonds. f. Resolutions. (1) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE RELEASE OF A FINANCING STATEMENT (UCC2) FOR THE PROPERTY LOCATED AT 3023 STANFORD AVENUE, IOWA CITY, IOWA. Comment: The owners of the property located at 3023 Stanford Avenue received assistance for purchase of an appliance through the City's Housing Rehabilitation Program on June 9, 1992. Nov/Consider adoption of the Consent Calendar as presented or amended. Moved by Norton, seconded by Vanderhoef. Discussion. Are we going to do some discussion on this One Eyed lake's? Karr/It is not necessary. It is entirely up to you if you would like to. Nov/Well, since we had deferred this and we had a memo from our City Attorney, I think it would behoove us to explain what is going on. Sarah Holecek/As I reported to council, the proprietor of One Eyed Jake's has submitted the necessary plan that includes the necessary fire exits and those plans are approvable. There are some minor deficiencies that are currently being worked out with HIS. But at this point in time we see no reason to otherwise defer or deny the permit as requested. Nov/Do we have a construction date to be finished by X date? Holecek/Within the Uniform Fire Code they are given a period of six months from which to complete construction. Nov/Okay. As part of this Consent Calendar I want everybody to know we did set a p.h. for March 4, 1997 on a contract for construction of the Park Road storm sewer project. Nov/Public Discussion for items not on today's agenda. If anyone would like to speak, please come forward, sign your name and address and please limit your comments to no longer than five minutes. Theo Carver/I live in Iowa City and the reason why I came here tonight- Well, I go to AME Church in Iowa City, Bethel AME. It has been established since 1868 and there has been a complaint about the sign being on the city side of the sidewalk and you know, as you drive along the street, a lot of times if the sign is a certain distance, it won't make eye contact and you could pass by it because we have a lot of people came to the church and said they drive by it several times and couldn't see it, you know, because the way the sign is all the way back to the church since there has been so many complaints. And this is why I came down here tonight because when Reverend Penny was alive, there was a small sign on the city side of the sidewalk. But there has been a number of times where a person drove over that sign with a truck and you know, things like that. And there is a couple of three times we had some disturbance down there because one time I was even put in jail because of the neighbors next door and stuff like that and I think that is bad. You know, because you take Iowa City. To be it is partly a liberal town because when I first came here in '61 I thought no other town was like Iowa City and I came here from Georgia. But, you know, then again, you know, people are going to be people and I guess there is going to be some agreements and disagreements. But one thing about Bethel AME is it is a black church and has been established for a long time and during that time, like Reverend Penny once said that church was outside of city limits because blacks wouldn't allow to live in the city limits during that time. And with this sign, I think it really should be on this side so you can see it and make eye contact so a person won't drive by and don't see it. Nov/Would you give the name and address of the church to our City Clerk and she will see if we can find somebody who can tell you how to make a better sign or where to put a better sign. Carver/Okay. Page 4 Consider a motion setting a public hearing for March 18 on an ordinance vacating the portion of the alley located south of Lot 2 of the A.E. Strohm Addition, generally located south of Bowery Street between Governor and Lucas Streets. (VAC97-0001) ¢~.~ Comment: At its February 6 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of the vacation of this alley. The staff recommended approval of this item in a staff report dated February 6. Action: b. Public hearing on a resolution approving a request for voluntary annexation of approximately 140.5 acres located on the east side of Scott Boulevard, north of Highway 6. (ANN96-0003) Comment: At its February 6 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of the proposed annexation. Staff recommended approval in its January 16 staff report. Action: c. Public hearing on an ordinance amending the Zoning Chapter by conditionally changing the use regulations of approximately 140.5 acres of property located on the east side of Scott Boulevard, north of Highway 6, from County M1, Light Industrial, to C1-1, Intensive Commercial (38.93 acres), and I-1, General Industrial (101.57 acres). (aEZ96-0021) Comment: At its February 6 meeting, by a vote of §-1 with Ehrhardt voting no, the Planning and Zoning Commission recommended approval of the proposed