Tapes: 97-157, Side 2; 97-159, all; 97-160, Side 1. 1997 Comprehensive Plan Discussion 97-157 S2 Franklin/Your November 3 work session. Do you have it? Nov/I know we got it. Franklin/These will go forward unless someone calls out an item .... At some point soon .... you should look at this and see if you have any serious reservations about how to change it. Okay? Now, the last time, after the Commission left, the council went through a number of items and then decided they wanted another session to look at all of the strategies starting from the beginning .... start out and see how far we can get, going through all of the strategies in terms of what issues there were for the council .... not editorial ..... Page 31 Cooperative Efforts ..... Bovbjerg/Third Strategy: Cable TV local Access. Is that all of the access channels?.. generic, right or is it any particular channel? Franklin/I think it is to be general... government channel ....Public Access, University channel, library channel, any of them. Bovbjerg/ ....Does the city have a web site now? Kubby/Not independently .... Marian ....We are in with other people in a cooperative effort. Karr/We are in with other people. We are working on an individual web site. Kubby/But there is no mention of internet service .... Franklin/Okay, so use of the web or internet. Okay. Norton/One thing I found... is there any mention about the schools? .... Goal #4 schools are not called out and there are mentioned in creating partnerships in the last Goal. It just seemed to me, given the vital importance of that in planning, it might get more attention. Franklin/Okay, is everybody cool with that? Kubby/Especially since we have talked in the past about school impact fees. Franklin/Okay. It is in the last Goal ..... Norton/Seemed to be left out a little bit .... Vanderhoeff I just wanted to broaden that a little bit with regional kinds of activity .... Since we involved in ECICOG and all of those things... need to be looking regionally. Norton/Would that be in the 5th Goal?... Franklin/That goal specifically points to land use issue. The next one is more general .... Vanderhoef/ Franklin/Are you talking about the corridor? Vanderhoef/That would be a starting and then in the Strategy, Create regional community taskforce, study groups, to study areas as one of those strategies .... like corridor would be an example. Nov/I really wonder if that belongs in here because this plan is suppose to be within the city limits. Franklin/It goes beyond .... Fringe Area Agreement is in here .... to set our policies generally .... highlights in the opening statement .... Kubby/Maybe even explore doing household hazardous water facility as a regional concept .... Vanderhoef/In the Goal part of it and then some strategies. Franklin/So are you talking about adding a Goal? Or just adding more strategies to flesh out this creative parmerships. Vanderhoef/If we don't add a Goal, then add the region concept to one of these. Norton/ .... Emergency management is another one that strikes me as very important for collaborative efforts... Franklin/Okay .... Nov/If you are putting JCCOG on the right hand side in this Goal 5, maybe that is where ECICOG belongs. Kubby/Maybe we can just say we would like ECICOG mentioned and want a strategy about regional issues... Norton/Same with emergency .... It is useful to remind ourselves when we look at it. Franklin/Sure. Vanderhoef/I would like transportation specific to a regional which we do some anyway .... part of JCCOG and ECICOG... thinking more in terms of... what travels on the streets. Davidson/ ....really coordinated more by IDOT .... Vanderhoef/Transportation systems .... Davidson/...even regional bike systems... Franklin/Are you moving toward a regional transit? Okay, so there is a little door opening here for consolidated systems. Is that where you are going? Vanderhoef/That is where I am going. Nov/But why not put it on the Transportation page. I will look at both of those places. Kubby/I wanted to mention kiosks... hook into this intemet thing .... may be at a public place. Franklin/I think what we want to put there in the Strategy is to generalize it a little bit more, using telecommunications as a medium for this devising ways to let citizens know what is going on. Kubby/ ....in terms of the strategies, that we don't get down to what we are going to do tomorrow. These strategies are just a little bit more specific than the goals but they still should be relatively broad. Franklin/ Page 33 Arts, Culture and Human Development. Franklin/There are a couple of changes... 