Karr/Mr. Mayor, before we start, you have one addition to the Consent Calendar. We
have... Royce ....
Royce Alger/I have been a resident of Iowa City since 1983. Kind of late... applying for
a Class B Liquor License .... passed all of the protocol as far as getting all the
signatures and Patrick White... consent to go ahead with it. I would like- I just
recently opened up a pizza franchise that I got via my parents .... on east side up by
Dan's Shortstop .... first week of business has been pretty good. I would kind of
like to add beer to the menu. I just passed all of the requirements and got the
needed signatures.
Lehman/So you are asking this be added to the Consent Calendar for tomorrow night?
Karr/That is correct.
Thomberry/There won't be any fights there?
Alger/No. Thanks.

Lehman/Okay, now we are at SEATS. I think we all received the proposal outlined by
city staff along with a note from Steve. I think all of us attended earlier today a
meeting at the Library ..... a very very good meeting .... A lot of folks expressed a
lot of concerns about paratransit. I think that probably all of us.. share those
concerns ....See to it that we maintain the level of service to which they are
accustom ....maybe even approve that service. I guess I would entertain any
conversation regarding the proposal that we received from staff.
Norton/I would be happy to start, Ernie .... Nobody on the council.. is at all interested, in
any way, taking over SEATS and then messing it up. So that is why I think we
need to question pretty deeply and pretty seriously .... to guarantee that they can
make it work the way they suggest .... specifics .... The general notion that they are
running 10 or 11 buses and we can do so with 5 or 6 .... doesn't seem terribly
plausible ....
Thomberry/Why don't we have Ron Logsden? ....

Atkins/Do you want to repeat the question just one more?
Norton/My question was... we are proposing to manage with a maximum of 7 .... I just
wondered how? ....
Atkins/We calculated the 375 hours of Iowa City service. We have that schedule...
information we received... We would supplement our fides by way of a taxi and/or
some other type of service .... We believe we can satisfy the service.
Norton/...Somebody gave me a scenario .... Suppose there are four of us over at the
Hospital getting dialysis, somebody is hung up .... fight in the middle of the day...
Doesn't sound to me that a cab can pick up all of that slack.
Atkins/There are 50,000 riders. So there are going to be 50,000 different
circumstances .... We have built in a back-up ..... We have an on-call driver in our
fixed route system that would be trained.
Lehman/
Atkins/In our fixed route system, we have something called an on-call driver that is made
available to us in case of unusual circumstances .... I have any number of

circumstances presented to me and hopefully we can address each and every one
of them.
Kubby/During the peaks times... concerned about people getting to work on time .... Most
of the peaks time rides are Iowa City rides .... more than 50%. If we provide
services with fewer vehicles... more people per van... means people are on the van
longer .... How will we be able to-
Atkins/We have a policy.
Logsden/45 minutes.
Kubby/That you are in the van ..... Can we, with the numbers that we are using and the
number of riders at peak times, can we pick up the number of people we need to
pick up .... and still get people to work on time?
Atkins/We believe we can.
Kubby/How can we do that and the county can't?
Atkins/...I am simply going with what Ron and Joe prepared. We believe that we can do
it.
Champion/I have a follow-up .... It was my understanding .... that we were interested in a
unified system and not just Iowa City. So these numbers refer to only Iowa City.
Atkins/ ....Your instructions to us is what would it cost Iowa City. We provided you with
two columns of figures, Iowa City and Coralville. Now the extent you choose to
deal with the definition of unified, those two communities represent about 85% of
the rides.
Kubby/But we have all made a pledge that we will not decrease service .... With the
unified system .... whole county .... These figures are just Iowa City and
Coralville .... I prefer to not call that a unified system but an Iowa City-Coralville
system. And that a unified system would be a county wide system .... If we don't
incorporate the county, then it is not a unified system, the same unified system
and the same level of service that we provide now. So we don't really have those
numbers what it would cost to give the same quality and level of service that is
currently being provided.

Lehman/May I suggest, in order to compare cost of service to Iowa City .... have to have
something by which to compare. This does give us a comparison to what we
believe we service Iowa City. Certainly the rest of the system, I would hope... we
would analyze that .... We know how much we were asked to pay in a form of a
contract .... This is what they feel it would it would cost us to provide the same
level of service. Is that correct?
Atkins/Yes.
Norton/And this cost is comparable to the bottom line that the county would charge?
Lehman/
Atkins/I can tell you what our numbers are. I can tell you the information we took from
the county to develop those numbers. I can't tell you how the county got to where
they got.
Lehman/But using the same data, this is how these numbers were arrived at?
Atkins/We used the data that was provided to us, Ernie .....
Champion/ .... You are saying that just based on the figures of Iowa City .... that is what
the cost would probably be ..... and based on the ridership of Coralville, that is
what their cost would probably be.
Atkins/And combined, it would be 85% of the riders.
Kubby/The difference is that with the figure we are paying the county, Iowa City
residents are able to go all over the county ....
Atkins/Karen, this is a proposed budget, not a proposed system ..... There is no reason
that those rides would go away, the county has been providing them. That is their
choice.
Kubby/
Norton/ .... play the devil's advocate. Have you .... what would the next step be to get the
county considered in our deliberations? ....
Atkins/I think that is a political decision.