rezoning, subject to conditions, consistent with the staff recommendation contained in report. (VAC96-0004) (First consideration) Comment: At its January 16 meeting, by a vote of 6-1 with Jakobsen voting no, the Commission recommended approval of the street vacation, subject to the retention of utility easements, the provision of an acceptable public access easement to provide a trail connection to property to the south, and subject to approval of the proposed preliminary and final plats of Mount Prospect Addition, Part VIII. An acceptable public access easement has been identified. Staff recommended approval in a memorandum dated January 16. The applicant's attorney is out of the country and won't be back until the 5th. So that is why I say we may need to continue it again in a couple of weeks. Discussion. Kubby/I am excited about this one, too. Lehman/I just have one comment. Philosophically I guess I don't agree with it except my understanding has been that there have been no appeals whatsoever to the council and we are the body that would be appealed to if someone wants to change the building or whatever. So obviously this is working and so I will support this. Nov/Yes, thank you. Vanderhoef/And we have three or four people that protested having their properties in this district though? Lehman/No, no, Dee, I think you are right. But historically we have not had anybody, if I am not mistaken who has ever wanted to make a chance to their property that has not had that approved without having to come appealing to the council. Norton/That is they have worked it out with the Commission. Lehman/Yeah, so obviously- Philosophically I don't like the idea but it works and it is working well. Norton/Preserving neighborhoods, too. Consider an ordinance amending the Zoning Chapter by changing the use regulations on a 40.7 acre parcel located· on the north side of Rohret Road, east of Highway 218, from RS-5, Low Density Single-Family Residential, to OSA-8, Sensitive Areas Overlay/Medium Density Single-Family Residential. (REZ96-0020) (Second consideration) ~'/_z_}~z~ ,~) Comment: At its December 5 meeting, by a vote of 6-0, the Planning & Zoning Commission recommended approval of the proposed rezoning subject to conditions pertaining to the timing of the extension of the proposed Shannon Drive north to the property line, the incorporation of traffic calming techniques into the design of Shannon Drive, the approval of a Grading Plan prior to Council consideration of the rezoning, and noting that no specified number of dwelling units is being approved for Lot §3, which will be the subject of a future rezoning request prior to development. Staff recommended approval in the November 21 staff report. Action: ~~/~~~ ~ h. Consider a resolution approving the preliminary plat of Court Park 'Subdivision, a 1.66 acre, six-lot residential subdivision located at 2729 E. Court Street. (SUB97-0001) ITEM NO. 7. Comment: At its February 6 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of the 'preliminary plat, subject to restrictions on driveway locations. The Commission's recommendation is generally consistent with the staff recommendation contained in the February 6 staff report. Action: PUBLIC HEARING TO DISCUSS THE PROPOSED OPERATING BUDGET FOR THE FISCAL YEAR JULY 1, 1997, THROUGH JUNE 30, 1998, THE PROPOSED THREE-YEAR FINANCIAL PLAN, AND ALSO THE MULTI- YEAR CAPITAL IMPROVEMENTS PROGRAM THROUGH FISCAL YEAR 2002. Comment: This public hearing is to allow public comment on the FY98 · Proposed Operating Budget, the three-year Financial Plan and multi-year Capital Improvements Program (CIP) through Fiscal Year 2002. Detailed information on the budget has been available for public inspection since February 14, 1997. Revisions made during the budget process were outlined in a staff memorandum dated February 14. Correspondence regarding this item included in Council packet. #6h page 1 ITEM NO. 6h Consider a resolution approving the preliminary plat of Court Park Subdivision, a 1.66 acre, six-lot residential subdivision located at 2729 E. Court Street. (SUB97-0001) Nov/Moved by Lehman, seconded by Baker. Discussion. Norton/I have a couple of questions. I am not all together clear how the water is being handled at the back of those lots. There was some discussion of it in the staff report but it falls off pretty steeply behind those lots, like an escarpment I would guess I would call it. Kubby/An escarpment? Norton/An escarpment. Lehman/Why do you use words that no one understands, Dee? Nov/He carries his dictionary wherever he goes. Norton/But it is not a mountain, it I like a small bluff. Nov/It is like a cliff, fight. Lehman/I understand bluff. That I understand. Nov/It is an escarpment, I am sorry. And it looks like there is going to be a lot of water dropping down the back of those lots. Nov/Larry- Larry Schnittjer/From MMS Consultants who worked on the design of the project. The plans call for a