City Council Goal Setting Session

Franklin/Let me remind you, you have this which sets the goals for the community.
Okay. What we are talking about today is the goals for the city council and I
would suggest that the discussion revolve around what you would like to
accomplish over the next two to four years because that is the period of time in
which we know that you will be here. Two years for this group for sure and then
possibly four depending upon what happens in the next election. So, is it
agreeable that we work kind of within that time frame in terms of setting out goals
for this group? Okay.
What I would like to do first is just talk about areas of general concerns that you
have... not particular projects .... But what are those kind of conceptual areas where
you have concerns? .... Let's just go around the table ....
Kubby/Could we have a couple of minutes just to reflect on that time frame?
Franklin/Yes.
Lehman/ .... I think that one of our goals .... is regarding SEATS and that in the interest of
this being a productive meeting, we will not discuss that at all.
Franklin/The resolution of the SEATS controversy.
Lehman/Because we would be on that forever.
Franklin/Okay. An important point I should make here. Today is not about reaching
solutions to problems but just identifying the issues and then things that you wish
to accomplish.

Thornberry/One of my general concerns goes back to the statement .... user friendly
government .... more general goal within that is the Department of Building and
Inspections... things are progressing but not nearly as quickly as I would like to
see.
Franklin/General statement of image of government as user friendly .... general areas and
then I will ask you to give me specific things within those areas that you want to
accomplish within this time frame .....
Lehman/ .... relative to land use .... efficient in use of land... long term land use .... affect
growth.
Franklin/ ....long term land use is a general goal.
Norton/
Vanderhoef/I have a concern about our financial and total bonding level and growth in
the general fund.
Franklin/Financial health of the city.
Kubby/Housing issues.

negative tone... making Iowa City more user friendly for everybody.

Lehman/Are we going to try to do this in two different concepts? One being major sort
of things .... the other being more of an internal process?

Norton/Could be under land use .... Don't want to forget... I want to see something
happen, for example, at Sturgis Ferry which is a disaster.
Franklin/If Parks and Recreational opportunity is your concern, I think we need to write
that down.

Kubby/Were you talking about our roles as individuals or our roles as an entity?

O'Donnell/This goes along with appearance of our community .... see entrances of Iowa
City, something has to be done .... 218... just atrocious ....

Thornberry/ .... appearance of municipal buildings .... One of the entrances to Iowa City...
is the Airport .... It is not a pleasant place to come into. It is a major entrance into
Iowa City .... Airport is a municipal building ....
Franklin/Is that a specific under appearance of community? Okay.
Lehman/A much larger issue .... Airport ....
Franklin/But Dean was talking about all our municipal buildings .... Airport being one of
them ....
Thornberry/My primary focus was the Airport ....

Vanderhoef/I don't want us to drop the ball on moving forward with the cemetery.

Franklin/Are there any other city services that are of concern? ....general issue about city
services.
Norton/Landfill has got to be in there.
Franklin/How about resolving various city service issues?
Norton/ ....we are facing some pretty early decisions.
Franklin/Does anybody else have anything else in terms of this general issue? Okay.
Norton/Some how finish dealing with r.o.w. issue with franchises .... energy,
telecommunications... clear up our position ....
Kubby/Utility issues ....

Franklin/All right, okay. The next thing you are going to do- I am going to give you
some cards, take five of these... write down .... individually write down the top five
projects that you want to accomplish in this 2 - 4 year time period. Focus on the
five most important projects to be accomplished in the next 2 -4 years in your
opinion .....
Norton/Do you want to define that just a little bit more?
Franklin/The very specific things that you would like to see accomplished in the next 2 -
4 years ..... Just focus on the five most important things to you to accomplish
within the next 2 ~ 4 years. One on each card ....
Thornberry/To completion?
Franklin/A good share.
Lehman/ ....council group dynamics .... I think that should be a separate ....
Kubby/We are writing down real specific things.
Lehman/Specific projects.
Norton/These are more tangible.
Franklin/Not necessarily. If that is one of your highest priorities is that the council group
dynamics has to be addressed, put that down .... It is the five most important things
to each of you... You don't have to rank them ....in these categories or not ....Okay,

when you are done with the five projects, at the bottom of each card, note what
category you think it would go in if it goes in a category.
Okay, what I am doing now is sorting them by the categories that you have put
them in and I will just put them up on the overhead by item to see where you guys
agree or disagree. (Uses overhead).
Lehman/Is this in any kind of order?
Franklin/No .....(refers to overhead).

