Dear Members;
During the past several months, my 6 yr. old son and I
have been on a Beanie Baby hunt. Because of~ this, I have
re-discovered downtown Iowa City! Unfortunately, my delight
with downtown has been short-lived.
On July 8, 1997, Thingsville had a special store
promotion. For every $50.00 you purchased that day you
could receive one retired beanie. We were really excited
about this andswent the day before to plan our purchases.
On the day of 'the event I wanted to get there plenty early
because I assumed there would be a line. (There was.) I
got there at 9:00 and made the unfortunate mistake of not
parking in the~-~upper levels. I actually did read the signs
about the time requirements but since there were alot of other
cars parked there I incorrectly assumed it must be ok. I
then went and made purchases of over $150.00 at Thingsville
and my sister,~.who was with me, also made a $50.00 purchase.
I was very disappointed to find a ticket on my car when I
left. Since I was there to shop at Old Capital Mall I wrote
a letter to the parking division to see if they 'would waive
this ticket as an act of goodwill. Today I received a
notice that they would not.
I realize I parked in the wrong area. I will pay the
$5.00 parking fee. Howeverr I will not be going back
downtown unless I absolutely have to. With Coral Ridge Mall
being just about as close to me as downtown it looks like I
will be spending my money out there. This is not a matter
of the cost of the ticket as my husband is a scientist at
the U. of Ia. I guess a paid $5.00 ticket means more to
the city than a happy customer.

To the City Council Members:
It has come to my attention the City of Iowa City is planning on
extending First Avenue alongside Hickory Hill Park. The Comprehensive Plan
of 1997 says that cooperation is needed between the City and the community and
this will be done by keeping us informed and allowing us to actively participate
in setting agenda for the City.
You are moving way too fast on this business of the extension. And from
what I can gather have NOT sought an ounce of public imput.
While there are uncounted folks using the park let me speak for myself:
You cannot put the park back to right once the decision is made to change the
environment. Growth can continue in Iowa City but the greater good of keeping
the park as it is far outweighs the need for more housing or more concrete to
move even more traffic.

Dear City Councilor:
You don't have to do it. That was what you heard from your
own staff last nigh'[. You don't have to build the road, you
only need to tell them where the road might be built.
Remember what your own expert said about the First Ave.
project.
A. The driveway situation with vehicles needing to back
into traffic is not recommended for arterial streets. North
of Rochester the city allowed such driveways to be built
knowing they violate the safety standards for arterial
streets. Jeff Davidson said that was a "mistake".
B. The steep grade at First Ave. and Rochester is at the
"limit" for safety.
c. The road will adversely affect Hickory Hill Park, and it
will be visible from within the park and will destroy the
quiet tranquility of the park.
D. The schools are a huge problem. No road in Johnson
County regardless of designation has 2 High schools, 2 Grade
schools, 1 Junior High, and 2 Day care centers along a two
mile route.
The city told us over and over Scott Blvd. was designated
and built to move traffic from the north to the south. Now
you are making a drastic change and routing that traffic
down a residential street.
The only advocate we hear for this drastic policy change is
an unnamed "corporate entity".
Honor the commitments of past councils, follow the advice of
your own experts and don't build it!

I recently returned from vacation and learned through the Press. Citizen of the
last vote regarding the First Avenue extension. I certainly believe that as our city
grows, this project will need to be done. However, doing it before Scott
Boulevard has been completed presents two serious and costly implications.
1. The School Traffic---making First Avenue a prime conveyer of traffic impacts
the safety of a large number of school children. South East Junior High has
around 800 students, Hoover Elementary has around approximately 400
students, City High has 1,600 students, and Regina (K-12) has a sizeable
enrollment also: Most of these students must use some part of First Avenue to
get to school. Anyone who passes First Avenue, particularly at Court Street, in
the morning or from 3:00 on will see that adding additional cars and trucks would
create a serious hazard for people walking and driving.
The planner who compared this impact to Horace Mann Elementary School and
North Dodge evidently does not have all the facts. Horace Mann is much
smaller than any of the four schools who must use First Avenue for access. It is
fronted by a multi-lane one-way street which accommodates passing and turning.
First Avenue is only a two lane street with two-way traffic.
2. The Adequacy of First Avenue---this street is at capacity now, without adding
more traffic. By approving an extension of an already crowded street, the council
will be creating a need for an immediate and very expensive First Avenue
widening project. Scott Boulevard already is wide enough to accommodate more
traffic. It also is the natural hook-up to the Highway 6 industrial park area with
access through a much less densely populated area (and no schools).
I have lived in four houses on the east side in the last 25 years. I taught at South
East for eight years, my children walked to Hoover for six years, and I have been
a counselor at City High for 11 years so I do understand firsthand the daily
hazards of traffic on First Avenue. I truly feel the extension is not in the
community's best interests until after Scott Boulevard has been opened.
I hope this information will help you in your final vote. Please let me know if I can
provide-more eSsistance to you in your decision.