drainage swell to be constructed behind the proposed structure. Norton/Drainage-way? Schnittjer/Drainage-way, drainage swell, whatever behind the proposed structure and it will be directed to the east where it can be then intercepted by a stormwater. Norton/Oh, okay. So it will be protected from those lots that are fight in behind there? Schnittjer/It will keep it from going down over the bank, over the escarpment. Schnittjer/There is a storm sewer in the park area to the south. Norton/Won't it take it over to the creek, too? Schnittjer/Yeah, it goes to the creek. Vanderhoef/So you will connect into that? Is that what you are saying? Schnittjer/Yes. Norton/Did anybody talk with the people behind there? What is that, Norwood Circle? What is the street behind? Norwood. Did anybody talk with them about this development to reassure them when they start seeing the dirt flying? Schnittjer/We don't anticipate doing much grading on the back portion of those lots other than enough to direct drainage away from that area. Norton/And you will keep most of those trees along there, too? Schnittjer/We can't keep too many of them along the front portion of the lots because we got to build sanitary sewer and sidewalks and those other things in that area. Norton/On that slope back there? Schnittjer/On the slope in the back, we don't anticipate doing anything with that. Nov/Okay, any other questions? Roll call- (yes). We have approved this resolution. But I think that it is important that folks know that this is a target, this is what we would like to do. That it is not cast in stone. It is not cast in concrete. That this budget, although it may not be increased, changes may be made during the year. And I think it is very very important, at least personally as far as I am concerned as a councilperson, I think it is very very important that these are targets. These are aims, these are goals that we would like to achieve. But these are not things that are cast in stone although I think that we try very very hard, you know, to stick to our budget. Comment: This public hearing is to allow public comment on expanding the use of the 1996 General Obligation Bonds from exclusively water projects to include improvements for bridges, streets and stormwater projects. In March of 1996 the City issued a 96.1 million General Obligation (GO) bond issue to pay for water related construction projects. The spending of the bond is slower than expected because of delays in three water projects. They are ground water piping, Iowa River Dam improvements and pond stabilization work. It is estimated that 91,655,000 could be reallocated from water projects to bridge, street and stormwater projects. If approved, the debt service payments would be proportionately reallocated from water to property taxes. The three projects will then be added to a new water bond issue in summer/fall a. But when it comes to the final listing 0fwhat projects actually are going into the new water plant and waste water plant and so fourth, I would like to see at the end of our accounting period a total of what actually was spent on those projects, not with all the additional add on projects and so fourth that we get. It is real confusing to me to try to follow all of that. Nov/We can do that subtraction. Vanderhoef/Yeah, but I want to- Kubby/See what we have done for the year. Vanderhoef/Whole year, to follow this along somehow or another. It is not just with this particular one. Lehman/Dee, I agree with you 100%. I think, you know, we have projects that are estimated at so many dollars and then we add this and we add that and we take this away and we move over. But I really think personally from an accounting standpoint, I would like to see how each project comes up instead of, you know, we are adding here, we are taking away there. I would like to see an accounting of each project to see how close it comes to what we bid it at, what we expect it to cost us and I don't- And I have no discomfort, I guess, with the way that we are doing it except that I don't .think we really know at the end of a project what the project really costs. I recall the sewer projects in '88, you know, for the South Sewer Plant. Atkins/It is not a problem. We will prepare it for you. Lehman/No, no. But that project at the time it was up was to have included a, you know, a pipe between the north and south sewer. Atkins/We make legitimate changes as a council or board or whatever and they are made in ,open session and it may get passing mention in a news story. But there are those with longer memories. Arkins/If you will recall, a couple of months ago you asked us for a report to update those numbers. That has been finished. We need to put it together and we will be bringing that back to you as far as accounting for the cost of each project, however they are broken down and bid, the estimate, the bid price, the completed price. The use of these materials in these