Atkins/If you add additional players to this proposal, we will have to go back and
refigure some of the costs associated, particularly management costs ....
Lehman/If I understand this correctly .... the numbers that we have here are suppose to be
comparing with the numbers that were given to us by the county for providing
service to the people of Iowa City.
Atkins/Yes.
Lehman/Okay .... purposes of comparison.
Atkins/You asked us what we believe it would cost for an Iowa City paratransit system.
You also asked .... create a unified system. And the time given us, we contacted
Coralville, $110,000 budgeted number that we used is the number Coralville gave
us that they received from the county and that is how we incorporated it.
Lehman/ .... plain spoken. What staff is saying-that we believe we can provide the same
service to the people if Iowa City .... with in-city rides .... $490,600 the same service
the county is asking us for $560,000?
Atkins/That is what we believe, yes.
Norton/...real concerned ....there is a cut point for me somewhere in there.
Thornberry/There is a 9% increase over next year.
Norton/That is true. We have to look at that possibility, too.
Thomberry/So you add 9% onto $560,000 and $97,653 including Coralville looks fairly-
Kubby/Didn't during negotiations that 9% went back down to 4%?
Vanderhoef/It was 4% the first year and 9 the second. We are already more than half way
through that first year ....
Norton/
Vanderhoef/ ....some discussion but it was never negotiated.

Kubby/But the county had offered to not have that 9% be 9% is my understanding.
Vanderhoef/
Kubby/ .....When we are trying to compare, we should compare what the county had
offered.
Thornberry/During the negotiating period, they also promised to give back the money
that they had profit... then that was taken off the table .... A lot of things
negotiated .... that were given and then taken away. So, yes and no.
Kubby/ .... quality of service .... Are people able to live their lives the way that they are
living them now to be a part of the community... transportation is a huge factor in
that .... One of my concerns is that we promised no change in service level and I
guess I want to talk in detail what we mean by service levels. Do we mean the
number of rides or do we also- We have to also be talking about the quality of
rides .... break-out groups .... A cab ride is not the same quality as paratransit ride ....
How do we still insure that quality of ride that we all pledged?
Atkins/I personally believe that the cab contract or some other contract will be amended
dramatically .... performance standards .... that the type of equipment used by the
cab company can be changed and whatever standards you choose to imply to the
contractor, that is really very much up to you .... One of the difficulties... cab rides
over the last year have declined dramatically in total numbers ....Also cab
companies are not the only providers ....independent contractors ....depends on
what you want to bid. Don't automatically assme that what you know as a cab is
going to be the vehicle to transport people around.
Kubby/So if we private part of the service... Why would we want to take over the
business then? Why not privatize the whole thing?
Atkins/Why not? That is certainly an option ..... That is your call ....available to us.
Thornberry/During the negotiation period... brought up that there is a private paratransit
service... all over eastern Iowa .... We are not proposing to do that .... With it being
the city service, we would have the capability .... that we could change quickly and
rapidly .... Other things that could be considered.
Atkins/As a staff, we do not recommend a private contract for the whole system
because... strength... in integrating the system is that we can take advantage of the
good in the fixed and the good in the paratransit. We can move employees from

one system to the next ....In a complete private contract, I don't think we enjoy
those kinds of benefits ....We are not recommending that the whole system go that
way.
Norton/Pursuing the taxi option... How do they get the equipment? ....
Atkins/There are a variety of ways .... you can actually purchase the equipment and lease
it back to them .... Depends on how much of a hit you want to take on the thing ....
Proposal... with Coralville... we can provide the fleet... they provide their own
employees .....City of Coralville ....special deviated routes ....We maintain the
inventory .....If you can demonstrate a longer term contract with a cab company...
Then they can legitimately afford the capitalization costs of buying the kind of
equipment .... put that in your bid specs .... Dispatch function, in our judgment, is
probably the most critical ....
Norton/ ....Will dispatch be handled by our staff even for cabs?
Atkins/Yes.
Norton/
Atkins/If you expanded the system to the county wide system, why we need more
management attention... those rides .... length. Have to make them more efficient.
Thornberry/How many total SEATS vehicles does the county-How many vehicles do
they have?
Atkins/I don't know.
Logsden/I couldn't tell you exactly ....
Thornberry/What is the maximum number that they use at any one time?
Atkins/I don't know.
Norton/They say 11 in the book.
Kubby/
Atkins/21, 7 going away, new fleet of 19. He thinks that is accurate.

