ITEM 3. CONSIDER A RESOLUTION SUPPPRTING THE DEVELOPMENT
THROUGH NEW CONSTRUCTION OF FOURTEEN AFFORDABLE
HOUSING UNITS AT CATSKILL COURT, WHISPERING MEADOW
DRIVE, AND INDIGIO COURT IN IOWA CITY THROUGH THE LOW-
INCOME HOUSING TAX CREDIT PROGRAM
Lehman: (reads item)
Vanderhoef: Move the resolution.
Lehman: Moved by Vanderhoe£
O'Donnell: Second.
Lehman: Seconded by O'Donnell. Discussion.
Champion: Well I know we have a contract and we really have to vote with this to keep us in
the law. I would hope that we would get a policy dictating where low-income
housing can go. I also wish that Mr. Bums for safety and future of Iowa City
and the School District would reconsider where he puts these houses and deal
with the City on what to do with those lots he's purchased.
O'Donnell: And I second that and I think it would well I think in the near future the Council
should look at exactly that question.
Lehman: Yea, we did receive a memo which I think is very clear that if not illegal we
certainly have a moral obligation to approve this and I think you're right, Connie
and Mike, we will put together at some point a policy indicating if there are areas
of the City that we don't chose to have more aftbrdable housing. Other
discussion? Roll call. Motion carries.
Atkins: Emie, can I assume that that's direction on the part of the Council to begin the
drafting of a scattered site housing policy.
Vanderhoef: Yes.
Lehman: I think that would be a good idea and as we get along with that we'll schedule it
for a work session so we can deal with that.
Atkins: Okay.
Lehman: Okay.
Atkins: Steve's got the message.

Lehman: Mike?
O'Donnell: Nothing.
Lehman: Dee.
Vanderhoef:
Lehman: Steven.
Kanner: In regards to looking at the scattered site affordable housing, I think part of the
formula I hope this will be included will to look at when we're pitching in for a
road such as the planned development by Southgate out at Camp Cardinal we're
making it feasible for Camp Cardinal to build a lot of houses and make quite a
profit that we put in requirements that a certain percentage be put into affordable
housing and also that they all be universal design so they are accessible to people
with disabilities and I hope that will be considered too in the proposal that staff
puts out there.
Lehman: Okay.