applications is currently prohibited. This amendment should help reduce' construction costs for residential and small commercial projects. MARY'S ROMAN CATHOLIC CHURCH FOR A PORTION OF THE LINN STREET RIGHT-OF- WAY BETWEEN JEFFERSON AND MARKET STREETS. ITEM NO. 16. Comment: St. Mary's Roman Catholic Church is requesting the approval of an easement and license agreement for the temporary use of public right-of-way along the west side of Linn Street between Jefferson and Market Street to allow the temporary closure of this portion of the sidewalk. The sidewalk closure is requested to prevent any accidents to persons using the walk resulting from a continued loss of defective cement shingles and debris from the pitched church roof. Additionally, the sidewalk closure will facilitate the replacement of the roof this spring. Staff recommends approval of the requested agreement and closure, as this will protect the public from possible injury or property damage from a dangerous condition while facilitating the abatement of the dangerous condition. This Resolution authorizes the execution of the agreement necessary to facilitate the use of the Linn Street right-of-way for the proposed closure and repair. One was from Marian, the business of getting our minutes from all of our meetings and having them standardized is a wonderful idea and I do appreciate it. They are mush easier to read when they come out that way. I also just wanted to let people know how hard Marian works for us sometimes, all of the time. What happens is sometimes they don't understand how far reaching your job is and in the last few weeks we have had multiple extra meetings and anytime there are four council people together, it has to be by law announced in advance and Marian has to be there to take notes and to get recordings. Normally I don't have much to say at council time but tonight I have got a couple things to say and it is only 8:10, I know we run until midnight a lot of times. So I got plenty of time. Council/(All talking). Lehman/I got two things that I really really would like to emphasize. Generally speaking I think that things that occur at executive sessions probably should stay in executive sessions. Obviously last week we had an executive session and what transpired there did to stay in the executive session. We had some folks talk to the press. I am very very proud that this council on a 7-0 vote and in my opinion very enthusiastically supported out City Manager. I am very proud of the council for doing that. I think, Steve, you have done a marvelous job. You have had a really tough time. We all have. but I-think you have done a marvelous job. Atkins/Thank you. Lehman/.The other thing is we had a goal setting session, how long ago was it? Norton/September. Lehman/September. One of the top things on our agenda and I think maybe it was #4 that we felt the city should be user friendly. Now this does not affect my own home but it is in my neighborhood. We have a problem with sewer surging and so I offered to let the neighbors come in and use my home. We had 57 people show up. First they sat in the chairs, then we got the extra chairs, then they started on the floor and then they had to stand up because there just isn't room in my house for that many people and we have a young guy on our staff named Dan Scott, with the Engineer's Department, And I think Dan thought he was going to have his head torn off because the folks weren't real happy out there. Well, it is kind of like Steve when you said we were going to have public discussion during the Shaw thing, it kind of took the wind out for their balloon because all of a sudden we had a consultant who was there at the same time. We had out meeting. We had a subsequent meeting I think in September or October. Dan did an absolutely incredible job. He was very informational. He was a little bit humorous. He did a great great job. We really do try to do things in a manner that is appropriate to the neighborhoods. My neighbors, he may not like the things that happened. But we are absolutely ecstatic with the way the city has handled this and I really would like to give those folks tremendous accolades. Atkins/You said you considered sewer surges in your neighborhood and you allowed 57 people to use your home and the conversation began to- I wasn't sure for a moment what you were- Lehman/My sewer is like ten feet above the ones across the street that have the problem. Atkins/It was just the 57 people using your house. Lehman/The city, I am so proud of the way that we conducted ourselves and the input that we ask from our neighborhood and the understanding and the compassion and whatever of the city employees and I am extremely proud of them. It is the time when any community member can come and say whatever they want to say. I think they have the room all aRemoon. So it will just kind of go until people have said everything that hasn't been said or things that have