IOWA CITY CIVIL SERVICE COMMISSION

RECOMMENDATIONS TO CITY COUNCIL: Commissioners recommended that Council approve the certified
list for the position of Firefighter.
RECOMMENDATIONS TO CITY MANAGER AND STAFF: None.
SUMMARY OF RELEVANT DISCUSSION:
Meeting was called to order by Dickerson at 8:17 AM.
First item for discussion was the certification of the Firefighter list. Prior to certification, Mejia briefly
reviewed the process and gave commissioners a summary of the candidates. Dickerson questioned the
male/female and minority ratios and Mejia responded that those statistics would be prepared and provided
to the commissioners. Rocca suggested that during the next Firefighter recruitment commissioners consider
letting applicants have the opportunity to try the physical agility test prior to the actual test date. He
commented that other cities have successfully done this and clarified that applicants would not actually take
the test, but would participate in stations that would give them an idea of what the test would be like. Mejia
said it could be considered for the next recruitment. _
Moeller moved and Dickerson seconded a motion to certify the list for Firefighter as presented. Motion
carried unanimously.
Old Business:
Mejia reviewed the recruitment for Police Officer that is currently underway. 111 applications were returned,
which was down significantly from previous recruitments. :66 applicants took the written test with 54
moving on to the physical agility. 44 applicants successfully completed the physical agility test and will be
participating in interviews during the week of July 14, 1997.
New Business:
Mejia made a recommendation to conduct promotional testing for Fire in the fall as the current lists will expire
in December. Mejia alerted commissioners to the fact that some questions have been raised regarding the
number of years a certified promotional list is in effect. The City interprets the language of the Iowa Code
to say that a promotional list is good for two years unless the Commission specifically designates it as a
three year list. This option is only available for Fire Promotional lists.
Moeller asked whether there has ever been an opinion from the Attorney General or City Attorney. Mejia
responded that the interpretation from City Legal staff has been that unless specified for three years by the
Commission, the list is a two year list; there is no written legal opinion regarding this. She indicated that
she would request an opinion in writing for discussion at a future meeting.
Dickerson moved and Moeller seconded the motion to adjourn. Motion passed unanimously. Meeting
adjourned at 8:35 AM.

Fearing indicated he was unable to attend last month's meeting due to
the Parks and. Recreation Commission meeting. Joe Kral reported John
Yapp, Assistant Transportation Planner for the City of Iowa City,
explained the plan for the south part of Iowa City.
Pacha reported. the campaign committee has been meeting, and
approximately $200,000 in actual pledges has been received to date for
the Mercer Park Gymnasium Project. A press conference is scheduled for
next Wednesday, July 9, at Mercer Park to publicly kick off the grass
roots fund raising campaign.
Klinkreported on her recent visit to San Jose and Lafayette, California
where she visited parks and a trail system. She noted their enthusiasm
for and use of trails in that part of the world is very alive.
Pruess expressed appreciation for a copy of the memo from John Yapp
summarizing the bicycle/pedestrian trail construction projects in the
area. He indicated it was exciting to see the trail projects moving
forward. Endel seconded his comment.
Wilburn expressed appreciation to the Parks and Recreation Foundation on
undertaking the Mercer Park Gymnasium Project and their fundraising
efforts.
Pacha presented Bob Howell, Parks Superintendent, with a Certificate of
Appreciation for his service and dedication to the City of Iowa City.
Bob will be retiring on August 1st.
PARK TOU~
Trueblood distributed a listing of the various sites in chronological
order to be visited. The Iowa River Dam Trail Project/Peninsula Area
and the water plant site were not included due to their inaccessibility
by bus. He noted if the commission would like to, a special tour of
these areas could be arranged later this year.