1%, updating that and changing the Strategy and Goal #4 to consider a funding strategy versus establishing a fund. Anything else there? Lehman/...Public Library Strategic Plan. Is that a identifiable plan? Franklin/Yes we did and yes it is .... point was made that the council has a role in that Strategic Plan in that you see it .... Lehman/I have no problem with their Strategic Plan. I just think that if they change their plan, we should be able to say this is great ..... Norton/ Franklin/We get mixed up about talking about the Strategic Plan... versus the specific plan to move a building to this point. So what this says is to expand the Public Library consistent with the Strategic Plan. The Strategic Plan statement is that the library will expand to meet the needs of the community .... That is what is says .... Kubby/Maybe it should say consistent with the goals of the Strategic Plan. Lehman/There you go, I like that. Franklin/Okay. Kubby/Somehow clarify that. Franklin/Gottcha. Council/(All talking). Franklin/Okay. Kubby/Whenever the ADA is mentioned, it is mentioned here in the 4th Goal, sometimes the ADA and even the State regs are not real functional .... Thornberry/...we need to at least meet their minimums .... Norton/ Franklin/ Norton/Insure that at a minimum... or something like that .... Thornberry/At least that far ....could be greater .... Council/(All talking). Nov/Meet or exceed the standards .... Thornberry/Burger King downtown ..... you cannot go into that bathroom with the door open and shut the door ....does not meet the requirements of someone in a wheelchair .... Norton/ Thornberry/I am saying the minimum. Lehman/You have to use ADA standards. page 5 Franklin/Okay .... Is that still a viable sentence? .... Franklin/You could do that .... Nov/It is a volunteer committee .....no selection process. Lehman/Do the volunteers on that Chamber Committee have to be Chamber members? Nov/Yes but the City is a Chamber member... could be a council member or staff member. Thornberry/Goal #2, Strategy #1 I would propose first word instead of include public art, culture... Have a word other than include. Perhaps consider or promote instead of include. Or promote public art culture... consider public art culture ....maybe promote... include is pretty damn mandatory .... Kubby/...walking space, visual space .... Lehman/It doesn't specifically any one of the three or all three .... Bovbjerg/ ....stage... that could be promoting culture ....big screen ....I like promote .... Thomberry/I think promote instead of mandatorially including .... Norton/I just don't want to lose it. Kubby/Include and promote. Lehman/I like include and promote better than just include. Thornberry/...promote these things as opposed to include them .... Nov/ ....if you are talking about a goal or a strategy, I don't think promote is the right word. Council/(All talking). Franklin/In include means that there will be some ....there will be a component in that project. If it is promote... nice thing but it doesn't necessarily guarantee it .... It is matter of how much force you want to put to it. Thomberry/ Nov/I hear four people who want to change that word so that we can move on. Thornberry/To promote- Okay, let's move on. Franklin/ Page 35 Economic Well Being. Thornberry/...establish a fund to provide financial assistance- Franklin/We did that already. It is consider a funding strategy. We changed that .... Kubby/On the last Goal, first Strategy .... If we keep this in here I would like us to change our Economic Development Guideline to also include infrastructure... if they are financial incentives because if we continue to do this, the problem I had with the Streb Development is going to occur again .... I think this kind of gets around our Economic Development Guidelines .... Nov/I think I need more explanation about what bothered you .... Kubby/This in itself doesn't bother me but this combined with how our Economic Development Policy is written that says if you provide infrastructure for an area, the guidelines don't kick in. Only if you give these kinds of assistant to a specific business. Thomberry/We are already specifying specific businesses up in #1 .... Franklin/What this says... is that as we provide incentives to individual businesses, that can take the form of infrastructure, jobs training programs or re-training programs .... Kubby/Above goals are all towards individual businesses not areas .... thank you. We may take steps to train or develop the appropriate workforce ....We have certainly done some of that. Vanderhoef/What I would like to add in there is a whole new strategy that says work closely with Region 10 and State of Iowa workforce development and the local educating institution which happens to be Kirkwood .... Franklin/I think that is fine... 2nd Strategy... speaks to that issue, Dee. Kubby/Couldn't we just add "and needs and resources".... Vanderhoef/This is the new regional group that is coordinating action for all of these re- training... Kubby/But stuff changes every couple of years. Franklin/We could say such as Region 10 Work Force Development. Lehman/I think such as is a good word. Nov/Training needs and resources works. It includes that. Norton/I think the Strategy covers what I was concerned about .... Lehman/In that Strategy #3 it says by making public r.o.w. land available .... What do you mean by making it available? .... 