Wash- ington Street, Iowa City, Iowa; at which hearings the Council will consider the following item: 1. An ordinance amending Iowa City City Code Title 14, Chapter 6, entitled "Zoning" Article P, entitled "Fences and Hedges," to change the vision triangle requirements at intersections. An ordinance amending Iowa City City Code Title 14, Chapter 6, entitled "Zoning" Article O, entitled "Sign Regulations," Section .5, entitled "Signs Permitted by Zone; Regulations," to consider permitting projecting signs in the CB-5 and CB-10 zones. 3. An ordinance amending Iowa City City Code Title 14, Chapter 6, entitled "Zoning," Article O, entitled "Sign Regulations," Section 5, entitled "Signs Permitted by Zones; Regulations," to permit portable signs in the CB-2, CB-5, and CB-10 zones. Copies of the proposed ordinance are on file for public examination in the Office of the City Clerk, Civic Center, Iowa City, Iowa. KARR, CITY CLERK ppdadrnin\6-3nph.~oc City of Iowa City MEMORANDUM Date: To: From: Re: July 10, 1997 Robert Miklo, Senior Planner John Yapp, Associate Planner Projecting Sign Sizes I have researched what the appropriate sign size is for a projecting sign to be readable from 150 feet away, or one half of an Iowa City downtown block. One half of a block is a common visibility guideline to use for pedestrian oriented areas. To be readable, it is not so much the size of the sign that matters as the size of the letters on the sign. The size of the sign is a function of the amount and size of letters needed. According to representatives from ASl Sign Systems, a letter needs to be 4" tall (and at least 3" wide) to be visible from 150' away. A 4 square foot sign could hold about 32 letters of this size; a 6 square foot sign could hold about 48 letters of this size. The longest store name I can identify in the downtown area is LANDS' END NOT QUITE PERFECT STORE, which contains 33 letters. To be visible from 150' away, which would utilize 4" tall letters, this store name would not quite fit into a 4 square foot sign. It would fit fairly easily into a 6 square foot sign, leaving room for a logo. Most businesses have shorter names than the Land's End store, and would be able to fit their name and logo onto a 6 square foot sign nicely, and be visible from 150 feet away. The representatives from ASI Sign Systems I spoke to noted that these letter sizes are only guidelines used to determine 'readability' from certain distances. The design, color, logo, and shape of the sign also do much to convey to the pedestrian what the business's image is and what they are selling or providing. It appears that for the pedestrian oriented downtown area, a six square foot sign face would be large enough to be readable, and would certainly be noticeable, from half a block away. This size is consistent with the size in the draft ordinance developed by staff and reviewed by the Planning and Zoning Commission and the Design Review Committee. The Design Review Committee also made a few other suggestions regarding projecting signs, should they be permitted (see attachment). City of Iowa City MEMORANDUM Date: June 17, 1997 To: From: City Council David Schoon, Economic Development Coordina~'~~~-~ Re: Design Review Application for Iowa City Transit Interchange and Recommendation Regarding Projecting Signs At its June 16, 1997, meeting, the Design Review Committee recommended, by a vote of 4-1 (Woodson voting no), disapproval of the design review application for the Iowa City Transit Interchange Facility. In addition to this recommendation, the Design Review Committee recommended by a vote of 5-0 that the City Council reassess the location for the transit interchange facility due to the design impact and safety concerns of the facility. ~~Also at its June 1 6 meeting, the Design Review Committee strongly recommended, by a vote of 4-1 (Swan voting no), that projecting signs continue to be prohibited. By a vote of 5-0, the Committee then recommended that if projecting signs are permitted, the Committee supports the staff's recommendation in the May 1, 1997, memo to the Planning and Zoning Commission with the following modifications: CC: the width (thickness) of projecting signs be no wider than four inches and projecting signs not be illuminated. Public notice is hereby given that the Council of the City of Iowa City, Iowa, will hold a public hearing on the 17th day of June, 1997 at 7:00 p.m. in the Civic Center, 410 E. Washington Street, Iowa City, Iowa, at which meeting the Council proposes to take additional action on the proposal to enter into a Development Agreement (the "Agreement") with AI and Mary Jo Streb (the "Developer"). The Agreement would obligate the Developer to construct certain Minimum Improvements (as defined in the Agreement) on certain real property located within the Scott-Six Urban Renewal Project Ar'ea as defined and legally described in the Development Agreement, consisting of an industrial park. The Agreement further obligates the Developer to dedicate an easement for sewer right-of-way and limit the price of land in the industrial park. Under the Agreement, the City would offer grants, loans or other financial incentives to businesses locating in the industrial park, at its discretion and in accord with its economic development policies; and the City may provide certain public infrastructure improvements through the use of tax increment financing as described in the Agreement. A copy of the Agreement is on file for public inspection during regular business hours in the office of the City Clerk, Civic Center, Iowa City, Iowa. At the above meeting the Council shall receive oral or written objections from any resident or property owner of said City, to the proposal to enter into the Agreement with the Developer. After all objections have been received and considered, the Council will at this meeting or at any adjournment thereof, take additional action on the proposal or will abandon the proposal to authorize said Agreement.