Thornberry/My second question was how many are on the road at any one time?
Atkins/10 to 11 on the average, possibly 13.

Champion/One of the things we have to concentrate on is how it is going to affect people
using our system. I don't have no doubt that the city will be-The quality of the
ride is very high .... I would like to see us move forward with this to the next step.
I would rather surrounding communities are interested in joining us .... I honestly
think Iowa City will do a really good job with this.
Lehman/ .... There are some very real concerns on the part of the users of the system that
we understand what we are delivering to them. One of the recommendations in the
staff report .... was that we would be creating an advisory board or focus group of
paratransit users so that we do have the ability to work with our customers .... put
together this ad-hoc committee of folks who are using the service .... I think there
could be some very meaningful input .... we would feel more comfortable .... if we
all know that we are all speaking the same language.
Atkins/We believe that committee advisory group... reasonably permanent nature to
advise the Director of Parking and Transit .... also .... public information effort that
would involve having our folks go out .... We will do some group work at the
Senior Center .... Ron... has a good bit of experience in paratransit .... Chris, our
new supervisor, also worked bionic bus paratransit. So we have folks that know
the right questions to ask and ask them quickly ....public education/public
information effort.
Lehman/Is this part of the total process that we are going to go through? ....
Atkins/Yes.

Atkins/There are many pieces... employee relations issues .... public information
process .... It just simply takes some time.
Norton/ .... That advisory group might be put together fight now and into this plan ....
Seem to me .....that we just get them on board right away to take a hard look at
this thing ....
Atkins/ ....whatever resources you would like to direct us to do. We felt the focus group,
once we have some idea that you want us to proceed with this thing, we would
begin calling them together. That they would have some official standing... seek
their advice ....
Norton/The sooner the better ....
Lehman/I think that if we want to proceed with this, which I think we do... I just think
that this next step would be involving those folks who use the system ..... We kind
of walk this thing together ....We need to say we do want input from the folks who
fide the system ....
Vanderhoef/Ron definitely indicated he would like input from these people .... We can't
do any of these things in isolation .... I would like to see us move forward ....
Norton/Can you say any more about the hiring possibilities? ....
Atkins/They are covered by AFSCME but they are two separate units .... We would
intend to meet with both of the units to talk about these issues ....Good bit of it is
subject to negotiations ....
Kubby/Legal question .... that we can legally take over the employees?

Kubby/I am asking if it is a legal possibility ....

a policy question whether we would choose to.

Helling/ .... I believe it is clearly legal but it is subject to the provisions of two different
labor agreements, primarily ours .....There are some hurdles in the labor
contract ....
Kubby/I frankly, in looking at number of hours, number of vehicles, number of people ....
I am skeptical that we can provide the same level of service .... think about issues
of management .... I guess I want more answers.
Atkins/We do not intend to hire additional managers under this proposal. However, if
you were to choose to expand this further, incorporating the county, you would
have to allow me to go back and rethink that .... dispatcher, scheduler person could
work under the supervision... of Chris ....that is an individual... skilled ....
substantially work alone ....
Lehman/This is an Iowa City or Iowa City-Coralville only proposal.
Atkins/Yes.
Lehman/So any expansion... these numbers would no longer apply ....
Atkins/Absolutely and any expansion... change the direction of the service, you would
have to give us a chance to go back and recalculate for you.
Norton/If we want a unified program, we have got to specify that we can't put a stamp
on this thing of some kind until we see the option that involves the county.
Lehman/ .... Coralville has been watching .... I believe that whoever decides to provide the
service, then we deal with or the county deals with the other players in the game. I
think they are waiting to see who ends up with the ball.
Norton/Let's presume that we tentatively have the ball .... Seems to me... get the advisory
committee in place .... And then start talking with the county ....