"Customer" Service
Zoning/Bldg. Rules & Regs.
Explain NO - staff training; publications; encourage re-evaluation of rules if no doesn't seem rea
Encourage dev. community to work with neighborhood
Franklin/Okay, we have a customer service as a term under the image of government.
Specifically, two people suggested that there be some work done in H.I.S...
building and zoning regulations, that we look at those .... based on state
specifications .... that is not having the local changes in the UBC. That is an item
we have in the Comp. Plan already as a strategy. So that would become a high
priority for the 2 - 4 years. In this category .... there were three people as an issue.
This explain no... The suggestion was if not, why not, ask me. That is when we
present something to the public, explain what no means. Don't just say no. The
explain no... might be a staff training ....how staff responds to the public's
questions.
Norton/I thought they did write memos as to why ....
Franklin/Maybe this is a greater emphasis... public relations ....

Franklin/In terms of the customer service comment... specific things that can be done
under the zoning and building rules and regs that we have already identified in the
Comp. Plan ..... relationship to safety... essentially re-evaluate those .... look at
them. The explaining no can be staff training, public relations ....becomes a model
for city government ....
Norton/
Thornberry/Take some time especially when you are turning something down... get
examples of a positive ....
Franklin/We are getting into specific suggestions about how to provide this customer
service ....
Lehman/ .... I would staff be encouraged why they exist .... who knows are regulations
work better .... which regulations might need some fine tuning ....
Franklin/Is there general agreement on that7
Norton/Yes.
Kubby/As long as it doesn't mean every time ....
Lehman/I feel staff is professional enough ....
Norton/They do that already... they come back with suggestions about what to do ....
Lehman/I don't think we encourage them to.
Norton/We should.

Norton/In general, we ought to avoid the word customer ....
Lehman/Yes they are. They are customers for every service we provide.
Norton/It is a bad feeling to look at our constituents as customers ....

Franklin/I think you have the same goals ....
Norton/ ....this is their city, their rules ....
Lehman/I think we should feel that we need to treat these folks-
Norton/ ....they are not customers, they are owners of this operation.

Franklin/Are there any other suggestions under this heading... specific things that you
would like to accomplish within the next 2 -4 years? .... This whole notion ....
regulations generally. The concept here is the attitude and the image that we
project when people come to city government.
Norton/ ....I think we do a pretty good job.

Franklin/We had five suggestions for that, two from the same person. Completing the
Northeast Plan. The First Avenue suggestion could either be under Land Use .... or
under the Transportation System .... or Northeast Plan... It is under Land Use ....
Norton/Part of Northeast Plan.
Franklin/ ....project to be accomplished... is the construction of First Avenue.

Franklin/We have two people for completing the Land Use Plan for development in the
Northeast, Southeast and South ..... with good public input .... Okay, creating
positive steps towards establishing a visible edge. That is in the Comp Plan.
Norton/I want to see us making some progress .... defining this.
Franklin/Reviewing the Subdivision Regulations .... Including housing and commercial ....
city services and costs. I don't understand that .... Under land use ....
Lehman/The denser the development, the less expensive ....
Franklin/So the project would then be what?
Lehman/Look at our land use policies .... in particular, the Peninsula Project ....

Lehman/We are going to eliminate large single lots .... We could make it more attractive
for other kinds of subdivisions ....
Norton/The is a very big issue... in-fill.
Kubby/Kind of has to do with subdivision regulations to allow those kinds ....

Franklin/What I am getting out of this is that the priorities then, for the next 2 -4 years, is
completion of the NE Plan, SE, the South we have done, the construction of First
Avenue, creating a visible edge around the community .... steps towards that...
Reviewing the Subdivision regulations in the context of the Comp. Plan ....
Norton/ ....I can see ways of finessing First Avenue.

Norton/ .... may decide Scott Blvd. extends west a little sooner... follow the terrain more
appropriately, join up with Captain Irish ....

Franklin/At this point, what you want to do is get some closure on whether these are
going to be priorities for the group. If there is disagreement .... whether
construction of First Avenue should be one of the council's goals .....
Lehman/Completion of NE Plan is going to determine .....

Franklin/I seeing a number of nods on that would indicate a majority that would agree
that the NE Plan will include this question and it will be resolved through the
question. Okay. One thing that I will do when we are done today is put this
together in terms of the conclusions that you have reached.
Norton/ ....regional stormwater management effort .....
Franklin/We really haven't had direction from the council that that is a direction that you
want to go everywhere in the community ..... In the NE area .... we do have a
regional detention basin in the North Branch Detention Dam ....
Norton/ .... Encouraging keeping the water on the site .... not letting it go somewhere
else ....
Thornberry/Residential or commercial? ..... commercial... they is no way that I could,
with limited amount of space ....

Franklin/A solution may be here that one of your projects for 2 -4 years is an evaluation
of regional stormwater management as a tool throughout the community.

Vanderhoef/I would like to take that one step further ....stormwater ordinances...treat it
like a utility ....

