It is with my deepest regret that I must submit this letter of
resignation from the Iowa City Human Rights Commission. Due to the
fact that I now reside within the city limits of Coralville, I have
been informed that my services are no longer eligible. I have
really enjoyed the short period of time that I was allowed to spend
on the commission. For future reference, I firmly believe that
current members of the ICHRC who have recently moved to the city of
Coralville should not be excluded from the eligibility process. I
really do appreciate the opportunity that you have given meo Thank
you.

DEVELOPMENT COMMISSION
Three vacancies - Three-Year Terms
September 1, 1997 - September 1, 2000
Duties of the Housing and Community
Development Commission include assessing
and reviewing policies and planning
documents related to the provision of housing,
jobs, and services for low- and moderate-
income residents; reviewing policies and
programs of the Public Housing Authority and
Community Development Division and make
recommendations regarding the same to the
City Council; reviewing and making
recommendations to the City Council
regarding the use of public funds to meet the
needs of low- and moderate-income residents;
housing policies and programs, and seeking
public participation in assessing needs and
identifying strategies to meet these needs;
recommending to the City Council from time-
to-time amendments, supplements, changes,
and modifications to the Iowa City Housing
Code.
Iowa City-appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. When possible, Council
will appoint persons with expertise in
construction and/or finance, a person receiving
rental assistance, and a member of the Local
Homeless Coordinating Board. The Housing
and Community Development Commission will
have monthly meetings.
These appointments will be made at the
August 26, 1997, meeting of the City Council
at 7:00 p.m. The City of Iowa City encourages
diversity in the appointment of citizens to
boards and commissions. Persons interested
in being considered for these positions should
contact the City Clerk at the Civic Center,
410 E. Washington Street. Application forms
are available from the Clerk's office upon
request.

City Council is scheduled to make five appointments to the PCRB on August
26. The deadline for applications is Tuesday, August 19. Because of the
large number of applicants a suggestion was made to furnish you the
applications in threesegments. Attached are applications received as of print
time Friday, August 15. Copies of applications received prior to 5:00 p.m. on
Tuesday will be made for you to pick-up on Wednesday. All applications
received between Tuesday and Friday print time will be included in your
August 26 agenda packet.

Duties of the Police Citizens' Review
Board include reviewing Police Department
investigations into allegations of misconduct
lodged against police officers, conducting
further investigation of the complaint when the
Board deems it necessary, and issuing a
public report which explains why and the
extent to which the complaint is sustained or
not sustained; maintaining a central registry of
complaints against sworn police officers and
issuing annual reports regarding the
disposition of the complaints to the City
Council; reviewing police policies and practices
from time-to-time and recommending changes
to the City Council when the Board deems it
appropriate.
Iowa City appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. However, the City
Council reserves the right to waive the
residency requirement for good cause shown.
The City Council also reserves the right, for
good cause shown, to waive the requirement
that the Board include one current or former
"peace officer."
These appointments will be made at the
August 26. 1997, meeting of the City Council
at 7:00 p.m. in the Council Chambers. The
City of Iowa City encourages diversity in the
appointment of citizens to boards and
commissions. Persons interested in being

the City Clerk at the Civic Center.

Over the past 11 years, I have gained a working knowledge of law enforcement and how police
departments operate through negotiations, grievances and other labor/management meetings.~s

I've served as an ad-hoc mediator, arbitrator and fact~inder. During my 14 years as an
advocate for both management and labor, my work has involved investigating incidents,
resolution of issues, reviewing, interpreting and sometimes (re)writing workrules, policies
and procedures and generally attempting to keep everything in balance. I am very conscientious
and experience~when dealing with rights of privacy and confidentiality. For 10 years I was a
member of the C.R. Housing Board of Appeals where I dealt primarily with landlords who were
appealing the inspectors' interpretations of the city code. I'm currently a member of the

Dear Steve:
As a resident of Iowa City, I am volunteering to sit on the Police Review Board. I am
enclosing a resume to give you some idea of my knowledge and skills. As the
collective bargaining representative for the City of Cedar Rapids for the past 10 years,
I am familiar with law enforcement and have a better understanding of the overall
operations than most people. While I do not believe offcers are omnipotent, I do
believe they have a difficult job to perform. At the same time, I believe policies and
procedures must always be reviewed and changes made when appropriate.