Atkins/I did read the memo that was handed out to you... There are some big mistakes in
this thing ..... There are mistakes in there.
(All talking).
Kubby/There are some questions... seem legitimate .... issues of start-up
costs .... computer .... insurance .... These are questions I want to bring up ....
Atkins/My quick review is that we have covered it.
Lehman/ .... I would like to see a written response to the points that were brought up here.
None of us have read this yet.
Atkins/Well I read it at dinner.
Kubby/And I read it, too.
Lehman/Some people have just received it. I think the important point .... I think it is
important for us to indicate who we think has the ball and if we decide to move
forward... I think we need to say that .... all the pieces have to fit. I do think we
have got to give direction. If everything works, we keep the ball. But I think we
have to give some direction as to how we want to proceed and I think the biggest
thing is this committee.
Atkins/And I would ask one favor of the council .... I don't want to get into a memo
writing war .... We used the information that was provided to us .... put together a
sound budget proposal .... fulfills the direction that you gave us. If you wish to
incorporate another entity beyond, it makes it much more difficult .... I will be
candid with you, I was disturbed by this memo because it is "Let's poke holes in
the City's proposal." And we have not done that. I don't want to get into that
because there are mistakes in this report ....
Kubby/ .... that we are honest about the real consequence to citizens .... I still am not
comfortable that we really understand the consequences .... about fewer vehicles
during the day ....at peak time... going to private entity ....That we are really being
clear about what those consequences are .... flush that out.
Champion/I don't think we will know ....
Kubby/I want us to figure out a process by which we are really clear about those
issues ....

Lehman/Steve, I think it is very very clear how council feels regarding the level of
service .... Does council wish to tell staff to proceed to continue to look at these
and at the earliest convenience, appoint a committee of users to discuss these
things and reinforce what staff has already told us?
Atkins/ ....we have spoken with folks who use the system. Would you mind if we just
start getting those folks together?
Lehman/No, I wouldn't mind that .... I think it is very important that we have users of the
system.
Atkins/We understand that .... customers as well as the providers.
Norton/They would help .... some of those questions need to be... refined ....
Lehman/We need to be reassured ....
Thornberry/Tonight we need to tell staff... to say the ball is in our court, we are going to
do it .... staff's responsibility to put the thing together. There were a lot of
questions raised this afternoon that I would like answered. Somebody has got a
list of those questions .... they should be forwarded onto staff to get the answers to
the questions... We have got to commit as a council .... to say let's commit to this
thing and work out all of the problems that we were given this afternoon .... and to
proceed with the Iowa City system ....
Kubby/What is our definition of unified? That is an important piece that staff needs to
hear.
Thomberry/...may be a question for staff... Dee and I...talking about representing the
citizens of Iowa City .... starting talking about a unified system... Iowa City,
Coralville, University Heights, metropolitan system. If the county would like to
enter in to a contract... they would be welcomed at any time to request that
service ....
Kubby/If we want to have a unified system .... Steve is telling us... he needs to know if
that is a desire of ours... We need to give him direction that that is a desire of
ours ....
Thornberry/ .... It is not our place to answer that. It is up to the county to answer that
question.

Vanderhoef/Karen is talking about a unified system of two governmental bodies, one
which has a federal guideline for ADA .... We have to provide it. Then there is this
other system... the county, that has a choice... This is where we were looking at
the differences .... We are aware of the other one, but until the county makes a
choice .... We are doing it according to ADA requirements .... We can't speak for
the county right now. We can put out the offer and say we are going to do this and
if you would like to join us, please come and let us know ....
Kubby/I am asking-

saying we have said to our residents that we are not going to decrease service .... I
just want to know what the infrastructure costs would be to keep the service the
same as it is now. Steve said he can do that but he needs direction from us.
Norton/Two aspects... Are we going to consider the possibility of an Iowa City... going
to Tiffin and somebody from Tiffin wanting to come to Iowa City...? We are not
talking about rides out of the county for an Iowa Citian .... I would like us to have
a look at the broader picture to see what they can come up with.
Kubby/We know what the numbers in terms of the number of rides that the county is not
contracting out for ....
Champion/Is that fair to ask people to do that? We don't even know if the county is
interested.

Kubby/The first question the county is going to ask... is how much will it cost? ....Why
don't we begin answering it now?

Lehman/May I suggest that we proceed with what we received ..... I do not see us going
through the effort of projecting costs with the county unless the county asks for
that information ....
Kubby/Then you are not fulfilling the pledge that you made ....
Lehman/I don't think we have changed the level of service within the community.

service throughout the county.

Kubby/I want to get back to this quality of service as it pertains to fewer vans... deducing
there would be longer trips times... You are saying that is not necessarily true. I
don't need that discussion now .... I want to understand that better .... how we can
have the same number of minutes on a van .... and have fewer vans?
Atkins/I hear you.

a. An ordinance vacating a portion of former Benton Street between Riverside Drive and
the Iowa River which is adjacent to Linder Tire Service.