1st Goal .... Vanderhoef/There is a typo there. Franklin/ Lehman/...are we saying that we are going to let people use our r.o.w. or are we going to charge them for our r.o.w? Franklin/Well, it doesn't say. You could do it either way. Council/(All talking). Lehman/A definite maybe... Miklo/This is the language that P/Z added regarding technology. Kubby/...when a CEBA grant come through .... would go under a Strategy for the last Goal .....sometimes the timing seems really tight ....trapped by a time frame by the State ....And a Strategy for receiving information early ....before the signing of the CEBA grant .... Lehman/Page 29 applies to that too, right, where feasible? .... I am not sure we can always get that information as timely as we would like it. Franklin/I don't know how we would exactly say that as a Strategy .... I just have to think about how to write it. Thornberry/Goal 5, Strategy 2, continue and enhance downtown revitalization... nice... there are more areas than downtown that we should encourage the economic health of in our community. Nov/Strategy 1. Vanderhoef/...my concern on that same one .... Norton/ Thornberry/ Lehman/The first Strategy pretty well covers that. Nov/The first Strategy does cover that one. Vanderhoef/How about this as a Strategy? To encourage creative reuse of existing commercial sites or those that are under utilized. Norton/I think we should do that. Franklin/Okay. Davidson/Highway 1 and Highway 6 is an existing core area. Vanderhoef/Under #5 is where I had placed it .... that are either empty or under utilized .... you may clean it up .... Norton/...address assistance .... like Melrose Market or Seaton's .... Do we do anything to keep the morn and pop industries?... Franklin/That is more the focus on small business versus large industry that is in our Economic Development Policies. Davidson/...neighborhood concept .... Norton/Wondered if it comes up here .... Lehman/I think once you start .... Assistance really needs to be associated with benefit to the community in jobs and a lot of other things .... Kubby/That is where most of your long term employment is .... small businesses .... Lehman/...compare that to a business that has 100 employees... economic benefit to the community is significantly larger than that with five... Where do you start and where do you stop if you start doing that? Kubby/ ....talked about maybe... having a two tiered system... one for larger ....one for smaller. Franklin/The criteria are such that there is consideration for startup businesses and small businesses. To try to grow those .... Norton/ ....Seaton's ....if there is anything that we could have done .... Lehman/They went because of State regulations... Thornberry/What is small business? .... Franklin/The number of employees, that is how it is determined .... I don't remember what the cut-off is. I don't know that there is anything in here that precludes us focusing on small businesses .... industry doesn't have to mean industrial. But if you want to have a stress on small business, it is probably lacking in here... First Strategy... we have done that somewhat in the financial incentive criteria... Franklin/Is there consensus that you want to have something in here that addresses at least concern and maybe some emphasis on growing small businesses? Nov/I would prefer that we keep incentives on finding employment who have local skills .... under employment... Norton/I strongly think we ought to try to support small businesses. Franklin/It may not be with financial incentives .... Norton/ Lehman/ Norton/ ....next to the last Goal ....something could be incorporated there .... Bovbjerg/Last Goal and all those Strategies seem to me to speak to that .... Franklin/...let me chew on that one .... Nov/I think focusing on needs of local labor market is more important than focusing on the large or small size of a business .... Kubby/But all of that is covered under the second Goal .... looking at our local labor force. Nov/That is why I think I don't want to add anything more about the size of the business .... Norton/They are not in opposition. Nov/But focusing on what size of business is going to encourage... wrong focus... focus... employ those people who have the labor skills is important, not the size of the business. Kubby/...language makes it look like the only economic development we want to do .... 