which are living in residential portions of Iowa City. Every year the population of deer in Iowa
City is growing, as demonstrated by increased sightings of deer walking on our streets and
property, and by the extensive damage caused to our shrubs, trees, flowers and vegetable gardens.
It is extremely discouraging to our efforts to use landscaping to beautify our neighborhoods to
have the deer destroy the plantings as quickly as they emerge. The alternative. of placing seven-
foot tall fencing around all of our gardens and using netting to cover all of our shrubs is not an
attractive one. In addition to the damage caused by deer foraging on our properties, we also have
safety concerns related to automobile accidents caused by deer and the potential of increased
incidence of Lyme disease as deer come into closer contact with animals and people in Iowa City.
For the above reasons, we request that the City Council of Iowa City take prompt action to
reduce the number of deer living in and transiting through Iowa City. Although it may be difficult
to devise a solution to this problem, we believe the problem is a serious one and deserves the City
Council's immediate attention.

Dear Members of the City Council:
For the past five years "Forest Ridge Estates" has been developing directly to the east of
Benton Manor. I recently phoned Larry Baker for answers to some questions I had
because the building project has been disruptive and unsettling to our lives. Dr. Baker
quickly got back to me with solid answers, which I appreciate. Because my concerns
were of a community nature, I am sharing them with the Council.
When I bought our condominium at Benton Manor in 1988, there was a forest behind our
building, and I understood that the woman who owned the forested land intended to keep
it as a nature preserve and wildlife sanctuary. The woman sold the land, and the new
owner decided to build apartments on the land, which was his right to do. However, I did
not know he intended to raze the land and build apartments. Had I known, I would have
had the chance to decide if I wanted to sell our condo before building started on Forest
Ridge, which I may well have done. My property is much less attractive now, with a
view of buildings where a thick forest used to be.
Dr. Baker assured me that the construction meets building codes, which should mean that
after the maintenance building is finished there won't be any more construction in Forest
Ridge Estates. The destruction of the forest and the building noise have been a nightmare
for several years. And it looks like every possible usable inch of ground has been tidily
gobbled up by concrete driveways and parking lots, and buildings. With the destruction
of forests around the world, I regard this type of project, which has taken down trees by
the score, as unconscionable.
I urge the City Council to continue to monitor such building projects closely, and to
consider imposing even more stringent limits on the destruction of forested land in the
community and requiring builders of new properties to notify owners of adjacent
properties in advance of building of the scope and duration of planned construction.
Thank you for witnessing my concerns regarding land, property, and development. I
particularly thank Larry Baker for his prompt, earnest response to my inquiries.

To the Iowa City Council Members:
CITY MANAGER'S OFFICE
I find the enclosed copy of the CITY NEWS that is distributed in
our Iowa/Illinois electricity bill interesting. It is indicated
property owners need to keep their lawns mowed but what about land
developers, etc. I have had to call the Civic Center for the last
two years (I spoke to Kristin last year) in order to get the area
behind our house mowed. Ron Schlinter ownH this property and I
believe it is called the Hunters Run Development - it is off Duck
Creek.
Until the flood of 1993, this area was mowed on a regular basis but
the flood created a little creek by the storm sewers. The middle
area should not be a problem to mow unless we have extensive rain
which has not happened this summer.
I have written more Schlinter myself and I know Kristin had to call
him last year. I am tired of calling on this issue every year. We
would like to be able to organize baseball games, soccer games,
etc. with the neighbor kids in this area. It used to be where kids
would fly kites, play frisbee, etc. back there and not hang out in
the street. Now it is an eye sore and unfortunately it is outside
my back window. How could I sell my property when all you can see
is weeds?!? I really resent being "the bad person" in this matter
and complaining every year but I doubt any of you would like a view
of these weeds when you walk out to your backyard. I am enclosing
pictures from last fall on how high the grass/weeds were but to
date, in my opinion, the weeds surpass what these pictures
indicate.
I would certainly appreciate anything that can be done to regulate
developers from not abusing this policy.