Franklin/First item is a p.h. and first consideration of an ordinance... Benton Street ....
This is a... vacation of a portion of Benton Street and a land swap for a part of the
Iowa River Corridor Trail. There is a memo in your packet from Sarah Holecek
about the expediency of doing this. Are there any questions about this?
Norton/Will we still need it if the trail goes east?
Lehman/Let's talk about that a little later.
Franklin/ .... might still consider this because we are talking about a land swap .... might be
a good idea to just go ahead and do it anyway.

b. Public hearing on a resolution approving revisions to the August 6, 1996, Fringe Area
Agreement with Johnson County, which is part of the Iowa City Comprehensive Plan.

plat to concept plan for what is required when we do rezonings in Area A and
Area C .....
Kubby/Plat does come back, it has to meet all of the requirements? ....

Part Two... We are going to request that you defer this to February 24 so that the
engineers for the applicant have an opportunity to finish their Sensitive Areas Site
Plan ..... wetlands issue and what is happening here... I will give you a little bit of
background. Previously we had all of our wetlands delineations done by Wayne
Peterson as part of our Environmental Technical Advisory Committee .... Wayne
is doing different duties now and he is not able to do the wetlands delineation any
longer. So we have no one who is out there who can do the delineation with the
speed that we were use to getting from Wayne. So the private developers either
have to get a wetlands specialist... or they need to go to the Corps. What occurred
with this, when this property was rezoned, there was an understanding an
understanding that this wetlands determination would be done before the building
permit was issued. This was carried over to the platting process. It was considered
in terms of what would be the ramifications of doing that wetlands determination
before the building permit .... Only one option for subdividing this land because of
the property that we are going to acquire for the airport .....that is how the lines are
being drawn with this particular plat ....

First item tomorrow night on P/Z items... property swap .... there seems to be a fair
amount of concern about the cost of the project between Riverside Drive and
Benton Street. My concern... council is going to say that is too much... If we feel
that we want to take a look at that section and put it on the back burner .... time to
do it is now .... I am looking for discussion regarding that. Also regarding the
Linder property, I think it would be a good idea for us to have a policy that when
possible, we acquire easement along the river, wherever that might be .... I think
the advantage of that .... policy .... First we need to address whether or not we need
to tell staff that we are interested or we are not interested in putting that section of
the trail kind of on the back burner and... evaluate for the first time locating that
trail on the east side of the fiver.
Norton/What does that do to our $150,000 that somebody else was going to kick into
those project? .....
Davidson/It would be possible for you to remove the portion of the trail that Ernie is
referring to and still have enough local money in it to match the $750,000 ....
remainder of it. We are also proposing that you keep in the portion across the
University's property. They have some funds .... Delineation would be from the

Franklin/...first the Downtown Streetscape ..... I would just like to remind you that all of
this is in the context of the Downtown Strategy ..... we are actually doing those
things that we talked about .... next things... destination point discussion of the
Library Cultural Center. That will be on your 23rd agenda. These are all steps in
carrying out this overall plan for downtown.
Bob Kost is going to present the Downtown Streetscape and take you through that
and try to have some decision making in terms of proceeding on to have a
resolution on the 24th for you to approve for us to proceed with this plan. Then
the Iowa Avenue Streetscape will be presented by Emilie Rubright, Larry Wilson
and Jim Clayton of the Iowa Avenue Committee and then Jeff will do
presentations in the parking. When we get in the Iowa Avenue Parking Facility
issues, those may get a little muddied and crossed ....We will start out with Bob
and downtown.
Bob Kost/Good evening .... update of where we were on the streetscape Plan and since
that time you have all received a copy of the draft plan and I think what I would
like to do... go through a couple of things .... respond to some of the input we got
from you last time ....I will direct you to page 10 which has got a heading called
preliminary design ....Framework Plan... further discussions ....There will be some
discussion from the Iowa Avenue Project as to how their project has changed or
revolved in response to the Downtown Streetscape Project ..... What we have done
to this graphic... show edge street treatments .... we have left out Iowa Avenue all
together and Gilbert Street and the north side of Burlington Street were to receive
the same treatments as are outlined under perimeter street treatments .... Through
further discussions with the Iowa Avenue group, what we are suggesting... take
Iowa Avenue Streetscape elements .... use them on Gilbert Street and north side of
Burlington Street... better integration of the two projects... further defining the
edge of the Downtown District ....
Then the other place .... refinements... at the end of the reports... preliminary cost

the other two in a similar fashion... phased parts of different things ....To do one
and do it completely, then I think we are locked into doing it all.
Norton/The piece mill thing is tough .... They might also get the impact of seeing what it
looks like when you do one section right .... To nibble on these things is really
awful.
Kost/It may be the first phase be a little bit smaller and concentrated. It might answer
both sort of concerns... don't over commit... a pilot... see how well it is received ....
Our understanding... that the commitment was there to do the whole thing and so
that is kind of why we laid it out this way.
Kubby/ .... I think the plan is beautiful .... Downtown Streetscape Plan .... Iowa Avenue...
Plus expansion of Library Cultural Center .... What is the total dollar amount ....
that we want to invest in the next eight years downtown? .... That would be
another way to approach it .... Start to divvy up .... How much do we want to spend
totally on streetscape issues in downtown? ....I am not sure that I can commit to

wouldn't I want to spend $7 million to refurbish the core of the community? I
would not be able to say it is equivalent to water quality but it is really high up

with that perception ..... brighten up what we have there .... My first priority is to