100 employees .... I have a problem... I say try to find a paragraph out of there that would fit in here .... Nov/Okay. Come up with some language. Franklin/Okay. Page 37 Environmental Protection. Vanderhoeff I am having a little second question on the next to the last one .... Franklin/Protect scenic and historic vistas? Vanderhoef/(Yes). I guess maybe the scenic is the one that I am having the most problem with and at what level we are talking doing that .... ! don't know how we can address this ....I don't know what kind of standards you would put to protect those vistas. Franklin/ ....Old Capitol. That is protected by State law. Norton/...First Avenue .... Lehman/Comprehensive Plan... The Goal and the Strategy are totally different than protecting First Avenue. We are talking .... about historic preservation areas and municipal noise ordinance and sign ordinance. I think we need to identify what we mean by vistas. Franklin/Scenic vistas... came out of the old Urban and Environment AD Hoc Committee... were the entrance ways to the city... As you come in from the west side of town on Highway 1... can see the Court House .... be cognizant of those kinds of things and not putting something in the way of that... We have never taken it to the point of identifying too specifically exactly what it is we are trying to preserve .... identified an idea that would then take further explanation. Kubby/ ....to the north .... Franklin/It is no longer the Haddock House .... Kubby/Knoll .... that is where the house sat... gorgeous scenic vista there... preserve it.. protect the vista from Rochester Hills .... different ways to talk about it .... This presents ideas and .... guides ....Also possible to look further into this. Vanderhoef/Other language might not be quite as encompassing. Lehman/The word scenic vista could be interpreted for anything .... I have a problem with that .... I think it needs to be defined .... Norton/Couldn't you say consider the value of scenic and historic vistas .... public value .... ? Council/(All talking). Kubby/I appreciate you bringing this up ....create the language that you really mean and define what you mean .... Vanderhoef/ .... First Avenue thing... I thought it was used out of context in that instance .... Norton/...view a public virtue .... Council/(All talking). Norton/ Nov/I would like to insert the word entranceways somewhere so that we are making it absolutely clear that the only way that we are considering scenic vistas- Franklin/I am not sure that is what I am heating. Thomberry/Coming into Iowa City from the east, our entryway may change over the years .... Franklin/As the city grows that you consider those points at which one enters the city .... What about Dee Norton's suggestion of changing the Goal to consider the value of scenic and historic vistas and then control offensive noises .... ? Thornberry/ Lehman/ Vanderhoef/Consider is a lot looser. Kubby/... P/Z members about this issue. Gibson/I don't think you can make a general statement... they should be valued. Dee's suggestion is a good one... consider this value before you make the decision .... Bovbjerg/Do you feel the word consider is strong enough? Norton/No .... wording is not quite right. I think something ought to be in there .... I don't know quite the right wording yet .... Nov/It comes up regularly .... put in consider .... Council/(All talking). Franklin/So what is your conclusion on this? Thomberry/You are going to think of a better word than consider. Norton/We are leaving it to your editorial devices .... Vanderhoef/Consider is the flavor of it. Vanderhoef/Did last time we add intercity opportunistic type things with the trails .... Franklin/Yes... that changed ....We did it in the Transportation section ..... Vanderhoef/ CHANGE TAPE TO 9%159 SIDE 1 Page 39 Housing Lehman/...first Goal, what do we mean by providing housing opportunities? Franklin/You provide opportunities. That does not mean that you provide buildings. Lehman/What are the opportunities that we will be providing? Franklin/ .... by zoning property for housing, allowing .... smaller lots .... That you don't have the regulations be so restrictive .... may provide incentives such as density bonuses... It means that the private sector still has to come in and do it ..... Norton/ Thomberry/...providing housing opportunities for households of'all sizes .... but encourage smaller owner occupied housing .... Franklin/That is one of the strategy is the smaller owner occupied house... smaller lot. We have already the ability... through the market... on a larger house on a larger lot. There is a not a maximum lot size in our zoning. We have a minimum lot size .... Norton/Somewhere in the text... larger houses .... Franklin/Neighborhood concept .... Norton/ Thomberry/ Kubby/It is something that we are not currently doing .... Franklin/I think it is clear throughout the document that the idea is a mix of housing. Thomberry/ ....depends on the neighborhood that you are in .... Franklin/That is determined by the developer. Bovbjerg/In the market ....there is money for people to buy and build and make a profit with larger houses ....affordable for all people who are going to work here and if the market is not providing for that .... the government should help people who work here, live here .... We should work on that .... everything should be safe and legal and Code... don't want to skimp on any health, safety, welfare .... Kubby/ Thornberry/That is the only one I got circled on that page .... I think the Building and Housing Codes need to be revised for health, safety and welfare and that is it .... federal and state codes are adequate .... I went to the Building Department... brochures over and above the federal and state codes... Iowa City... goes beyond health, safety and welfare. Bovbjerg/ Thornberry/ .....enforce building and housing codes, we need to do that... we need to look at them .... Lehman/...thing... is evaluate the goals of our codes and see how these codes meet those goals. Kubby/...sprinkler systems ....then need a bigger Fire Department... Lehman/...If they are not achieving what we asked them to do .... Norton/ .....periodically .... Kubby/Every 1 1/2 or so the Electrical Code, the Plumbing Code, the UBC comes in front of the City Council .... Lehman/ Thornberry/I had to go to a builder and say what does this mean .... Gibson/Periodic reviews are usually in response to national code changes .... Norton/...response from beefs from Homebuilders .... One of our Strategies ought to be a continuing review of our Building Code. Kubby/ Council/(All talking). Thornberry/In addition to enforcing the, to look at them to see- Norton/I do think continuing review is important. Chait/I think what Karen was saying, a more proactive position on state of the art technology .... more open to change .... Norton/ Kubby/...allows flexibility. Franklin/Okay, we will put some additional language in there about reviewing the Codes. Gibson/Last Strategy on Goal #1. I think the word monitor and eliminate are a curious combination of words. If you want to eliminate, why do you monitor? Kubby/Should be identify .... Gibson/Identify and eliminate would make more sense. Lehman/5th Strategy, Fund programs .... I would like that to see Fund programs... which may include public housing, rental assistance certificates and voucher programs. So that all of those are available which may include, so that we can do them all but we do not necessarily have to do them all. Franklin/Okay. Fund programs that assist lower income households with housing which may include public housing and a rental assistance certificate and voucher program instead of just including. Kubby/I think that is a move to get rid of our Public Housing. Lehman/ Vanderhoef/Gives us the flexibility ..... Franklin/Do you realistically think there is going to be a debate about whether we will continue with Public Housing or not? Kubby/Yes, I do. Franklin/Then it should be may include then .... If this council and the future council are going to have that debate, then it is not set .... Bovbjerg/The debate about being a landlord versus encouraging... Franklin/ ....Okay. Vanderhoef/I have got a couple of things on the first one .... 1st Goal, I think we are being redundant or something when we talk about for populations with special needs because every populations have some special needs. I think we could just cross out for populations with and just keep and special needs. Kubby/That comes from City Steps .... references to people living with A/DS ....Maybe your language still includes. Vanderhoef/For me... whatever your special need is .... Then in the same goal, the 4th Strategy, Support Programs that allow senior citizens to stay in their homes. Franklin/I wonder if we want a Strategy that is totally separate as opposed to putting those two together... very different approaches. Vanderhoef/That is fine. Council/(All talking). Thomberry/ Nov/If they want to go into something such as what O'Brien is building, why do they need our help? Lehman/Just the fact that we changed zoning to allow that .... I think we need to continue to keep an eye on that. Nov/It says zone land for lower cost housing alternatives such as- Do we want to add it in there? Norton/No, this is an additional Strategy. Nov/ Norton/I propose Support programs that provide housing options for senior citizens. Nov/I don't think that it needs to be a separate goal .... Chait/Could we change this one to just talk about... more opportunities... or various opportunities? Vanderhoef/...change the Strategies to include this. Nov/I am adding it to a Strategy because it is already in the Goals .... Norton/ Nov/In terms of a Strategy, I think you could add elder housing onto one of the other lists rather than giving it a separate goal. Council/(All talking). Kubby/Staff can figure out the appropriate place to put it ....talk about substantive issues .... Franklin/Okay. Chait/Is Dee's concern that we don't want to do this? I mean only in the planned development overlay ....is there anything that allows the Commission to look at that level of detail ....Administratively in the CB-5 and PRM zones we look at more of the scale and how it fits in. One of the things that we are working on is other ordinance amendments for multi-family in residential neighborhoods .... There is still some legislation that you will all need to consider to address some of these issues to get the neighborhood concept that is discussed in the plan. It is going to take changes to our subdivision regulations that haven't been changed since 1962 .... Thornberry/Things change... It has got to be flexible.
