CONSIDER A RESOLUTION AWARDING CONTRACT AND AUTHORIZING MAYOR TO SIGN AND CITY CLERK TO ATTEST CONTRACT FOR THE CONSTRUCTION OF THE IOWA CITY LIBRARY ROOF REPLACEMENT PROJECT. Amended Comment: The bid opening was held on Tuesday, August 12, 1997, 10:30 AM. Four contractors submitted bids, three responsive and one non- responsive to the specifications (see Attachment Bid Tabulation). After evaluation of the bids by the consulting engineer and the Engineering Division, a recommendation is made to award the contract to Jim Giese Commercial Roofing, Inc. of Dubuque, Iowa, for the base bid amount of $120,522.00. bc2-1JS.wp5 (Problem Tape) ITEM NO. 3. So are we, so which, are we going to do the two ply And. Well, we're doing both aren't we? Well, you specifically said the base bid so does that mean we're not doing all of it? Either of the alternates? Speak to that. Yes, the base bid is just for the two ply polymer roof. We've not taken the alternates. So even though this was made painful for the Library we Lehman/ Are they going to start this immediately? I think seven days. They have to get all their documentation in. Bonds and so forth. Novick/ It shouldn't take 80 days but we've given 80 to complete it and they will have the responsibility in that time to make sure the roof doesn't leak. Fine. Is it okay to assume that under most circumstances it's more like 30 days than 80 days? Give me a good idea of what it really means. I'll let Darrell talk to that. They've got the 80 days cause you have to count in rain days and stuff like that for them. I understand that. With this kind of a project it's probably going to take them probably 40 days, 40 to 50 days, of actual.. Okay 40 to 50 working days. Yea, Yea, but give the, 80 calendar days allowing for rain allowances and other things. Let me ask you this. If it takes longer than the contracted period. Longer than 80 days, what happens? We have liquidated damages. In other words they pay a penalty? That's correct. Any other discussion? Roll call. We have approved this contract. West Des Moines, IA $76,586.00 Branchini Hardwood Flooring Iowa City, IA $80,626.30 Total estimated cost was $103,500. Staff recommends awarding contract to Swanson Gentleman Hart, Inc. ITEM NO. 4. Discussion, Mike, some of us were contacted by the other bidder saying that there was an alternate for a different grade of maple that the only difference is color and that they were the lower bid on that is there, will you explain the reason why main specs were changed? Yea. We wanted first grade maple cause that's the top of the line floor for beauty and esthetics and for durability. And we asked for a second alternative bidding in case the bids came over our budget figure and we'd have something to fall back on because as you know we have t get the project done in a timely fashion so we wanted to have a list of alternatives available so if the bids all came over our budget so we go to second grade. Is it in your estimation that it's more than an esthetic issues in terms of the color of the word but it's a durability issue as well? Oh sure. First grade, second grade, third grade that's the case in almost any case that grades out lumber or grades out quality of any kind of workmanship. Steve, do you know the dollar amount or the size of the work that needs to be bid versus where we can call around and get some estimates? 925,000 isn't it Eleanor? I contacted them yesterday afternoon and he's going to call me back cause nobody was in the office when I talked to them, So we'll work with the Swanson Gentleman Hart and see what we can do, I know you made a request to at least save some of the floor for Dee Norton so some of that will be moved into his back yard, Novick/ Right, sure.