I am writing to submit my name for consideration for appointment to the Iowa City Police Citizen
Review Board.
I believe I am qualified and would make a strong addition to the Board by virtue of my
professional and academic credentials, as well as my experience and involvement in our
community.
I am a lawyer in private practice in Iowa City. Much of my work involves criminal defense,
I am therefore familiar in general tens with police procedure, and in specific terms with the
procedures utilized by law enforcement agencies in the Johnson County area.
Although I defend persons accused of crimes I do not believe it would be accurate to
conclude I am in any manner anti-law enforcement. More fairly, my work involves regularly
comparing the facts of police investigations to the requirements of the law so as to ensure my
clients receive fair treatment in the Courts.
In addition, I am a member of the faculty in the Criminal Justice Administration Deparunent
at Mount Mercy College in Cedar Rapids. There, I teach criminal investigations and criminal
evidence courses to undergraduates, nearly all of whom desire careers in law enforcement.
Likewise, in my former career I worked as a juvenile justice professional, primarily with
the Missouri Division of Youth Services. There, I administered and developed treatment programs
for youthful offenders committed under Missouri juvenile law.
Finally, my wife and I have been residents of Iowa City since 1993. I believe Iowa City is
the best community in Iowa to live, and I am strongly committed to the City's well being. I also
feel the PCRB is both an excellent vehicle for establishing trust between citizens and the law
enforcement community, and thereby ensuring the public's interests are served at all times.

years of intensive preparation toward National Accreditation. In 1989, Cedar Falls Police
became the first police aRencv in the state of Iowa to meet the rigid professional standards for
the provision of police services and received National Accreditation by the Law Enforcement
Commission nn Arrredi~m~inn, The police agency continually updates and revises policies, pro-
cedures, and practices in accordance to legal mandates and improved police procedures. These
efforts provide a reasonable de~ree of assurance to the employer and the community that the
police are doin~ the riRht thin~. Civil litigation is also reduced and public confidence in the
police is ~enerallv high. Police conduct, processing and evaluation of complaints against police,
leRal issues, and labor union contracts regarding employee discipline is also an integral part
of my administrative experience, and should be of considerable benefit.

EXPERIENCE AND/OR ACTIVITIES WHICH YOU FEEL QUALIFY YOU FOR
THIS POSITION:
I have had over 50 years experience with firearms of all kinds, including the reloading of
ammunition -- both for hunting and target shooting.
I have been interested in the law since junior high school, both reading and following
cases. At one time I even thought about the law as a career. I was born in Muscatine,
Iowa and have lived in most pans of the State at one time or another. I have lived in Iowa
City for eight years.
I am a Union painter (19 years) and am currently working out of Local 447
located in Cedar Rapids, Iowa. I work for Fru-Con Construction Company, and have
worked for them ovcr five years at the Iowa City Proctor and Gamble plant.
As a Union painter I have been an officer in both the Des Moines painters Union, Local
246 and Local 447, Cedar Rapids, Iowa. I have also been an apprenticeship instructor in
both Union locals, and am qualified as an instructor for the 10 and 30 hour OSHA
construction safety comes.
I have a very good record both at work and in my other jobs as being fair, forthright and a
person of my word.
As a Union officer, I have often been called on to sit on Trial Boards both in Des Moines
and Cedar Rapids. As a member of the Trial Board, I hear complaints filed by Union
members, contractors, or employers, claiming the people committed an infraction of the
Union contract, working roles or by-laws.
I have sat on many Trial Boards for ten years (4 years in Cedar Rapids Local 447), and
continue to sit on these Boards on an as'needed basis. I learned the procedures our
contract has for giving notice of a hearing to both sides. I learned firsthand how to give
both sides a chance to tell their stories, and make sure they both had a fair hearing.
Sometimes both sides were "right" or the facts on both sides were tree. When this
happened, the Trial Board considered each side's story and sometimes found both parties
"not wrong" but neither party was "totally right." At times like this, the Trial Board tried
to mediate an agreement between the two parties.
In my ten years of about 60 Trial Board cases, about 20 were appealed to the -- --~
Intemational Board. We have never been overturned or had one remanded back~ap.r:
further action.
WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
I have watched the Council's discussions of the PCRB on TV, read about the Board in
the papers and heard about it on the radio. I saw the announcement in the paper and
picked up a packet at the Clerk's Of~ce.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY
BOARD (OR STATE REASON FOR APPLYING)?
Because of my work on the Union Trial Board,. I am used to listening to the facts of both
sides of a story, considering how those facts either fit in with our Union rules or violate
them, and then make a decision. I have mediated some of these disputes when both sides
were "right." Many people have told me that I have good common sense, and that I have
a real knack of cutting to the chase of a problem and am a good judge of people. I have
also found over the years that I can work with most any type of person.
I became interested in the PCRB became of my interest in the law. I think I can offer
some real knowledge of how both the police and people react when confronted by each
other.