Dubuque Street... calling that our entryway .... Traffic doesn't go both ways
there .... only one option is to go east ....
Kost/It is misleading... meant to be a treatment issue ....We can change that graphic ....
Vanderhoef/If you are driving into Iowa City from the north .... you are promoting this as
the motorists gateway to downtown .... I question whether this is the gateway to
downtown .... it is a dead-end street ....We have sort of blocked off arterials around
our downtown .... Clinton Street is designed as an arterial fight now... not going to
put angle parking on that .... My interpretation... flow... incorporate all of the
blocks downtown .... The entry to the west side is on Clinton Street .... traffic
should be directed to downtown Iowa City via the one ways .... and south on
Clinton Street .... Clinton Street is the street that we need to upgrade .... retail and
so forth is happening ....

down Dubuque Street... get off Interstate... see Hancher... City Park .... President's
home.. residential street .... nice trees .... You get a feeling you are coming into
kind of a small town .... Then you come and the street begins to be enclosed
more... come down...see ahead ofyou...downtown Iowa City... old Biology
Building... see Iowa Avenue... a parking lot... cars down the middle. Our
committee said we had to pay attention to a new demographic that is happening in
downtown Iowa City .... this relationship that we have with the University
community .... We have got competition coming. We need to dress up our act ....
Iowa Avenue... between commercial... and University .... We need to put in a
whole new front yard... sidewalks.. streets... lighting... furniture .... We gave it to
you in phases... things are wearing out on Iowa Avenue... wiring that is 30 years
old. Some of those costs that you are looking at in those figures... all new stuff....
We are going to give you a lot of options, how to do it right. We would rather do
it small and right than big and not the right way... We would rather scrap it than
see you cut it to pieces ....We would like to see you make an investment
downtown ....

Rubright/I am representing Project Green .... interested in Iowa Avenue for a very
long time. In 1967 we landscaped medians of Iowa Avenue... #1 street as far as
history is concerned .... more downtown part of it... it just doesn't cut it... impact
on visitors .... find a parking lot. There is no streetscape for Iowa Avenue... What
this is is an opportunity to really improve Iowa Avenue and to enhance it with
pedestrian area... trees... space... interesting things to happen... enhance vista of
Old Capital .... When you take the parking... gain a plaza for happenings .... You
can have a whole big space for all kinds of things .... I think Brian will show you...
phases .... You can always do the first block and fixed the sidewalk in the second
block... You do need to private parking... This is an opportunity to do something
really interesting. Thank you.
Larry Wilson/I represent the University .... Old Capital has had a major role in the
development of downtown, Iowa City... University. I think this plan goes in the
right direction... opens up the center of the road... view...allows cars to be on

either side of the roadway .... Also, this is where the University and Iowa City
should come together .... Iowa Avenue... now forms a solid parking barricade that
further separates us. We want to do the opposite .... open up the center .... Widening
the sidewalks on both sides... pedestrians... Having central open space... civic
events .... I think this is heading the right direction... We have to create an
environment that people really want to come downtown .... We have to look
beyond just the parking issue. I see doing the first block right as a major
element ....
Lehman/I think this is .... real opportunity to bring University and city closer together .... I
feel... Clinton... to Gilbert .... improvements .... I think that is a tremendous
improvement for both the city and the University. I would be very very interested
in seeing the University participate .... a gateway .... We won't do this project
unless we get parking .... My understanding is... a large number of folks... View
this... do something together... We need the cooperation of the University to do
this .... money,
Wilson/I believe the University has indicated they are quite willing to participate. The
level of participation has to be worked out ....
Vanderhoef/In parking also?
Wilson/That would be one of the elements that would have to be worked out. We have
held off the completion of landscape design of our new Biology Building pending
this happening here .... take advantage of that opportunity as well.
Thornberry/...this being a gateway to not only the city but to the University, we really
haven't seen the walkway that we are hoping does not block this gateway .... We
have not seen that and don't know how that could be incorporated in this
streetscape.
Wilson/ ....we need to bring both sides of the street together.
Lehman/ .... critical .... City of Iowa City... we can afford to build a parking ramp. We
cannot do another one for probably 5 to 6 years .... options regarding this side...
and Block 102. I think this project depends on that ramp... If we were to choose
Block 102, this project isn't going to happen for 5 to 6 years. I think it is terribly
important that the city and University sit down and decide what level of
cooperation ....

period the northside ramp.