been said that need to be stated again. There was a- I got a call today. This is for Dale. It is about cable issues. I have two questions. One was someone called me saying that TCI is no longer offering Pay for View in Iowa City area. Have you heard anything about that? Helling/No, I haven't, Kubby/Would you check on that? Helling/The only thing I heard in the past is that it was not a very successful service. But I had not heard they were discontinuing it. Yes, we will check on it. Kubby/Do we: Is there any mention of pay for view services in our franchise agreement? Helling/Not specifically. They are certainly allowed to do that but there is no requirement that they have pay for view service. Kubby/Okay. Will you let me know if indeed they are not doing that. And the second thing is that I heard that Bill Blough is, his position and the person in that position, Bill Blough, will no longer be with TCI. Is that correct? Helling/That is correct. Kubby/And that that office is getting regionalized and that are cable services will be run out o~ Cedar Rapids? Helling/Yes. Bill informed the Commission yesterday that the person and I can't remember her name who has b6en managing the Cedar Rapids Station for a number of months will be managing Iowa City's and Cedar Rapids and probably Dubuque. The kind of response we get and the kind of relationship we have with the Cable Company might be harder. Baker/Ii has been my experience with Bill is that I have had a lot of problems with TCI but not with him. Kubby/Definitely. Helling/I think that is a feeling we all share. Baker/That is the first I have heard of it. Kubby/He got downsized. Baker/Out-sized, downsized. Norton/They all tend to be more'remote. It is hard to find a real person for the telephone or anything else. Baker/TCI is new for Cedar Rapids. They switched, traded cable companies. Helling/Right. Apparently they had some deal with Cox Cablevision where they took over the Cox system Baker/So the people in Cedar Rapids are in for a real treat then. Kubby/I guess I would like us to make sure that we let them know that we expect the same kind of open relationship. That as a city with a franchise agreement with them, whether we are communicating with Cedar Rapids or Iowa City. Helling/Drew Schaffer and I will be meeting with some folks from TCI next week and we expect.part of that is to meet the new manager as well as one of their regional people who will be overseeing the operations in this part of the country. Baker/Do you know if they will have a toll free number for people in Iowa City to call? Kubby/Good question. That is a really good question. There will still be an office here. There will still be a local office and a local number to call. At least for now. I don't know what their future plans are. But we know what has happened with U.S. West and Mid-American. So, I don't know what will happen in the future but fight now there will be an office remaining open in Iowa City. Nov/You might want to ask if they will schedule their service people from Iowa City or from Dubuque or wherever. How local will the service be? Helling/We will check on that. Again, to the best of my knowledge fight now the only change is that there is one general manager over the three systems instead of the three general managers. Lehman/But from a s~rvice standpoint they'd almost have to maintain staffs in all three communities. Helling/They would have to have service people to respond timely. Nov/Well, now let me tell you they don't have to. Lehman/I think they do. Nov/There are other companies who dispatch service people to Iowa City from Cedar Rapids 'and other locals. Halling/I can't quote you the time frame in the franchise agreement but there are certain time frames in which they have to respond. So they would have to have people close enough to do that. -Kubby/And when you meet with them in the next couple of weeks, can you inquire about the state of their rebuild because February of'98 is only a year away and just to · get some updated information. Over the past several months they have had a program called Blast Towards 2000 and they have had these fairs during the day where small groups of students of mixed ages come in and go from classroom to classroom and the first one was about exploring issues. The second one was about health issues and today was fine arts and it is a really big organizing feat to get kids moved around every 25 minutes and to have all the speakers show up and have all the equipment they needed and the student council hosted us and escorted us and helped us unload our cars and got us to the right place at the fight time and made us feel very welcome as well as the host teachers. South Capital, Benton Street by the County Building, South Clinton, South Dubuque, both the Maiden and one at Lafayette, South Gilbert, Highland and Hwy 1 By-Pass and my car is very sensitive to bumps because it has not springs at all. I mean it