Trees/Shrubs in City Right-of-Way. Whenever ,.

Yard waste container stickers for the new fiscal ye;
(July 1997 through June 1998) will be available for sal,
beginning the last week in June. Yard waste conta
stickers are available only from the Cashier at the Civ
Center, 410 E. Washington Street. The annual fee is ~:
each. The sticker is to be placed on a refuse containe
supply. Yard waste will be collected from that container for a full year. Th~
container may be no larger than 33 gallons and, when full may not exc¢
50 pounds. Yard waste stickers are an option offered in addition to the $t

Dear Ms. Deutsch:
After receiving your letter of 17 July, I made several visits to Hunters Run Subdivision with Parks
and Recreation staff, who will soon be responsible for maintaining the stormwater detention basin.
Maintenance will be limited to mowing the grass around the vegetation in the lower and wetter
areas of the basin. The purpose of our visits to Hunters Run was to discuss what was there, what
would remain, what would be removed, and what might be added.
Reasons for leaving wetland-type plants in the stormwater basin include greater uptake of water
on the part of plants which can tolerate wet conditions better than turf grass, preventing the basin
from becoming a large, soggy field. An added benefit is that the variety in color, texture, and
height of the plantings provides visual interest and may also attract a greater variety of birds and
butterflies into this space.
The developer, Ron Schintler, has provided park land which is more appropriate for team games
like baseball and soccer, and will clear the detention basin of willows and other undesirable
plantings before the basin is accepted for maintenance by City staff. Additionally, we will discuss
with Mr. Schintler whether he or City staff will move flowering species in the west stormwater
detention basin to the east basin, enhancing its attractiveness without requiring additional
maintenance on the part of City staff.
The stormwater detention basin will not be mowed so that it resembles Hunters Run Park, which
is a short distance from your home and provides large areas that are appropriate for baseball and

for flying kites and playing frisbee. It is a space set aside to provide a particular function, that is,

Dear friends,
In the WW2 the American youth red cross was helping scouting groeps in
Holland to startoff again. During the war scouting in Holland was forbidden
by law, due to the German invasion.
At the end of the war Rotterdam was suffering from a hunger winter. In
december 1945 there was a group of Iowan school children who did sent some
X-mas gifts to the Netherlands and this was the start of a true friendship
with a l'ot of people in the Iowa city region.
My mother started to write back to thank the children for their presents
and so the beginning of a correspondence started. Already this grew over to
the next generation, we all the three children got American names, named
after Iowa city residents Edwin, Harold and Ardath Hunter. and so we are
visiting Iowa regularly. My mother made the trip for the first time just 10
years ago and since her health is not that great she didn't went over more
often.
Now we finaly got her so far to go to Iowa City in september, for probably
the last time in her life and we would like to make this trip unforgettable
for her.
Two of her best friends Mr. and Mrs. Lawrence Barnes from Napoleon Street
will be the hosts just as they did all the visits of our family.
Could you please be so kind to think abouth this to make it special for her
to. In 1977 when my older brother of 17 years old at that time was
interviewed in a radio station and the newspaper. So this piece of history
must realy mean something to the Iowans.

Re: Lane Designation at Intersection of Gilbert Street and Kirkwood Avenue
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council of
the following action. Unless directed otherwise by the City Council, this action will occur on or
shortly after August 27, 1997, in conjunction with modifications to the traffic signal system.
Action
Pursuant to Section 9-1-3(A)8 of the City Code, signage will be installed indicating "Left Lane Must
Turn Left" in the left lanes of Gilbert Street on both approaches to the intersection of Kirkwood
Avenue, and "Left Lane Must Turn Left" in the left lane of the westbound approach of Kirkwood
Avenue at the intersection of Gilbert Street.
Comment
This action is being taken to reduce the accident rate related to left turning vehicles at this
intersection. The eastbound approach on Kirkwood Avenue is currently designated in a similar
fashion. All through and right-turning traffic will use the right lane of each approach. Protected left
turn signal phasings will be incorporated at this time.

Action
Pursuant to Section 9-1-3(A)8 of the City Code, signage and pavement markings will be installed
indicating "Left Lane Must Turn Left" in the left lane of Mall Drive approaching the intersection of
Lower Muscatine Road.
Comment
This action is being taken to clarify existing traffic flow at this intersection. Currently, traffic uses
the left lane as a left turn only lane, and the right lane as the through-lane into Sycamore Mall and
the right turn lane onto Lower Muscatine Road. This action will formally assign right-of-way for
these actions.