Vanderhoef/The parking that you keep showing in all of the drawings on southside of the
100 Block. I was told today... loading zone all during the day.
Clark/It would be a time loading zone ....from 8:00 to 5:00. From 6:00 to midnight, it is
parking area.

Davidson/ .... What we have for you .... talked about this in December, you asked Joe and I
to prepare two things for your further consideration and they were schematic
design plans of Block 102 and the Block 61 or Iowa Avenue site to make sure that
we could... put parking facilities realistically on those two sites. We have done
that .... I have overheads of the layouts... talked to all the property owners .... who
own properties that would be affected by either site... summarize those
discussions with you. What we are hoping to get from you tonight are three
things: decision on the location .... of where you want this .... 2- once you have
landed on the site... alternative design schemes, land on one of those if possible ....
final thing .... to the degree that you can give us any input this evening on design
considerations that you want to see as part of this .... non-parking or commercial
institutional uses on first floor ....that is the kind of thing we need to know up
front to put in the RFP.
The first question is the location. Which site are you interested in?

Davidson/We did ask the consultant if it was possible to build the parking facility on the
property that the city owns or has control of.... City worked out an arrangement
with Ecumenical... they have known this was an inevitability .... attempt to protect
their interests .... Have some control over both the Senior Center parking lot and
the Ecumenical Towers parking lot. It is possible to build a facility .... access off of
Iowa Avenue .... This is the only scheme .... that you cannot put a commercial
component into. This needs to be dedicated solely to parking. Staff is going to
recommend that you not do this .... 262...net of only 179... We do not feel...that
this does enough.
If you want to go with a facility on the site, this is the one that we recommend ....
It does involve acquisition of two properties, the Harmon Building and the
Cottage Bakery Building. We have had discussions with both of those property
owners. The Cottage Bakery... interest... would be relocated into our facility ....
positive thing .... some interest there .... The Harmon Building owner .... reacted
somewhat positively .... doing something on top .... explore .... residential above the
parking .... five level structure .... 11,000 square feet of non-parking, commercial or

Davidson/We met on this a few weeks ago .... To no one surprise, our analysis did show
that the right turn lane, if added, would be a big help to traffic flow... west bound
traffic would reduce the average delay per vehicle from 60 seconds to 20
seconds ..... 20 seconds... motorists expectations. We have an opportunity to
coordinate this with a University project that is going to be occurring on Hawkins
Drive ..... Will allow it to be completed this year .... Rick did not think that as a city
project we could get it done... We do think it could be done as part of the
University's Project this year. We are estimating approximately $60,000 of
expense... would give us 160 foot right turn lane .... improve things quite a bit
through there .... Did have a discussion .... Melrose Neighborhood Association ....
hasn't met formally... informal discussions with a number of people and doesn't
feel like anyone has a problem with it. I did not hear from University Heights.
Kubby/I think we should have communication with them and officially with the
neighborhood association.
Davidson/If we want to go ahead with this, we will need to amend the ordinance setting
the cross section ....

couched in the terms that the council believes that the University did not step up
and advocate for this right turn lane at the time that road was approved and built. I

chunk of street down through there .... also a main connection between Hwy 6 and
Melrose Avenue .... I don't know what the rationale is ....
Lehman/Dick, that section we cut out after we put it in, was that wide enough for the
third lane?

Davidson/Real quickly... when we were out there doing our analysis of this, we took note
of another situation that we feel like we need to bring to your attention and that is
Melrose Court and Melrose Avenue. We were... shocked to observe the traffic
conditions out there .... There is a combination of very very aggressive motorists
behavior at that intersection, combined with ....some confusion about what the
pedestrian signal set up is that intersection .....It is not working... safety problem
that we need to address there .... although staff did advocate a conventional traffic
signal at that location... neighborhood association was dead set against it... We
really feel .... two options. We don't believe you should leave it the way it is. A
conventional traffic signal ....with the walk light ....Other thing... relocate the
pedestrian signal down in the middle of the block .....gets the pedestrians away
from the motorists on Melrose Court. We would like to look at both ....
Kubby/I would want the guidance of neighborhood association .... Is it okay if we pursue
looking at them?