August marks my family's tenth year in Iowa City, having moved here from Lansing, Michigan
in 1987. I am a 1992 graduate of City High, received my degree from Southern Illinois
University at Carbondale and am now a Funeral Director (intern) at the George L. Gay Funeral
Home. I have been involved with SIUC's S.A.F.E. program and student government, the
University of Iowa' s Upward Bound Project and Ultimate Frisbee Team as well as other various
jobs and groups which have placed me in contact with different segments of our diverse
community.
I believe that my appointment to the Board will be an excellent avenue for further community
involvement, as well as an opportunity to address very serious issues. Given the population of
our city and other factors, the incidents the Board will be reviewing should be relatively few.
However, as the Iowa City, Coralville and North Liberty area grows, we might reasonably expect
more complaints. We are, therefore, standing at the gateway concerning our police force and its
relationship to the community. The Board will help set the stage for future growth and action.

I am presently employed at ACT where I am a Senior Test Specialist for the Law School Admission Test
(LSAT). The primary concem of the LSAT is the analysis of argumentation. I have been employed at ACT
for 10 years. Part of my job involves supervising people, establishing procedures, hiring people, listening to
their complaints and problems, finding solutions, writing detailed reports, and moderating meetings of
fairness panels. For tour years I served on the Staff Advisory Committee which brought employee concerns
before upper management and reported back to staff. I also served on a committee which reviewed and
made suggestions regarding changes to the performance review procedures. Before coming to ACT and
while working at ACT I taught philosophy at the college level for sixteen years. That teaching involved
presenting complicated material in understandable way, listening to arguments, evaluating arguments, giving
tactful feedback, communicating clearly and diplomatically, etc. I served as Graduate Student Representative
for the University of Iowa Philosophy department. In that capacity I brought graduate students concerns and
grievances to the faculty. I have completed all the philosophy course work for a PhD. in Philosophy at the
University of Iowa. One of my areas of concentration was Ethics. I believe that my experience in the
working world and the knowledge gained in studying many different ethical systems and discussing/teaching
both theoretical and practical issues in ethics and philosophy provide a good background for serving on the
Police Citizen Review Board.

establishing the board carefully, and believe I understand the basic structure and re-
sponsibilities of the board (though I have some questions about how it will work in practice).

I write this letter in support of my application to the Police Citizen Review Board.
There are several factors which I believe qualify me for a position on the Police Citizen
Review Board. The first qualifying factor is my employment experience as a youth
worker, an attorney, and a professional in the Iowa City community. Each position I have
held during the past seven years has required me to have regular contact with many
different members of the community, including persons of significantly varying income
levels, age groups, race and ethnic backgrounds, and employment experiences. I have
succeeded in each position, always gaining and holding the respect of my clients, my
colleagues and members of the general public.
The second qualifying factor is my racial and ethnic background. As a person of African
American and Native American parents, I have lived everyday of my life leaming that
being black and being Indian make me different. That difference is not an excuse, a
crutch, or a privilege, but it is significant. People speak of "rose-colored glasses". Each
of us sees the wo~d through our own slightly different glasses. My awareness and
understanding of this reality allow me to receive all individuals openly and without
prejudice.
The final qualifying factor is my commitment to fairness and accuracy. We have systems
and procedures in effect to promote fairness and accuracy. We have a responsibility to
ourselves as a community to be honest with ourselves through these systems and
procedures. I believe that if we establish the most fair procedure possible and follow that
procedure with the greatest level of accuracy possible, justice will be done.
Consequences must be served when necessary and apologies must be made when
deserved, but above all things we must be fair, and we must be accurate. This is where I
believe I will make the greatest conuibution to the Police Citizen Review Board

As a long time resident of Iowa City, I am interested in the community
having the best government possible. This requires informed, interested
and capable citizens willing to contribute their time and energy to the
process of governing. It also requires both elected and appointed
citizens who are willing to advocate for the needs of the community as a
whole, often in the face of more local or narrowly focused issues or agendas~'~'
that are usually vociferously and vigorously advocated. I have
demonstrated my ability and willingness to make this commitment in my
service as a six-year member of the Planning and Zoning Commission and as
a former long-time member of the Johnson County Regional Planning Commission.
am interested in continuing to participate in the process. I would be an
unbiased and objective member of the Board, willing and able to represent
the best interests of the full community in the Board's recommendations to
the City Council.
The Police Citizen Review Board has been Created by the Council in response
to an event that badly divided the community, with the expectation that the
existence of the Board would lessen the likelihood of a repeat of the
circumstances that prompted the need for the Board and to provide an
in-place forum to deal objectively, expeditiously and effectively with
similar incidents in the future. For this purpose to be realized the
Council must name a Board that will enjoy the confidence and respect of the
community. I believe that my record of service holds promise that I would be able to
contribute to the likelihood of success of the Board and I welcome the
opportunity to contribute my services to reaching this objective.