Franklin/In terms of regional stormwater, are we going to do an ordinance?
Atkins/I think you have to ....number of options ....stormwater utilities.
Franklin/How about address regional stormwater management?
Norton/Means working with developers ....
Atkins/ ....developers... recognize now that we are dealing with federal law.

Franklin/We have three in this area. Establish housing fund .... We had that one proposal
in the Community Housing Forum .... criteria... affordable housing fund...
CDBG .... HOME money and General Fund money .... use to do temporary
construction loans ....One that you have already agreed to look at .....Scattered site
affordable housing.
Kubby/Has a lot of zoning implications.
Franklin/Yeah and this is mixed neighborhoods... talked about a lot in Comp. Plan ....
Thornberry/ ....got to maintain neighborhood integrity ....

Lehman/ ....foster this ....
Franklin/If you wish to .... re-state it that maintaining the integrity of existing
neighborhoods is also an important goal and how we do this is what is going to be
the challenge. But with those two things in mind, that is how we would move
forward ....
Thomberry/ .... I would not like for Mike and I to buy a house on Summit Street and get
through a zoning change so we could put up a 20 unit low income housing
building... The neighborhood integrity means more to me.

neighborhood integrity.
Norton/There are places where they get a little more density .... looks just like the other
houses ....mixed ....still not necessarily butcher the neighborhood ....done very
carefully.

Establish communication system between the council (or reps -mayor) with the

Franklin/I am assuming what your concern is with other local governments ....
O'Donnell/I think there is an adversary ....I have a lot of Coralville council people come
in... talking about cooperation ....
Lehman/ ....we try very hard ....bend over backwards trying to cooperate ....
Norton/Most important... relations with other folks .... When we meet with these joint
people, these other agencies .... more specific and tightened agendas .....
O'Donnell/We could do cost effective buying together.
Norton/We need to follow up on those things.
Franklin/You do have the organization structure there already with JCCOG to do some
of these things... bring specific things to that agenda ....

Norton/The University is included in there I trust.
Lehman/And the school district.
Kubby/ ....notification ....
Lehman/Cutting of trees would probably take place whether or not we were notified.
Kubby/Communicate with us .... we can know ....
Norton/ Mechanisms for cooperation with the University are unclear .... none of them
seem to be very formal ....
Kubby/Had these quarterly breakfasts with the University .... city department heads and
council members... University... sit in smaller groups... talk about what is going
on... good communication tool... regular... gathering ....
Vanderhoeff Staff is doing some of this ....We are not involved in it ....
Franklin/Work on establishing some kind of formal routine communication with the
University of Iowa at the top level?
Thornberry/ .... difficult to have positive relationships with unilateral cooperation .... It is
not reciprocal ....
Lehman/Back in '80s...Chamber...met quarterly... they would explain the difficulties ....
much better understanding of where they were coming from .... relationship
between the council and University president and vice-president .... Great idea to
get together.
Norton/Only if we have some specifics ....

on Friday, make decisions on Monday. Sometimes it feels too quick. And if there
is a way to get information ahead of time so that we have a week and a half to
think about it .... It is very hard to take on any other viewpoint except what we get
from staff .... It can lead to rubber stamping... It doesn't allow me the thinking
process or the community input process ....

commuters where you could access with your telephone daily .... to receive the
kinds of information that we currently get in the packet ....When I see something
in the paper before I know about it, I am livid.

City Airport because of not just the appearance... sociability ....They don't like the
way they are treated when they come here.
Atkins/I think the Airport and Airport Commission has terrible public relations .... They
have huge open space .... Very narrow focus .... It could be other things than an
airport .... I think it is a public relations issue.
Norton/I do think the Airport ought to be on our list as a separate thing ....
Atkins/We also believe that Sturgis Ferry... both of them we could make... attractive.

Police Department in the community now I think is at an all time low. This is a
very fine Police Department... something has to be done... restore the credibility ....
Thomberry/I disagree .... It is a focused group problem. I think the majority of the people
think we have a stellar police force .... It is how it is presented .... I don't think the
police force as an entity has a bad rap. I think it is a focused group that is putting
out a bad image ....
Champion/There aren't enough .... downtown .... several fights downtown this week .... We
need to look at Police Department .....

some understanding that if there are water and sewer work related to these
projects, they should be charged to that fund. What we normally budget is
$300,000 a year in wastewater for projects .... expensive to fix sewer lines ....
budget $170- a year for water .... our people do the jobs .... Most of our other major
projects are financed by Water Sewer debt.
Lehman/There are components associated with water and sewer. Is it possible to
compute what they would cost if they were done without the rest of the project
and use that number?
Atkins/ ....example, I proposed about $200,000 for Iowa Avenue... repair ....
proportionately, do you want the Water and Sewer funds to bear their share of the
cost of these projects?

Avenue... money would be applied directly to the parking project cost. There are