Handsaker/ .... an update... three weeks ago, Dennis and Judy Rhodes, one of our
committee members, Misha Goodman-Herbst and I met with Dr. Ferris, who is
the administrator for the DNR and the DNR attorney to go over our petition and
brief.... It was at that time that we received a clear indication from Dr. Ferris what
his opposition was to sharp-shooting and that was that it did not provide a
recreational opportunity within the city limits for hunting .... not our mission.
Senator Dvorsky invited Misha, Dennis and I to meet with the standing Natural
Resource and Environment Committee, a Senate committee. They wanted to
know the problems that we encountered in trying to work out a municipal deer
management plan with the DNR .... eye opening .... Dr. Ferris did come to Iowa
City and tour our target areas .... Last Monday, Merlin Bartz .... went on a tour with
Dennis, Ron Fort and I ....problem areas ....talked about proposing legislation that
would take this issue out of DNR hands .... noticed significant change in their
opinion .... Did receive the staff decision from Dr. Ferris indicating that he felt the
bow and arrow hunting would not solve our problem here .... he thought sharp-
shooting should be permitted .... We are going back again on Thursday to make
our final presentation... to the Natural Resource Commission .... who will set the
rule on the ability to sharp-shoot or not .... Hopefully Thursday we will get final
approval to develop a plan with the NRC...then work with them over the next
couple of months to finalize a plan, hopefully in May ....start to implement in
September 1 ....
Norton/I think you deserve a lot of credit for pushing as hard... consistently... good
report ....
Handsaker/I also want to give a lot of credit to the committee ....
Kubby/I had two questions .... concern me about the recommendations .... One is saying
that city personnel will be allowed to use baited traps. We haven't made that
decision about who is going to. If it is going to be USDA or city personnel.
Mitchell/Right .... I am going to ask them... We want the option of using either city
personnel or the USDA.
Thomberry/Is it one or the other?

consider bow and arrow hunting and bait trapping .... that is really against what the
committee came up with ..... that has nothing to do with quick kill and no sporting
opportunity .... important values .... I am nervous that this is in here ....

1. Kubby/ .... future work session... further discussion of police issues is not on that list
and I think it should be.
Norton/It should be indeed.
Kubby/Just add.
2. Kubby/The meeting between some bar owners and police officers... staff... council
members is this kind of ad hoc committee and I just feel uncomfortable that the
whole council isn't getting an official update about that meeting and a request to
have such a committee instead of just happening .... It should come here.
Atkins/Then you will have to correct me. That was my idea. I proposed it right on the
spot.
Norton/How about the PCRB involvement in that? .... One of the tasks for them was to
have occasional hearings which might involve bar owners or other people .... to
hear from people. I kind of wondered about their role ....
Kubby/I think that when the city has ad hoc committees, the council should be
formulating that .... When there is staff time being used for an issue, there has to be
a majority of people and this same should be true .....
Champion/I think there is a difference ....council committees... and administrative
committees ....
Norton/We have a PCRB. Isn't that their turf?.
Lehman/I was at that meeting... a grand opportunity for them .... uncomplimentary
remarks... End of that scenario... something needed to be said .... Steve got up..
explaining to the bar owners some of the obligations that we have .... Made no
excuses whatsoever .... Said look, if we have a problem .... this is something that
needs to be resolved between the Police Department and the bar owners ....
procedure, helping each other... I don't have a problem with that committee
functioning because I think it could serve a very worthwhile purpose.

capacity with people .... Everyone needs to be in the loop ....

Lehman/We were not there in any official capacity. So that is not accurate .....
comments .... PCRB .... they were told how those complaints can be filed ....
Norton/ .... PCRB was expected to have some hearings and invite citizens .... concerns
about police behavior .... that was the whole process and PCRB was to be our
mechanism to kind of deal with that ....
O'Donnell/But these people wouldn't go the Police Review Board.

Karr/Two issues here... they have a double goal... 1-complaints they address .... 2-
exploring policies and procedures. They are in the midst of doing both ....case by
case... coming as a package .... However, on this matter, the PCRB was informed
of this meeting, the invitation was relayed and through legal counsel it was
advised that a quorum should not attend .... free to attend if they wish to. One of
our members attended, not as a member of the PCRB .... as a member of a
business and did report back. Based on that report back, the PCRB is going to be
looking at the PCRB complaint form as well as the other form, the police internal
citizens report form ....
Kubby/One of the things we did talk about in the formation of the PCRB... our desire...
public hearings ....
Karr/...they would like to hear a presentation of the current policies and procedures
governing public intoxication of patrols downtown. They have not received that
background information .... The first thing they are going to have to do... handle
the complaints .... time frame... they have been meeting eight straight weeks in a
row .... It is on their platter .... discussed... preliminary complaint form status... on
the 25th.
Champion/In defense of what happened... We were just there to listen... the group was
very negative about the police ....arresting minors ....I think what Steve did was
totally appropriate... took the edge off of their anger ....political astute way to
handle ....