is a 1981. It is worse than Larry's. Kubby/The Dubuque Street one by Lafayette has always been really bad and when I lived on South Dubuque I use to ride down that hill really fast so I could jump over the track so it wouldn't hurt my bike tires. Norton/There is one crossing that is pretty good but the rest of them are getting sad again. Baker/Is this how Carrie hurt her back riding around with you? Norton/No, she doesn't ride in that car. Nov/That is his car. Norton/Well, I mean, one of my kids gave it to me. What am I going to do? I want to put something in your minds to consider for a future reference and this has to do with an issue that came up, a neighbor of mine, where a tree planted by the city in the city parking managed to put one of its roots into his service entrance on his waste water lines that go to the street and it gets into- You have to tear up a city street and it gets into quite a problem and I talked with Chuck and a lot of them are doing that. Some of them are old. Many of them are. It is your responsibility, as I understand it, all the way from the house, right, to the middle of the street where the main line is. So I am looking for some kind of way to get some insurance so that the city and the property owners can share that because it seems like a big operation to put on a individual. It may happen to me but I don't know if it is something that should only be borne by the property owner or not. Lehman/Dee, I guess I would like to know how frequently this occurs. Norton/.Well, I think Chuck could give us some estimates. He thinks it is going to begin happening more because there is some really old installations around town that is going to be and he mayhave some ideas along this and I will talk to him more and maybe if something comes up, we will bring it up more formally. But it is an issue. I mentioned another water play where somebody is still on a well. We are working on that one, too. Where somebody is still using a sand point well right here in town and when they drained the Ralston Creek to put in the sewer line, of course the well disappeared. That is being looked at and Chuck is working on that one, too. Lehman/You know, Chuck and I were down in the hole yesterday which is unbelievable. That is the most- We were under Gilbert Street. We walked through that eight foot pipe. I mean that operation is unbelievable. As soon as we quit pumping the water out, these sand points will all come back and there will be no problem again. Right now we have to pump the water out. Norton/I understand that but they are being taken care of but it has been kind of clumsy. This is an office where they need pressure. It would be better to be hooked up to the city water and I think that is probably what is going to happen. Lehman/Oh, Absolutely. Atkins/And you do, by ordinance, have some of those obligations. I want to add to it a little bit, Dee, because we talked about it some more after you and Chuck visited. We were reminded that that part of town, it being around a long time, remember the old DX Station that use to be there. Well, at the time that station was removed, there'was contamination and one of the things and one of the things- And we are going to mo,~e on this a little quicker than not. We want to make those sand points aren't cross connected with the city system in anyway because that water could be drawing from a contaminated source which you understand where we are going with that. Those properties already enjoy the benefit of fire protection. Atkins/I understand that and they may- I don't know the nature of the business but I don't know how the water is drawn. Someone unbenounced to them. I mean I think there are just too many risks. I encourage all folks to do that. We need those addresses. Nov/Also this afternoon I went to the University of Iowa's 150th Birthday Party and they had a great time. Dick Meyers was the Speaker of the House from 1847 when they established the University of Iowa and other legislators were there in costume. They were all in their frocked coats, including the women because there weren't any men there and they called each other by name and they had a script but the script had only the motions. So the debate was completely ad-lib and they had a great time. They discussed the appropriate use of trust funds, the amount of hours that the professors were going to be teaching. And we all giggled. Then both Governor Branstad and Governor Ray were there and they spoke and they had cake and they celebrated and it was a wonderful party and I think that I have to remind everybody when they started to celebrate the state's 150th Anniversary I volunteered to help and I did not get to the Old Capital and I didn't see any of the reenactments because I was at the Union helping kids who were painting, draping them in plastic bags. So I figured this time I had to go and see the reenactment. And it was great fun. Everybody had a good time.
