Dear Mayor Lehman:
This letter is to inform you of my resignation from the Iowa City Planning and Zoning
Commission effective February 20, 1998.
My term expires in May 1998. While I had decided to not re-apply, I fully expected to
complete my term. It now appears that I would have to be absent from the majority of the
Planning and Zoning meetings between March 1 and May 1 primarily due to employment
responsibilities. Therefore, my resignation will hasten the appointment of a new
Commissioner.
I can think of nothing negative to express about my experiences working with the
Council, staff, and my fellow Commissioners. It has been a wonderful, educational, and
enlightening experience. I express my most sincere thanks and appreciation to a
dedicated, talented, and experienced staff. They are the best. I also thank both recent past
and present Planning and Zoning Commissioners for their commitment, dedication, and
confidence by allowing me to serve as the Chair of the Commission for the past few
years. It has been a joy working with them.

Duties: To exercise all the powers granted to
cities and towns under Chapter 330 of the Code
of Iowa, except the power to sell said airport. To
annually certify the amount of taxes within the
limitations of the Statutes of the State of Iowa to
be levied for Airport purposes. All funds derived
from taxation or otherwise for airport purposes
shall be under the full and absolute control of the
Airport Commission, deposited with the City
Treasurer, and disbursed only on the written
warrants or order of the Airport Commission.
Iowa City-appointed members of boards and
commissions must be eligible electors of the City
of Iowa City. The Airport Commission meets the
second Thursday of each month at 5:45 p.m.
This appointment will be made at the
February 24, 1998, meeting of the City Council
at 7:00 p.m. in the Council Chambers. The City

The duties of the Broadband
Telecommunications Commission include
serving as a review board to resolve disputes
between any subscriber or potential subscriber
and the cablevision company; reviewing and
auditing reports by the cablevision company to
the City as required by the Cable Television
Ordinance; working with the public, the media,
the City, and the cablevision company for the
purpose of making recommendations on
various issues; engaging in other activities
pursuant to the effective monitoring and
evaluation of the CATV system in the City.
Iowa City-appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. The Broadband
Telecommunications Commission meets the
fourth Monday of each month at 5:30 p.m.
This appointment will be made at the
February 24, 1998, meeting of the City Council

Duties: Approve all entrance and
promotional examinations used by the City of
Iowa City; holds hearings involving employee

action as provided in Chapter 400 of the Code
of Iowa.

Appointments to Civil Service Commission
On February 24 you will appoint or reappoint persons to all three positions on the Civil Service
Commission. Last year the State Legislature passed a law reducing the terms of Civil Service
Commissioners from six years to four years, and further established the method whereby this
transition would be made. This method requires that we make appointments to all three
positions at once, staggering the terms of the current appointments as provided in the materials
you received with your agenda.
One term, that of Michael Kennedy, actually expires on April 1. The other two Commissioners
would have continued to serve under their prior appointments, Lon Moeller until April 1, 2000
and Lyra Dickerson until April 1, 2002.

include recommending for City Council
approval aspects of urban design components
of urban renewal projects located in areas
designated by City Ordinance. The City
Council may also request advice and
recommendations from the Design Review
Committee on projects located outside of such
designated urban renewal areas such as those
projects receiving property tax exemption
under the Near Southside Commercial Urban
Revitalization Plan and the Near Southside
Residential Urban Revitalization Plan.

Design Review Appointment
As you know, the only applicant for one of the licensed architect positions on the Design Review
Committee is not qualified because he is not a licensed architect. At the work session it was
suggested that a licensed architect currently filling a business owner spot (Bill Nowysz) could fill
the architect opening. It is my understanding that Jim Schoenfelder has asked Bill whether he
would be willing to do this and that he would but only if his current term comes with the
appointment (i.e. he will complete only his current term which ends on July 1, 1999).
You could, if Bill submitted an application, appoint him to the architect spot. This would require
a 2 week deferral to give him time to submit an application for the architect spot. You would then
advertise for the business owner spot. Bill's term would follow him, i.e. expire on July 1, 1999.
Legally, my only concern is that the procedure for making appointments, i.e. 30 days notice and
submission of applications, is followed, and that the make-up of the Committee is consistent with
the bylaws. It seems, however, that appointments made in this manner may be administratively
difficult due to the domino effect of appointing already serving members to another slot. For
instance, the terms of three members of the Commission expire on July 1, 1998. If current
members apply for those new appointments, additional advertisement for the then vacated position
will be required etc. If Council wants to have this option available we should know so that in the
future staff can make a determination prior to the initial advertising which members of the
Committee will apply for the new spot and resign their current position if appointed. The term
would have to follow the person as Bill's would do in the above scenario.

Duties of the Historic Preservation
Commission include: conducting studies for
the identification and designation of Historic
Districts; reviewing and acting upon all
applications for Certificate of Appropriateness;
cooperating with property owners and city
agencies regarding remedy of dangerous
conditions; furthering the efforts of historic
preservation in the City by making
recommendations on preservation issues,
when appropriate, by encouraging the
historical, architectural or cultural value, and by
encouraging persons and organizations to
become involved in preservation activities.
This Commission meets the second
Tuesday of each month at 5:30 p.m. Iowa City
appointed members of the boards and
commissions must be eligible electors of the
City of Iowa City.

Duties of the Housing and Community
Development Commission include assessing
and reviewing policies and planning
documents related to the provision of housing,
jobs, and services for low- and moderate-
income residents; reviewing policies and
programs of the Public Housing Authority and
Community Development Division and make
recommendations regarding the same to the
City Council; reviewing and making
recommendations to the City Council
regarding the use of public funds to meet the
needs of low- and moderate-income residents;
housing policies and programs, and seeking
public participation in assessing needs and
identifying strategies to meet these needs;
recommending to the City Council from time-
to-time amendments, supplements, changes,
and modifications to the Iowa City Housing
Code.
Iowa City-appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. When possible, Council
will appoint persons with expertise in
construction and/or finance, a person receiving
rental assistance, and a member of the Local
Homeless Coordinating Board. The Housing
and Community Development Commission will
have monthly meetings.
This appointment will be made at the
February 24, 1998, meeting of the City Council
